About this file

This is a Performance Work Statement (PWS) for the design-build conversion of the Anzalduas Dam Storage Building into a Security Services Division (SSD) Security Office with emergency generator installation at the Anzalduas Dam facility located south of Mission, Texas. The project is managed by the United States Section of the International Boundary and Water Commission (USIBWC).

The primary objective is to convert a 20x20 foot unheated, uninsulated storage building into an insulated, climate-controlled security office where Public Safety Officers can monitor activities via CCTV systems. Key installation tasks include: replacing the roof with metal roofing and R-30 insulation; replacing an overhead door with a standard 36x84 metal door; installing wall pack lights (16,800 lumens minimum); converting the interior with metal studs, sprayed insulation, gypsum board finishing, and drop ceiling with LED lights; constructing a 10-gauge steel mesh security cage (10 feet high with lockable 7x3 foot door); installing a built-in desktop with cabinets and USB power delivery receptacles; running 4-inch conduits to the Administration building; installing a 20-foot wide by 6-foot deep metal awning; and installing a 24,000 BTU two-zone wall-mounted AC/heater mini-split system. Additionally, the contractor must install an 80-kilowatt, 240-volt diesel emergency generator with automatic transfer switch panel in turnkey fashion to provide power to the Administrative Office, Storage Rooms, Servers, Security Building, and gates.

The contractor must provide all work plans, designs, drawings, investigations, studies, permits, project supervision, equipment, labor, materials, installation, integration with existing CCURE 9000 Security Management System components, testing, training, and annual maintenance estimates. Work plan deliverables include first draft (45 calendar days from Notice to Proceed), second draft (14 days after first draft comments), and final/conformed final submissions (7 days after second draft comments). Installation must commence after final work plan acceptance and be completed within 120 calendar days. The contractor must comply with applicable building codes including the 2012 International Building Code, National Electric Code 2014, 2010 ADA Standards, and federal regulations including UFC standards for antiterrorism building requirements, NEPA, and ISC standards for federal facilities. A Quality Control/Quality Assurance Plan must be submitted with the second draft work plan and approved before work commences. The contractor shall appoint a Project Manager as the single point of contact and maintain an on-site superintendent during installation. Monthly progress reports are due by the 5th of each month, and daily quality control reports must be submitted within 12 hours. Pre-proposal site visits and a mandatory kickoff meeting at Anzalduas Dam (6900 Anzalduas Dam Road, Mission, Texas) are required. Payment is milestone-based: 10% for first draft acceptance, 10% for second draft, 10% for final draft, 50% for major component installation, and 20% for final installation report and closeout. All deliverables must include hard copies and electronic submissions in PDF, AutoCAD 2012, and Microsoft Office formats. The contractor must provide comprehensive Operation and Maintenance manuals, personnel training for up to 10 USIBWC staff during regular working hours (7:00 AM-3:30 PM, Monday-Friday), and warranty coverage for one year from written acceptance including all parts and labor at no additional cost to USIBWC. Contract closeout requires submission of all testing and inspection reports, record drawings, maintenance schedules with cost estimates, release letters from permitting authorities, and compliance with waste disposal and environmental requirements.

USIBWC ANZALDUAS DAM AND FIELD OFFICE

SECURITY PROJECT (2025)

Performance Work Statement

International Boundary and Water Commission United States and Mexico United States Section

PERFORMANCE WORK STATEMENT (PWS)

FOR ANZALDUAS DAM & FIELD OFFICE

CONVERSION OF THE ANZALDUAS DAM STORAGE BUILDING TO THE ANZALDUAS DAM SSD SECURITY OFFICE WITH EMERGENCY GENERATOR

I. BACKGROUND

The United States Section of the International Boundary and Water Commission (USIBWC), Security Services Division (SSD), is planning to convert the Anzalduas Dam Storage Building to the Anzalduas Dam SSD Security Office and installing an emergency generator to provide emergency power to the new Security Office as well as to the Anzalduas Dam Headquarters buildings.

1.2 DAM REQUIRING SERVICE

1.2.1 ANZALDUAS DAM

Anzalduas Dam is located south of Mission, Texas and is used to divert the U.S. share of floodwaters into the U.S. interior floodway, to divert water into Mexico’s main irrigation canal, and to release water downstream for users in both countries. The Anzalduas Diversion Dam is a concrete dam and is approximately 524 feet (160 m) long, 23 feet (7 m) high. The United States Section of the International Boundary and Water Commission (USIBWC) is a federal government agency and the U.S. component of the International Boundary and Water Commission (IBWC), which applies the boundary and water treaties of the United States and Mexico. Our mission is to provide binational solutions to issues that arise during the application of United States - Mexico treaties regarding boundary demarcation, national ownership of waters, sanitation, water quality, and flood control in the border region.

The areas along the US-Mexico border are plagued with human and narcotics smuggling and violence surrounding these activities. It is not within the USIBWC’s scope or desires to directly attempt to control, enforce, or prevent these activities. However, USIBWC is committed to upgrading an effective physical security system to enhance its abilities to effectively delay, deter, and deny access to unauthorized persons, vehicles, and decrease its susceptibility to criminal and terrorist action upon its properties.

Condition of Project:

The facility has Physical Access Control Systems (PACS), Intrusion Detection Systems (IDS), Closed Circuit Television Systems (CCTV), fencing, lighting, and other security measures. These systems are managed by the CCURE 9000 Security Management System (SMS).

The hours of operation for the facility are typically, Monday through Friday from 7:00 AM to 3:30 PM, except on holidays.

II. SUMMARY
