About this file
This document is a Questions and Answers file for a Federal Emergency Management Agency (FEMA) solicitation for Alternative Transportable Temporary Housing Units (ATTHUs). Key details include a 100% small business set-aside procurement with a proposal due date of 20 June 2025, focusing on purchasing, transporting, and installing modular housing units on Maui. The solicitation requires offerors to be small under NAICS code 321991, submit a proposal with specific evaluation criteria, and provide a full design package compliant with federal, state, and local regulations. Contractors must be able to transport units within standard shipping containers and obtain design approval from Maui County.
The Q&A document clarifies several important submission requirements: the Project Manager is the only key personnel position, the pricing template does not count toward page limits, renderings are optional, and no site plan is required with the proposal. Transportation costs must include all shipping and holding expenses, with all units and parts fitting inside standard shipping containers. Specific submission instructions include using an Excel pricing template, providing Past Performance Questionnaires, and following the guidelines in sections L and M of the solicitation for a comprehensive proposal response.
