IBWC Form 245A (COND) – Minimum Qualifications for Award (Joint Venture)
This is a qualification evaluation form used by the International Boundary & Water Commission (IBWC) to assess the eligibility of joint venture participants bidding on federal construction contracts. Each joint venture participant must complete a separate form. The document establishes that while not every joint venture member must meet all minimum technical requirements, all participants must satisfy universal qualification thresholds, and at least one participant must meet each technical qualification standard.
All joint venture participants must demonstrate: (1) a minimum of 5 years of experience on construction projects similar in magnitude and complexity to those described in the solicitation (within the last 15 years); and (2) a Dun & Bradstreet PAYDEX score of 65 or greater (or equivalent Experian Business Credit Score). A negative response from any participant disqualifies the entire joint venture. At least one joint venture participant must demonstrate: (1) Federal Government contracting experience on similar projects within the last 10 years with a direct contract to a Federal agency; (2) a minimum of 5 years of experience installing vinyl-type immersion coatings (within the last 10 years); (3) experience with specialized scaffolding, manlifts, or rope access work; and (4) experience with lead-based paint removal. The form requires submission of a credit report less than 30 days old and completion of IBWC Form 245B with backup documentation supporting affirmative responses. The signatory certifies all answers are accurate and commits to providing additional information within 24 hours if requested by the Contracting Officer.
