About this file

This is a Questions and Answers (QnA) document for federal contract FA486126Q0028, concerning 99 CS LMR Antenna Preventative Maintenance services at U.S. Air Force facilities.

The contract covers preventative maintenance inspection (PMI) of communication antenna systems across three tower sites: Nellis Air Force Base (three towers totaling 8 antennas) and Creech Air Force Base (one tower with 4 antennas). Equipment specifications include Andrews RF connectors, 1 5/8" Heliax cable, Sinclair omnidirectional 6 dB gain antennas at Nellis, and unknown-brand antennas at Creech. Sweep testing shall be documented in PDF format with pictures of defects preferred; full electronic files are not required. Pass/fail criteria follow industry standard Motorola R56 specifications. Government personnel will coordinate equipment shutdowns and RF safety measures, with TX antennas deenergized prior to maintenance. The contractor must perform PMI using tower climbing personnel and conduct safety inspections on climbing equipment; permanent ladders or safety climbs are available at most locations except Nellis area II tower. Government will provide base access and escorts, with additional security requirements at Creech AFB (no pending litigation; 99 CS/SCOT sponsorship required). Replacement parts (antennas, connectors, coaxial cable) are contractor-procured under separate contract line items. The contractor may use standard reporting formats for quality control and defect reports, and the Contract Manager may serve as Lead Technician. All travel between bases is included in the firm fixed price. Previous 2023 and 2024 PMI reports are available to the successful contractor. Emergency service calls have been zero over the past three years.

- Questions and Answers (QnA) -

FA486126Q0028 - 99 CS LMR Antenna Preventative Maintenance

1. Tower Inventory

Can the Government provide the tower heights, tower types (guyed, self-supporting, monopole), and current antenna inventory for each of the three tower sites?

Main Site (Nellis):

Self supporting 185’ Tower 1: 1 RX antenna, 3 TX antennas

Self supporting 150’ Tower 2: 1 RX antenna, 3 TX antennas

Self supporting 125’ Bldg 10309 (Nellis) 1 Antenna

Self supporting 150’ Creech Bldg 1052 2 RX antennas, 2 TX antennas

2. Equipment Manufacturer Information

Can the Government provide the manufacturer and model numbers of the antennas, feedlines, connectors, and associated RF equipment included in this maintenance effort?

Andrews RF connectors, 1 5/8” Heliax cable, Sinclair omnidirectional 6 dB gain antennas at Nellis.

Creech antennas brand unknown, Andrews RF connectors with Heliax cable

3. Sweep Testing Requirements

Is the contractor required to submit full electronic sweep files (e.g., Anritsu Site Master .dat/.msa files), or are PDF reports acceptable?

A PDF file of the results and site conditions is acceptable. Pictures of defects when possible preferred.

4. Sweep Test Parameters

Are there specific pass/fail criteria for Return Loss, VSWR, Distance-to-Fault (DTF), or insertion loss that the Government requires?

Industry standard (Motorola R56)

5. Tower Access

Will Government personnel provide access to all communication sites, compounds, and equipment shelters, or will contractor personnel require escorts?

Yes, there will be an escort to all tower locations.

6. Creech AFB Access

Are there any additional security or escort requirements unique to Creech AFB that should be considered when scheduling preventive maintenance?

Contractors cannot have any pending litigation as Security Forces will deny entry. A member of 99 CS/SCOT will accompany the contractor and sponsor/escort the contractors on base.

7. Existing Documentation

Will previous PMI reports, antenna drawings, or baseline sweep reports be made available to the successful contractor?

A copy of the 2023 & 2024 reports can be made available.

8. Equipment Shutdowns

Will Government personnel perform any required radio system shutdowns, or is the contractor expected to coordinate and execute outages?

Government personnel will coordinate with the contractor and perform equipment shutdown. Nellis tower 2 is a backup tower with spare antennas and can be tested first without any interruption. Tower 1 TX antennas will be powered down one by one and moved over to tower 2.

Creech will be able to do 1 RX 1 TX at a time then swap power to the spare RX and TX.

9. Replacement Parts

If deficiencies are identified during inspections, will replacement antennas, connectors, coaxial cable, and related materials be Government-furnished, or should the contractor procure these items under separate CLINs?

Contractor procured, please reference Attachment 1 – PWS for more details.

10. Emergency Service Calls

Approximately how many emergency or unscheduled service calls have occurred annually over the past three years?

None.

11. Site Conditions

Are there any known access restrictions, environmental concerns, or construction activities at any of the tower sites that could impact scheduling?

There are no know site restrictions currently. A member of 99 CS/SCOT will be onsite with the contractor during the PMI to provide access to the tower site.

12. Quality Control Plan

Does the Government have a preferred format or template for the Quality Control Plan, or is a contractor-developed plan acceptable provided it addresses all solicitation requirements?

A Contractor developed plan is acceptable provided it address all requirements.

13. Contract Manager

May the Contract Manager also serve as the Lead Technician, provided all response times and contract requirements are met?

Yes

14. Climbing Requirements

Is all preventive maintenance expected to be performed by tower climbing personnel, or are any Government-owned climbing aids, permanent ladders, or access systems available?

PMI is expected to be completed by tower climbing personnel; The contractor should perform a safety inspection on the tower safety climb equipment prior to attempting to climb. Tower 1 at Nellis has a permanent ladder with a safety climb attached. Tower 2 has step bolts/climbing pegs with a safety climb. Nellis area II tower has step bolts/climbing pegs but NO safety climb. Creech has step bolts/climbing pegs with a safety climb. 99CS/ SCOT does not have a climbing program nor the equipment necessary.

15. RF Safety

Will the Government ensure transmitters are reduced in power or placed in a safe condition during tower climbs, or is the contractor responsible for coordinating RF exposure mitigation?

Yes government personnel will coordinate with the contractor to ensure all TX antennas are deenergized prior to the PMI.

16. Observed Defect Reports

Is there a Government-provided template for the Observed Defects Report, or may the contractor use its standard reporting format?

The contractor may use its standard reporting format.

17. Optional Repair Work

If repair work is authorized following inspections, will it be issued through individual task authorizations, modifications, or separate contract actions?

Funding must be approved prior to any repairs, and the pricing must be determined fair a reasonable before a modification can be executed to account for additional work.
