About this file

This is Amendment 0002 to a competitive, 100% small business set-aside solicitation (W91QV126RA060) issued by the U.S. Army's MICC-FT Belvoir for moving services related to the Arlington National Cemetery (ANC) Southern Expansion project. The amendment, effective 13 October 2026, updates solicitation language in Sections L and M, provides answers to Requests for Information (RFI) from move vendors, includes updated furniture and move inventory lists for multiple facility areas, and provides an updated Performance Work Statement (PWS). The solicitation seeks a single firm-fixed-price contract awarded to the lowest-price technically acceptable offeror. The contract period of performance runs from 01 February 2027 through 30 April 2027, with an optional 6-month extension evaluated at one-half the proposed base year price.

Proposals must be submitted electronically by 23 October 2026 at 4:00 PM EST in three volumes: Administrative (15 pages maximum), Technical Execution Plan (20 pages maximum), and Price (no page limit). Key technical evaluation standards require offerors to demonstrate a milestone schedule maintaining continuous cemetery operations, a comprehensive management and staffing plan with key personnel resumes documenting at least three facility relocation projects each, and a specialized rigging and safety plan addressing disassembly, transit, and reassembly of heavy industrial shop equipment per OSHA, DOT, and EPA standards. A mandatory site visit is scheduled for 17 September 2026 at ANC Service Complex, requiring advance registration by 16 September 2026. Questions must be submitted by 23 September 2026, with responses provided by 13 October 2026. Contractors must register and maintain active System for Award Management (SAM) registration to be eligible for award.
