Place of performance is 6900 Anzalduas Dam Road, Mission, Texas 78572, with working hours restricted to 7:00 AM to 3:30 PM Monday through Friday; USIBWC facilities close on all federal holidays. The project includes converting a 20-by-20-foot storage building into a climate-controlled security office with CCTV monitoring capability, installing an 80-kilowatt diesel emergency generator with automatic transfer switch to serve the security office and headquarters buildings, and all site preparation, inspections, debris disposal, and quality control testing. The contract is firm fixed-price with a 10 calendar day commencement period and 120 calendar day completion deadline.
Estimated contract magnitude is $1,000,000 to $5,000,000. NAICS code is 236220, Commercial and Institutional Building Construction, with a $45 million small business size standard. Small business subcontracting plan goals include 23% to small businesses, 5% to women-owned small businesses, 5% to socially disadvantaged small businesses, 3% to service-disabled veteran-owned small businesses, and 3% to HUBZone small businesses.
Minimum qualifications require contractors to demonstrate five years of experience on similar construction projects within the last 15 years; prior experience as a prime contractor with the Federal Government on similar projects within the last 10 years; five years of experience installing vinyl-type immersion coatings within the last 10 years; and experience with specialized scaffolding, manlifts, or rope access work. A D&B PAYDEX score of 65 or greater (or equivalent Experian score) dated within 30 days is required. Contractors must complete IBWC Form 245 with Form 245B backup documentation for each supporting project.
Performance and payment bonds are required within 10 days of award, each at 100% of contract price. General liability insurance ($500,000 per occurrence/$1,000,000 aggregate), automobile liability ($250,000/$500,000), workers' compensation ($100,000 per accident), and builder's risk insurance at 100% of completed project value are mandatory.
