About this file

This document is a Questions and Answers file for the Alternative Transportable Temporary Housing Unit (ATTHU) solicitation. The Q&A addresses three key clarification points about the housing unit specifications: 1) Unit dimensions must not exceed 14' x 40', with CLIN 0001D allowing units to be shipped in halves if needed, 2) The 2-bed 2-bath unit cannot be a 60' module, though FEMA will accept slight dimensional variations of 1-2 feet as a guideline for lot sizes, and 3) The U.S. Army Corps of Engineers (USACE) will design the site and provide full site drawings to the awarded vendor after contract award. The document provides technical and procedural guidance to potential bidders seeking to understand the precise requirements for transportable housing units intended for installation on Maui.

Questions and Answers

• The RFQ says the units can be 14' wide x 40' long, however, it also states that they must fit inside of a 40' shipping container. Those two things are mutually exclusive - can you please clarify?

o Units must not exceed 14’ x 40’. CLIN 0001D, “It is acceptable for the unit to be shipped in halves if needed”.

• Can the 2 bed 2 bath unit can be a 60' module, and if not, whether it can combine 2 x 40' long modules. It is a bit unclear from the specifics of the

RFQ.

o No. However, FEMA will accept unit widths that exceed the dimensions by a minimal amount of 1 to 2 ft if needed. This dimension serves as a guideline for lot sizes.

• Will the bidder be provided with an actual site survey, and will we be expected to do the layout and pull the permits for the permanent installation locally?

o USACE is designing the site and will have full site drawings. These drawings will be provided to the vendor once awarded.
