About this file

This document is an Addendum (No. 003) to a Request for Quotation (RFQ) 5-S176-Q-00687-00 issued by Argonne National Laboratory for an ammonia preconditioner system. The addendum provides detailed technical responses to eight specific vendor questions, including clarifications on valve actuation (pneumatic preferred), nitrogen supply availability at 100 psig, physical space requirements (standard 20 ft container footprint), piping material specifications (high nickel alloy for hot parts over 400°C, 304 stainless steel for others), and process design constraints.

The solicitation, managed by the Department of Energy Office of Science, seeks a supplier to integrate Argonne-supplied components and design a preconditioner system capable of harnessing waste heat from a gas turbine/combustor to partially crack incoming fuel and produce a pressurized gas mixture of ammonia, hydrogen, and nitrogen. The procurement will use a Lowest Price Technically Acceptable (LPTA) methodology, with an offer deadline extended to September 12th. The vendor must develop a LabView-based human-machine interface for data acquisition and control, and design the unit to facilitate utility connections and combustor exhaust integration.

8/28/2025 This addendum is being issued to modify the subject REQUEST FOR Quotation (RFQ) 5-S176-Q-00687-00 as follows:

1. Are the valves pneumatically or electrically actuated? Which option is preferred?

A1: Either will be fine. However, we are cognizant of the fact that pneumatically activated valves are a lot cheaper.

2. In the case of pneumatic valves, does the laboratory have an air supply? If so, what is the available operating pressure?

A2: The lab has nitrogen supply available at 100 psig which they can use. It is a lot cleaner than compressed air.

3. Regarding the ammonia recovery unit, are there any requirements concerning its physical space (footprint, clearances, installation constraints)?

A3: standard 20 ft. container footprint, i.e., 8 ft x 20 ft. would be ideal. It may be packaged in two skids/ containers/ trailers.

4. Do you have cold water available for cooling purposes?

A4: Yes.

5. What is the preferred piping material for this application?

A5: For hot parts (T > 400 DEG C, especially at stations 6 & 7) that get in touch with ammonia or H2, try to use high nickel alloy like SAE 330. For all others, you can use 304 ss.

6. Please confirm the reduction of P4. Would you agree to eliminate P1 and have the entire process operate at P4?

A6: The catalyzed heat exchanger, HX-1, is designed to operate at 1.1 barg. So, it is not possible for the entire process to operate at P4.

7. Would you be willing to modify the flow control strategy if technically advantageous?

A7: Yes.

8. Is insulation required for piping?

A8: Please use insulation to reduce heat losses for most of the piping, except at station 8, where the cracked gas will be cooled to a temperature that is acceptable by the compressor P2.
