About this opportunity

The Department of Energy Office of Science, through Argonne National Laboratory in partnership with Purdue Zucrow Labs, is seeking a supplier to design, fabricate, and integrate an ammonia preconditioner system that harnesses waste heat from a gas turbine/combustor to partially crack incoming ammonia fuel into a pressurized gas mixture of ammonia, hydrogen, and nitrogen. The contractor will be responsible for integrating Argonne-supplied components with vendor-designed components, developing a human-machine interface preferably in LabView for data acquisition and control, and ensuring the system can facilitate utility connections and connect to combustor exhaust. The procurement will be evaluated using a Lowest Price, Technically Acceptable (LPTA) methodology, meaning the lowest-priced proposal that meets all technical requirements will be selected. The solicitation deadline has been extended to September 12, 2025, and questions from potential offerors were due by 5:00 PM CDT on August 15, 2026, with question and response documents having been posted on August 27 and 28, 2025.

This opportunity does not include any set-aside designations and is open to all qualified contractors. The contract will be structured as a firm fixed-price arrangement with a total performance period not exceeding 52 weeks, broken down into design drawings (8 weeks), procurement and fabrication (30 weeks), and testing and training (2 weeks). The system must operate within specific technical parameters including a power range of 0.25 to 2.0 MW, ammonia flow rates of 7.5 to 60 g/s, and provide a user-selectable ammonia dissociation fraction between 0.4 and 0.55. The place of performance is Lafayette, Indiana, where the final integrated system will be delivered and installed at the test site. The solicitation documents do not specify award values or budget ranges, and no incumbent contractors are identified in the materials provided.

PLEASE NOTE: THE OFFER DEADLINE HAS BEEN EXTENDED TO SEPTEMBER 12TH. PLEASE SEE THE INCORPORATED ADDENDUM. QUESTION AND RESPONSES HAVE BEEN POSTED AS OF AUGUST 27, 2025. ADDITIONAL QUESTION AND RESPONSES HAVE BEEN POSTED AS OF AUGUST 28, 2025.

Argonne National Laboratory, in partnership with Purdue Zucrow Labs, is seeking a supplier to integrate various Argonne supplied components along with some designed/specified by the supplier to build an integrated ammonia preconditioner system.  This preconditioner should be capable of harnessing waste heat from a gas turbine/combustor to partially crack incoming fuel to supply pressurized gases fuel, a mixture of ammonia, H2 and N2.  The vendor will design, fabricate required components and finally integrate them to obtain the specified functionality.  The final unit should be designed to facilitate utility connections and connecting to combustor exhaust.  A human-machine-interface will have to be developed, preferably in LabView, to facilitate data acquisition and control by an operator situated in the control room.

*THIS EVALUATION WILL BE BASED UPON LOWEST PRICE, TECHNICALLY ACCEPTABLE METHODOLOGY*

Please review the "Instructions for Offerors" documentation and ANL-70 Request for Quotation for all required documentation prior to returning an offers. Incomplete offers will be removed from further consideration.

Please provide any questions in a numbered format by 5:00pm CDT on August 15, 2026.
