About this file
This is a Request for Information (RFI) document containing 186 questions and answers from potential vendors regarding Arlington National Cemetery's (ANC) Southern Expansion moving services contract. The RFI addresses all aspects of relocating equipment, materials, and operations from the existing facilities to a new OPS Complex during the period February 1 – April 30, 2027.
Scope and Operational Requirements: The contractor must relocate equipment, furnishings, hazardous materials, and supplies from Buildings G, H, and other existing structures to new facilities. Key directorates being moved include Operations (G3), Safety, Interments, Facility Maintenance, Supply/Logistics (G4), and Engineering. The move encompasses approximately 22 personnel daily and includes specialized equipment such as fleet maintenance machinery, welding equipment, air compressors, server racks, and hazardous material containers. The contractor is responsible for all packing materials, labor, equipment rental (forklifts, cranes, dollies), inventory tracking with photographic documentation, and waste disposal. The government will provide preliminary inventory, coordinate disconnection/reconnection of utilities, supply access to restroom facilities and staging areas, and handle power-on testing of machinery post-installation. Vehicle access is limited to the 123 Gate and Joyce Street Gate, with operations restricted between 5 AM and 6 PM unless coordinated with the government representative. The Interment Operations directorate must remain partially operational, focusing only on above-ground inurnments, with normal operations expected to resume by February 22, 2027.
Hazardous Materials and Compliance: Contractors must comply with DOT, EPA RCRA, OSHA HAZWOPER, and U.S. Army Corps of Engineers (USACE) EM 385-1-1 requirements. Personnel require EPA RCRA Hazardous Waste training, OSHA HAZWOPER (29 CFR 1910.120), and OSHA HazCom certification. The contractor must verify hazardous materials inventory using Safety Data Sheets (SDS) provided by the government and coordinate with ANC Environmental staff for oversight. Licensed hazardous material carriers are required when DOT thresholds are exceeded (flammable liquids >119 gallons, corrosives >55 gallons, compressed gases >1,000 lbs, oxidizers >400 lbs). The contractor must develop an Environmental Compliance Plan, submit hazardous material manifests, and implement an emergency response plan. All disposal of packing waste and materials generated by the contractor is the contractor's responsibility.
Schedule, Pricing, and Contract Terms: The contract is firm-fixed-price with no cost adjustments for schedule extensions or weather delays. A 30-day pre-move consultation period is required at no charge, with two weeks of packing/preparation before February 1 and two weeks of post-move support contingency included within the February 1 – April 30 timeline. The move will not commence until the new OPS Complex is fully constructed and utilities are operational. Weather contingencies are built into the schedule, with extensions determined on a case-by-case basis. The contractor must provide staffing (at minimum: one Project Manager, one Scheduler, move leaders, and movers), though the 22-person estimate in the Performance Work Statement is for cost estimation only. No overtime will be paid or required. All materials, equipment, containers, labels, and barcode scanning equipment must be contractor-provided. This is a Small Business 100% set-aside with evaluation on Lowest Price Technically Acceptable (LPTA) basis. The contract includes multiple deliverables such as an Environmental Compliance Plan, detailed inventory with photographic evidence, floor plans showing final placement, and an Installation and Functional Test Report.
