About this file
IBWC Form 245B (COND) is a template used by the International Boundary & Water Commission to collect backup information supporting minimum qualifications for contract award. The form is completed by contractors to document their experience on relevant projects and is effective as of December 31, 2024.
The form requires contractors to provide comprehensive project details including company name, project name, contracting agency, contract number, contract amount, project start and end dates, and the contracting officer's contact information. Contractors must identify the type of construction work using NAICS codes, with the form pre-populated with code 237990 (Other Heavy & Civil Engineering Construction). The critical sections require detailed narratives specific to the contractor's individual work performance: a brief description of work performed, a numerical list or description of quantities of work completed, and a description of project complexity that addresses difficulties requiring more than basic skills and obstacles overcome. The instructions emphasize that responses must demonstrate work similar in scope and complexity to the solicitation requirements, with scope referring to technical requirements and complexity referring to the difficulty of performing work due to many varied interrelated parts. General answers about overall project performance rather than the contractor's specific role will be considered unsupported. The form must be printed to PDF prior to submission to USIBWC and references related forms 245, 245A, 245C, and 245D for different entity types and work categories.
