About this opportunity
The Army Contracting Command - Redstone Arsenal, on behalf of Tobyhanna Army Depot, sought innovative solutions for modern radar systems organic capability development, with Solution Briefs originally due August 14, but this Call for Solutions is now on hold pending government re-evaluation and no submissions will advance to the next phase at this time.
Place of performance is Tobyhanna, Pennsylvania. The requirement called for a turnkey solution encompassing specialized test equipment, near-field measurement chambers with anechoic capability, far-field range equipment, and depot support equipment for four distinct modern radar platforms: the AN/MPQ-64A4, AN/TPY-4, AN/TPQ-53, and Advanced Range Threat Simulator - Variant 3. All proposed solutions must employ modular, open-architecture design aligned with Modular Open Systems Approach principles to support future radar platforms with minimal reconfiguration. All system software, diagnostics, and testing suites must include perpetual, fully-paid offline licenses with no recurring subscription or renewal fees. Vendor scope encompassed project management, site planning, installation, integration, validation, commissioning, and hands-on training.
Deliverables comprised four Contract Line Item Numbers covering the equipment suite, project management and installation support, technical documentation and training, and software maintenance and technical support over a three-year period (base year plus two option years). The government anticipated awarding either a Firm-Fixed-Price contract or Other Transaction Agreement and reserved the right to award to multiple vendors or make no award. Phase 1 evaluation weighted Technical Merit (modularity, scalability, and future platform support) most heavily, followed by Schedule and Integration Approach and Company Viability and Support. Price evaluation occurred only in Phase 3 for invited offerors. Work involved Unclassified/Controlled Unclassified Information only with no classified access required. The NAICS code is 541330, Engineering Services; PSC is 5840, Radar Equipment, Except Airborne.
Offerors should monitor SAM.gov for notification if this requirement restarts.

Update #1 ·
Modern Radar Systems Organic Capability Development Solution
The Army Contracting Command – Redstone Arsenal (ACC-RSA), on behalf of the Tobyhanna Army Depot (TYAD), is seeking innovative solutions consisting of a comprehensive suite of equipment and infrastructure to perform all aspects of modern radar testing, calibration, repair, and overhaul.
Tobyhanna Army Depot (TYAD) serves as a critical maintenance and modernization facility for multiple advanced radar systems across the armed forces. To support the requirements for a family of modern radar systems that share a high degree of structural and technical commonality, TYAD must proactively establish a comprehensive, state-of-the-art organic testing, calibration, repair, and overhaul capability. Establishing this capability within the Organic Industrial Base (OIB) is vital for performing depot-level sustainment, reducing logistical bottlenecks, decreasing reliance on Original Equipment Manufacturers (OEMs), and ensuring the long-term readiness, future adaptability, and peak performance of modernized and emerging radar systems.
TYAD requires modernized equipment and infrastructure to support depot-level repair, overhaul, calibration, and testing for advanced radar systems. Currently, a critical capability gap exists in the specialized infrastructure needed to test high-density Line Replaceable Units (LRUs), execute precise measurements using integrated near-field ranges and specialized anechoic test chambers, and calibrate modern radar arrays on our far-field radar campus.
This requirement is unique because the capability must support four (4) distinct modern radar platforms—the AN/MPQ-64A4, AN/TPY-4, AN/TPQ-53, and Advanced Range Threat Simulator - Variant 3 (ARTS-V3)—which share key technical parameters but require system-specific test execution and mechanical integration. Furthermore, to maximize the Government’s return on investment, this new depot capability must be designed with the modularity and scalability required to support future and emerging radar platforms with minimal hardware or infrastructure reconfiguration. A turn-key, flexible, and fully integrated suite of specialized test equipment, measurement chambers, and far-field range infrastructure is required to bridge this capability gap, allowing depot technicians and engineers to perform comprehensive system-level diagnostics in a controlled, safe, and optimized environment.
The objective of this Call for Solution is to identify a "turn-key" solution consisting of a comprehensive suite of equipment and infrastructure to perform all aspects of modern radar testing, calibration, repair, and overhaul. Any vendor proposing against this Call for Solutions will be expected to execute all aspects of the effort, including project management, site planning, procurement, logistics, installation, validation, testing, and hands-on training. To allow for maximum procurement flexibility, scalability, and modular implementation, the technical requirements are broken down by individual radar platform (AN/MPQ-64A4, AN/TPY-4, AN/TPQ-53, and ARTS-V3) within each major capability element. Offerors may propose solutions addressing the entire program or specify which platforms/elements their solution covers.
