About this file

This is a Questions and Answers document for federal contract opportunity FA486126Q0028, addressing offeror inquiries regarding 99 CS LMR Antenna Preventative Maintenance services.

The document clarifies key scope and pricing requirements for the contract. The Government confirmed that four total physical tower structures are included in the annual preventative maintenance inspection (PMI) scope: a 185-foot and 150-foot tower at Nellis Main Site, a 125-foot structure at Nellis Building 10309, and a 150-foot tower at Creech Building 1052. The PWS and CLIN structure have been updated to reflect this inventory. Previous PMI reports from 2023 and 2024, including sweep-test documentation, have been added to the solicitation to assist offerors in understanding required test scope, equipment configuration, and reporting format. For RF sweep testing, the Government requires only VSWR measurement, antenna line sweep, and wattmeter RF power output—no specific make or model of RF analyzer is mandated beyond Motorola R56 criteria. Regarding pricing, offerors must submit pricing for the base year plus all four option years to be considered responsive. The Government has already priced all Not To Exceed (NTE) repair CLINs and standard pricing is in place for repair line items; consequently, vendors should not include repair CLIN pricing in their Total Evaluated Price (TEP), ensuring consistent evaluation across all proposals.

- Questions and Answers (QnA) -

FA486126Q0028 - 99 CS LMR Antenna Preventative Maintenance

1. Tower and Antenna Inventory – The Government Q&A appears to identify four physical tower structures: a 185-foot and 150-foot tower at the Nellis Main Site, a 125-foot structure at Nellis Building 10309, and a 150-foot tower at Creech Building 1052. However, the PWS appendices and solicitation CLIN structure appear to identify three annual PMI units. Could you please confirm the total number of physical tower structures, antenna systems, and feedlines included in the annual PMI scope?

There are 4 total physical tower structures. The PWS and CLIN structure has been updated to indicate this change.

2. Previous PMI Documentation – The Government Q&A indicates that the 2023 and 2024 PMI reports can be made available. If possible, could you please provide copies of these reports, including the previous sweep-test documentation? This would be helpful in confirming the required test scope, equipment configuration, and reporting format.

Reports have now been added to solicitation.

3. RF Sweep Test Requirements – Please confirm whether the Government requires any specific make or model of RF analyzer, calibration certification, electronic trace format, or other test-equipment requirements beyond the Motorola R56 criteria identified in the Q&A.

No, we only require the VSWR, Antenna line sweep and Wattmeter RF Power out

4. Option-Year Pricing – Please confirm whether pricing is required for the Base Year only or for the Base Year plus all four Option Years identified in the solicitation.

Pricing for the base plus all four (4) option years is required for a proposal to be considered

[99 CONS].

5. NTE – Are offerors required to propose an NTE ceiling amount for each of these repair CLINs?

We, the contracting office has already priced out all Not To Exceed (NTE) repair CLINs. [99

CONS].

6. NTE Pricing – If so, will the Government provide an anticipated NTE amount or estimated repair/quantity pricing basis so all offerors are evaluated consistently?

As mentioned in the previous question #5, the Government’s contracting office already has a standard pricing in place for all repair CLINs so the vendors won’t include that into their Total Evaluated Price (TEP). [99 CONS].
