For Advanced Manufacturing

Issuing Agency:

Army Contracting Command – Redstone Arsenal (ACC-RSA) Redstone Services and Information Technology Solutions Branch (CCAM-CAC-B)

Customer:

Headquarters United States Army Materiel Command (HQ AMC)

Original Issue Date: 7/15/2026

Open in Perpetuity: This Commercial Solutions Opening (CSO) will remain open and accept submissions continuously upon its publication date. It will remain in effect until canceled by the United States Army. Offerors are encouraged to monitor SAM.gov for any amendments or specific Calls for solutions issued under this umbrella CSO.

1.0 INTRODUCTION & BACKGROUND

1.1 Overview

This CSO is a competitive solicitation issued by the ACC-RSA, on behalf of the HQ AMC, seeking innovative commercial solutions to establish and advance manufacturing capabilities within the Army's Organic Industrial Base (OIB) and Army echelons to the tactical edge. All items, technologies, and services acquired through this CSO will be treated as commercial items.

This CSO invites industry, academia, and other nontraditional partners to propose novel technologies, products, and processes that can enhance production, maintenance, and sustainment efforts across the Army enterprise.

1.2 Background & Authority

The HQ AMC is the primary provider of materiel readiness to the United States Army and has been designated as the Army’s Advanced Manufacturing (AdvM) Lifecycle Management Delegee. A critical component of this mission is the OIB, a network of manufacturing arsenals, maintenance depots, and ammunition plants that manufacture, reset, and maintain Army equipment. To ensure the OIB remains responsive and capable of meeting near-peer threats, HQ AMC is seeking to infuse advanced manufacturing technologies, products, and processes into its Army operations across all echelons. The vision is to deliver materiel readiness from the OIB to the tactical edge.

This CSO is issued under the authority of Section 803 of the National Defense Authorization Act (NDAA) for Fiscal Year 2022 (FY22), Public Law 117-81. Awards resulting from this CSO may take the form of Revolutionary FAR Overhaul (RFO) Part 12 Purchase Orders and Blanket Purchase Agreements, RFO Part 12 & 15 Contracts, RFO Part 16 Indefinite Delivery, Indefinite Quantity (IDIQ) contracts and Basic Ordering Agreements (BOAs), or Other Transaction Agreements (OTAs) for Prototypes under the authority of 10 U.S.C. § 4022.

1.3 CSO Type

This is an umbrella CSO that is open in perpetuity. It establishes a framework for submitting innovative solutions without a specific deadline. The Government may issue specific "Calls for Solutions" as amendments to this CSO to address focused capability gaps or technology needs. However, offerors may submit proposals against the “Active Capability Gap (ACG)” general areas of interest at any time.

2.0 ACG AREAS OF INTEREST

The Government is seeking innovative commercial solutions to address challenges in Advanced Manufacturing. The goal is to leverage commercial technologies, products and processes to improve readiness, efficiency, capacity, and capability within the Army's OIB and down to the tactical edge. While this CSO is open to any novel advanced manufacturing solution, the Government has a particular interest in the following areas:

• Robotics and Automation: Solutions for automating manual processes in manufacturing and depot maintenance, such as robotic welding, automated material handling, or collaborative robots (cobots) for assembly tasks.

• Additive Manufacturing (3D Printing): Technologies for producing polymer, metal, or composite parts on-demand, including large-format printing, multi-material capabilities, and quality assurance/certification processes for critical components.

• Advanced Materials: Development or application of new materials (e.g., high-strength alloys, composites, self-healing materials) that offer improved performance, weight reduction, or corrosion resistance.

• Digital Twin and Digital Thread: Solutions for creating virtual models of physical assets and processes, enabling predictive maintenance, process optimization, and lifecycle management.

• Smart and Connected Factories (IIoT): Technologies that use sensors, data analytics, and the Industrial Internet of Things (IIoT) to monitor equipment health, track production status, and optimize factory floor operations.

• Advanced Non-destructive Testing & Inspection (NDT/I): Innovative methods for inspecting parts and equipment for defects without causing damage, such as advanced ultrasonics, thermography, or automated computer-aided inspection.

• Workforce Development and Manufacturing Skills: Unique training material, concepts or methods to help develop a workforce that can realize the potential of digital manufacturing.

• Supply Chain Risk Management: Solutions to monitor industrial, academic, and Government technical resources to define and address strategic manufacturing value chain vulnerabilities and program specific technical issues in support of the defense industrial base.

• Cybersecurity: Tools to incorporate cybersecurity requirements of DoW Risk Management Framework (RMF) into processes, product design and documentation.

• Enterprise Data Integration: Data management solutions for a centralized AdvM data repository to serve as the clearinghouse for qualified part data sets, technical data packages, and intellectual property with ability to manage parts provisioning data and ensure coordination and data exchange with the Defense Logistics Agency and related DoW AdvM tools.

• AdvM at the Tactical Edge: Optimal mix of AdvM capabilities in expeditionary and tactical environments with point-of-need solutions.

• Army AdvM Consortium: Manage an alliance of Government, industry, non-profits, and academia to accelerate materiel readiness through qualification of AdvM vendors, processes, and parts.

• OIB and AdvM Innovation Centers: Capabilities to support AdvM machines, tooling, technology, and talent at a network of innovation hubs to support Soldiers at the tactical edge.

• Metrology: Applications of advanced measurement systems in manufacturing to ensure machines and parts meet tolerances (e.g. optical or blue light scanning).

• Qualification & Certification: Technologies and methods to qualify and certify manufacturing processes/methods and parts/components.

• Advanced Electronics Manufacturing: Technologies and methods such as flexible hybrid electronics and additively manufactured electronics.

• Advanced Coatings and Surface Engineering: Solutions for developing and applying novel coatings and surface modifications to enhance equipment durability, corrosion resistance, thermal management, and signature management.

• Predictive Maintenance Analytics: Solutions utilizing artificial intelligence and machine learning models to analyze equipment data, enabling the prediction of component failures, optimization of maintenance schedules, and forecasting of sustainment needs.

3.0 CSO PROCEDURE (THREE-PHASE PROCESS)

This CSO will utilize a competitive, three-phase process to evaluate submissions:

Phase 1: White Paper and Quad Chart Submission Interested offerors shall submit a concise White Paper and a corresponding Quad Chart that outlines the concept, technical merit, and applicability of their proposed solution to one or more of the Areas of Interest identified in Section 2.0 or in response to a Call for Solutions. The Government will evaluate these submissions against the criteria in Section

5.0 or in the Call for Solutions. This initial step allows offerors to present their ideas with a minimal investment of time and resources.

Phase 2: Oral Presentation / Demonstration (At Government's Discretion) Offerors whose White Papers are evaluated as meritorious may be invited to provide an oral presentation and/or demonstrate their solution to a panel of Government subject matter experts. This provides an opportunity to elaborate on the technical approach and business viability. The Government is not required to hold a Phase 2 evaluation and may proceed directly to Phase 3.

Phase 3: Request for Solution Proposal (RSP) Offerors who are successfully evaluated in the preceding phases may be invited to submit a formal, full written proposal in response to an RSP. The RSP will provide detailed instructions for the technical, price/cost, and contractual portions of the proposal. An award may be made upon a favorable evaluation of the full proposal.

The Government will not pay for any costs associated with the preparation or submission of documents or presentations in any phase of this CSO.
