About this opportunity
The United States Department of Agriculture Forest Service, Apache-Sitgreaves National Forests, seeks crushed aggregate supply (1-inch minus, Table 703-3 Grading G) for the Springerville and Alpine Ranger Districts, with proposals due September 30, 2026, at 10:00 AM MST and questions due September 25, 2026. This procurement carries a total small-business set-aside; only small business firms are eligible.
Place of performance is Clifton, Arizona. The contractor must designate and maintain pit locations within 35 miles of the Apache-Sitgreaves National Forest boundary, serving both Apache and Greenlee Counties if a single location meets the distance requirement. Aggregate must be available for pickup within 10 days of Notice to Proceed. This solicitation covers aggregate supply only; the government provides hauling. The contractor shall furnish all resources, equipment, and capabilities; government furnishes no items.
The base requirement (CLIN 0001) is 2,950 tons at a firm-fixed-price unit rate per ton, to be picked up over a 365-calendar-day performance period. No minimum quantity is guaranteed; the Forest Service will take the full funded quantity based on road work activities. An option quantity (CLIN 0002) is To Be Determined and will be awarded at the unit rate quoted for CLIN 0001 if exercised. The contractor must prepare a minimum of 200 tons within the first week of award and may invoice as material is accepted.
The Nonmanufacturer Rule does not apply; contract value falls below the $250,000 threshold. Award is made to the lowest-priced, technically acceptable offeror with acceptable or neutral past performance using a simplified acquisition approach. Technical acceptability is evaluated on an acceptable/unacceptable basis; quotations lacking required pricing, demonstrating non-compliance with specifications, or containing material exceptions may be found technically unacceptable. Past performance will be rated as Acceptable, Neutral, or Unacceptable. The government reserves the right to award without discussions.
Offerors must submit unit pricing, pit location details, material compliance documentation (gradation test results), availability confirmation, access and loading information, and up to three past performance references. F.O.B. point is the contractor's designated pit location (F.O.B. Origin). Offer validity is 90 calendar days from the quote due date. NAICS 212319, Small Business size standard 550 employees. Amendment 1, posted September 28, addresses questions and answers with no changes to deadlines.
