About this opportunity
The Department of the Army Materiel Command, Mission and Installation Contracting Command at Fort Sam Houston seeks moving and relocation services for Arlington National Cemetery's Southern Expansion project, with proposals due October 23, 2026. This is a 100% small business set-aside, firm-fixed-price competitive solicitation evaluated on a lowest price technically acceptable (LPTA) basis and will result in award of a single contract.
Place of performance is Fort Myer, Arlington, Virginia (Building 123D, 1 Memorial Drive, Arlington National Cemetery). The contract spans eight weeks from February 1 through April 30, 2027, with an optional six-month extension. The work encompasses relocation of approximately 50,000 gross square feet of equipment, machinery, materials, and furnishings from six existing buildings (Building A–Storage, Building B–Maintenance Shops, Building C–Warehouse, Building D–Office, Building G–Pesticide Mixing & Storage, Building H–Hazardous Material Storage) to a new Operations Complex less than one mile away, while maintaining full operational continuity for cemetery functions including funerals and visitors.
Contractor personnel require badges (72-hour processing through JBMHH Visitor Control Center), background checks, Antiterrorism Level I training, OPSEC training, and iWATCH training. Personnel handling hazardous materials must hold EPA RCRA Hazardous Waste, OSHA HAZWOPER (29 CFR 1910.120), and OSHA HazCom certifications. Contractor must comply with DOT hazardous materials regulations, Army Corps of Engineers EM 385-1-1 safety standards, and OSHA requirements. The contract mandates insurance naming Arlington National Cemetery as additional insured and all required permits at contractor's expense.
Estimated staffing is 22 personnel: one Project Manager, one Scheduler, two Foremen, and 15 movers/laborers. Contractor provides all packing materials, equipment rental (forklifts, cranes, dollies), labeling and barcode systems, waste disposal, and specialized rigging for industrial shop equipment. Work is restricted to 5:00 AM–6:00 PM operational hours unless coordinated with the government representative. This is firm-fixed-price with no cost adjustments for schedule extensions, weather delays, or scope changes; overtime is not authorized. A mandatory site visit is scheduled for September 17, 2026 from 9:00 AM to 11:00 AM at ANC Service Complex, South Gate, 123 Ops Complex Building. Questions must be submitted by September 23, 2026 at 4:00 PM EST. Proposals are three volumes: Administrative (50 pages maximum), Technical Execution Plan (20 pages maximum), and Price (no page limit), submitted electronically to amber.k.peeples.civ@army.mil with courtesy copy to david.l.gecewicz2.civ@army.mil. Evaluation requires demonstration of a milestone schedule maintaining continuous cemetery operations, management and staffing plan with key personnel resumes documenting at least three facility relocation projects each, and specialized rigging and safety plan addressing disassembly, transit, and reassembly of heavy industrial shop equipment per OSHA, DOT, and EPA standards. The Contracting Officer's Representative is Rosil Saldana. Contractors must maintain active SAM.gov registration. The NAICS code is 484210 (Used Household and Office Goods Moving); PSC is V301 (Relocation).
