About this file

This is a Minimum Qualifications for Award form (IBWC Form 245) issued by the International Boundary & Water Commission for contractor eligibility determination on federal construction projects.

The form requires contractors to meet mandatory qualification criteria, with any "No" answer resulting in disqualification. Contractors must demonstrate: (1) a minimum of 5 years of experience on similar construction projects within the last 15 years; (2) prior experience as a prime contractor with the Federal Government on similar projects within the last 10 years with a direct federal agency contract; (3) a minimum of 5 years of experience installing vinyl-type immersion coatings within the last 10 years; and (4) experience with specialized scaffolding, manlifts, or ropes access work. Two additional qualifications are evaluated but do not disqualify: experience with lead-based paint removal and a Dun & Bradstreet PAYDEX score of 65 or greater (or equivalent Experian Business Credit Score). The form defines magnitude as dollar amount, scope as technical requirements, and complexity as work difficulty. Contractors must provide IBWC Form 245B backup documentation for each project supporting affirmative answers, and a D&B or Experian credit report dated within 30 days. If any experience is claimed through subcontractors for questions 1-4, the subcontractor must provide supporting documentation and a signed statement certifying their work scope and non-substitution. Contractors certify the accuracy of their responses and commit to providing additional backup information within 24 hours if requested by the Contracting Officer; failure to provide requested information results in ineligibility for award.
