About this opportunity

The Department of the Air Force Air Combat Command seeks preventive maintenance inspection and emergency repair services for Land Mobile Radio antenna systems at Nellis Air Force Base and Creech Air Force Base, Nevada, with proposals due September 4 at 10:00 AM local time. This procurement is a Total Small Business set-aside under NAICS 334220 with a 1,250-employee size standard, foreclosing all other vendors.

Place of performance is Nellis AFB and Creech AFB, Nevada. The scope covers annual preventive maintenance inspections (PMIs) of four antenna towers—three at Nellis (Towers 1, 2, and 3) and one at Creech (Tower 4)—housing Spectra Model OS4A06F36U-O antenna systems. Services include structural visual inspection, high-resolution sweep testing of connectors and coaxial cabling per Motorola R56 criteria, and documentation of test results and identified anomalies. The contract runs from September 30, 2026, through September 29, 2031, comprising a one-year base period plus four optional one-year periods. The contract is firm fixed-price; offerors must submit pricing for the base year and all four option years to be considered responsive. The Government has pre-priced all not-to-exceed repair CLINs, and vendors must exclude repair CLIN pricing from their total evaluated price.

Nellis infrastructure includes two self-supporting towers (185 feet and 150 feet with 8 combined antennas) and a 125-foot tower at Building 10309. Creech features a 150-foot tower at Building 1052. Equipment at Nellis uses Andrews RF connectors, 1 5/8" Heliax cable, and Sinclair omnidirectional 6 dB gain antennas; Creech equipment brand specifications vary. All PMIs must be scheduled within 30 calendar days of award and coordinated three business days in advance. The contractor must deliver a PMI schedule, technical documentation and sweep reports within five business days of each completed inspection, and an observed defects report within five business days after each PMI. All work occurs during standard hours (0730–1630, Monday–Friday, excluding Federal Holidays). The Government provides equipment shutdowns and RF safety coordination; all contractor personnel must obtain base identification and vehicle passes. Creech access requires contractors to have no pending litigation and requires 99 CS/SCOT sponsorship. All travel between bases is included in the firm fixed price.

Award goes to the responsible offeror with the lowest total evaluated price demonstrating an "Acceptable" technical rating, no active FAPIIS exclusions, and no poor past performance. The Government intends to award without discussions. PSC is J059 (Maintenance/Repair/Rebuild of Equipment—Electrical and Electronic Equipment Components). Replacement parts are contractor-procured under separate CLINs; repair work requires prior Government approval and contract modification.
