About this opportunity

The Federal Emergency Management Agency (FEMA) is seeking a contractor to purchase, transport, and install Alternative Transportable Temporary Housing Units (ATTHUs) for disaster survivors affected by the August 2023 wildfire in Hawaii. The procurement requires manufacturing and delivering four modular housing units - two 1-bedroom and two 2-bedroom models ranging from 245-315 square feet each - that must be steel-framed or equivalent strength materials and capable of fitting inside standard 40-foot shipping containers for transport. The contractor will be responsible for comprehensive services including design registration with Maui County, manufacturing units compliant with International Building Code standards, transportation to designated sites, installation on foundations, utility connections, and ensuring units are ready for occupancy with furniture, fixtures, and appliances included. Proposals are due by June 20, 2025 at 4:00 PM CST, and evaluation will be based on technical approach, past performance, and pricing criteria. The contract includes a minimum 12-month warranty requirement and a base performance period of at least six months after award.

This solicitation is designated as a total small business set-aside under NAICS code 321991 for Manufactured Home Manufacturing, with no incumbent contractors identified in the documentation. While specific contract values are not disclosed in the opportunity notice, the detailed pricing structure includes costs for unit purchase, transportation, installation, permits, foundations, utility connections, and furnishing, with market research indicating approximately $260 per square foot for the units and foundation costs ranging from $9,703 to $12,584 depending on unit size. The contract covers four base units with an option for five additional units, and all work will be performed on the island of Maui in Hawaii, specifically in the Lahaina area. The U.S. Army Corps of Engineers will design the installation sites and provide full site drawings to the awarded contractor after contract award, with the specific delivery address to be determined prior to award but confirmed to be located on Maui.
