About this file
This is a combined synopsis and solicitation for a firm-fixed-price purchase order for crushed aggregate supply services. The United States Department of Agriculture Forest Service, Apache-Sitgreaves National Forests, seeks crushed rock surface coarse aggregate material (1-inch minus, Table 31-2 Grading G) for use by the Springerville and Alpine Ranger Districts in Apache County, Arizona. The base requirement (CLIN 0001) calls for 2,950 tons, with an optional quantity (CLIN 0002) to be determined by available funding. The contractor must provide access to stockpiles at a designated pit location within 35 miles of the Apache-Sitgreaves National Forest boundary. Importantly, this solicitation covers aggregate supply only; the Government will provide the hauling mechanism for removal from the contractor's pit. The contractor's pit location must be within 35 miles of the forest boundary, and aggregate must be available for pickup within 10 days of the Notice to Proceed. The F.O.B. point is the contractor's designated pit location (F.O.B. Origin).
Quotes are due electronically by September 30, 2026, at 10:00 AM MST to stephen.holly@usda.gov, with questions due by September 25, 2026, at 10:00 AM MST. Award will be made to the lowest-priced, technically acceptable offeror with acceptable or neutral past performance using a simplified acquisition approach. Offerors must submit a unit price per ton for CLIN 0001, pit location details, material compliance documentation (gradation test results confirming 1-inch minus and Table 31-2 Grading G specifications), availability confirmation, access and loading information, and up to three past performance references. Technical acceptability is evaluated on an acceptable/unacceptable basis; quotations lacking required pricing, demonstrating non-compliance with specifications, or containing material exceptions may be found technically unacceptable. Past performance will be rated as Acceptable, Neutral, or Unacceptable. The Government reserves the right to award without discussions. Standard FAR commercial item clauses apply (FAR 52.212-4, 52.212-5, and related provisions), along with applicable AGAR clauses. The offer validity period is 90 calendar days from the quote due date. The contract is unrestricted with 100% set-aside for small business (NAICS 212319, Size Standard 550). Requisition number is 1169369, and solicitation number is 1240LP26Q0173.

Award Type
It is anticipated that one firm-fixed-price purchase order will be awarded as a result of this solicitation. The award will be made using simplified acquisition procedures.
The Government intends to make one award from this solicitation. Therefore, to be considered responsive, offerors must submit pricing for all required items.
The Government reserves the right to award without discussions. Offerors are encouraged to submit their best pricing and complete technical documentation with their initial quote.
Evaluation and Basis for Award
Evaluation — Commercial Products
FAR 52.212-2, Evaluation—Commercial Products and Commercial Services, is not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR Part 12 based on the criteria listed below.
Award will be made to the responsible offeror whose quotation represents the lowest price technically acceptable offer to the Government.
The Government will evaluate quotations using the following factors:
1. Price
2. Technical Acceptability
3. Past Performance
Price
The offeror shall provide a firm-fixed unit price per ton for the aggregate material identified in the Schedule of Items.
The Government will evaluate price by multiplying the quoted unit price by the estimated quantity for CLIN 0001. If option quantities are evaluated, the Government may also evaluate the option unit price or the same unit rate proposed for CLIN 0001.
The Government will determine whether the quoted price is fair and reasonable in accordance with FAR Part 12.
Failure to submit a price for CLIN 0001 may result in the quotation being excluded from further consideration.
Technical Acceptability
Technical acceptability will be evaluated on an acceptable/unacceptable basis.
To be technically acceptable, the offeror must demonstrate the ability to provide aggregate material meeting the solicitation requirements.
At a minimum, the offeror shall submit the following with its quote:
1. Pit Location o Name of pit or quarry.
o Physical address or GPS coordinates.
o Confirmation that the pit is located within 35 miles of the boundary of the Apache-Sitgreaves National Forests, specifically the Springerville and Alpine Ranger Districts.
2. Material Description o Description of the offered crushed aggregate.
o Confirmation that the material is crushed rock, surface coarse aggregate, stockpiled, 1-inch minus.
o Confirmation that the material meets Table 31-2, Grading G, and all applicable supplemental specification requirements.
3. Quality Documentation o Recent gradation or test results, certification, or other documentation showing the material meets the required specifications.
o If current test data is not available at quote submission, the offeror shall describe how it will verify conformance prior to Government acceptance.
4. Availability o Confirmation that the required quantity is available or will be available within the required timeframe.
o Identification of any production lead time.
o Days and hours the Government may access the stockpile for loading and hauling.
5. Access and Operational Information o Description of Government access to the stockpile.
o Any safety requirements or site rules applicable to Government personnel or Government hauling vehicles.
o Identification of whether the Contractor will load Government trucks or whether Government personnel/equipment will load the material.
o If Contractor loading is included, the offeror shall state whether loading is included in the quoted unit price.
6. Exceptions o Any exceptions to the Statement of Work, specifications, schedule, or terms and conditions.
o Offerors are advised that exceptions may cause the quotation to be found technically unacceptable.
A quotation will be rated technically acceptable if the Government determines that the quote clearly demonstrates compliance with the solicitation requirements.
A quotation will be rated technically unacceptable if the Government determines that the quote does not demonstrate compliance with the solicitation requirements or contains exceptions that materially affect the Government’s requirements.
Past Performance
The Government may evaluate past performance using information provided by the offeror, information available from prior or current Government contracts/orders, Contractor Performance Assessment Reporting System records, or other reasonably available sources.
Offerors may submit up to three recent and relevant past performance references for similar aggregate supply requirements. References should include:
• Customer name.
• Contract or order number, if applicable.
• Description of supplies provided.
• Quantity supplied.
• Period of performance.
• Point of contact name, phone number, and email address.
Past performance will be evaluated as follows:
Rating Description
Acceptable The offeror has demonstrated an ability to meet similar requirements, including quality, timeliness, business relations, and adherence to contract terms.
Neutral The offeror does not have a relevant past performance record or past performance information is not available.
Unacceptable The offeror has a documented history of failing to meet contract requirements, including poor quality, missed deadlines, lack of responsiveness, or other performance concerns.
An offeror with no relevant past performance will receive a neutral rating and will not be evaluated favorably or unfavorably on that basis.
Evaluation Method
The Government will evaluate quotations using the lowest price technically acceptable method.
The Government will first rank quotations by total evaluated price from lowest to highest.
The lowest-priced quotation will be evaluated for technical acceptability and past performance. If the lowest-priced quotation is technically acceptable and has acceptable or neutral past performance, award may be made to that offeror without evaluating higher-priced quotations.
If the lowest-priced quotation is technically unacceptable or has unacceptable past performance, the Government may evaluate the next lowest-priced quotation. This process may continue until the Government identifies the lowest-priced technically acceptable quotation with acceptable or neutral past performance.
Options
The Government may evaluate offers for award purposes by adding the total price for options to the total price for the basic requirement, if option quantities are included and priced.
Evaluation of options does not obligate the Government to exercise the option.
Notice of Award
A written notice of award or acceptance of an offer furnished to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party.
Before the offer’s specified expiration time, the Government may accept an offer, or part of an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Delivery / Pickup Information
The required F.O.B. point is:
F.O.B. Origin — Contractor’s designated pit location.
This requirement does not include Contractor hauling or delivery. The Government will provide hauling from the Contractor’s designated pit location.
The Contractor shall make the aggregate available for Government pickup during the period of performance and in accordance with the schedule coordinated after award.
Required Availability Date: 10 days after the issuance of the Notice to Proceed
Early Availability: Early availability is acceptable unless otherwise directed by the Contracting Officer.
Place of Performance
The Contractor’s designated pit location shall be within 35 miles of the boundary of the Apache-Sitgreaves National Forests, specifically the Springerville and Alpine Ranger Districts.
The offeror shall provide the pit address or GPS coordinates with its quotation.
Qualification Requirements
Offerors, or the product or service, are not required to meet a formal qualification requirement to be eligible for award.
However, the aggregate material must meet the technical requirements contained in the Statement of Work and solicitation attachments.

(a) By submission of its offer, the offeror certifies that:
1. It is compliant with all applicable Federal anti-discrimination laws and the Equal Protection principles of the U.S. Constitution.
2. Neither it nor any proposed subcontractor or teaming partner operates or funds any program, policy, or initiative that promotes DEI in a manner that violates any applicable Federal anti-discrimination laws, including but not limited to Title VI and VII of the Civil Rights Act of 1964, or the Equal Protection principles of the U.S. Constitution.

The decision by the USDA Independent Review Authority is an alternative to a decision by the Contracting Officer. The USDA Independent Review Authority will not consider an appeal of the Contracting Officer’s decision on an agency protest.
The protest must state whether the protester elects review by the Contracting Officer or by the USDA Independent Review Authority. If no election is stated, the Contracting Officer will decide the protest.
Required Information
Protests shall include the information set forth in FAR 33.104-4(a)(3). Failure to submit the required information may result in a delay or dismissal of the protest.
Submission
Agency protests should be submitted electronically to:
SPE.inquiry@usda.gov and to the Contracting Officer identified in this solicitation.
Timeliness
Protests must be filed within the timeframes specified in FAR 33.104.
Effect on Award or Performance mailto:SPE.inquiry@usda.gov
Contract awards or performance will be suspended during the protest period unless justified in writing for urgent and compelling reasons or determined to be in the best interest of the Government.
Review Timeline
USDA strives to resolve agency-level protests within 35 business days of receipt.
Election of Forum
By filing a protest with USDA, the protester agrees not to file a protest on the same matter with the Government Accountability Office or any other external forum while the agency protest is pending. If such a protest is filed externally, the USDA agency protest will be dismissed.
Questions
Questions regarding this notice or protest procedures should be directed to the Contracting Officer identified in this solicitation.
