About this opportunity
The National Park Service seeks stabilization of the Staple Bend Tunnel at Allegheny Portage Railroad National Historical Site in Johnstown, Pennsylvania, with proposals due October 30, 2026, by 1600 Mountain Time. This is a 100% small business set-aside. Amendment 0002, posted October 5, updated schedule, specifications, and terms and conditions; contractors must acknowledge all amendments prior to closing.
Place of performance is the Staple Bend Tunnel near Johnstown, Pennsylvania. A mandatory site visit is scheduled for August 26, 2026, at 10 AM Eastern; contractors will meet at the trailhead parking lot (1258 Beech Hill Road, Johnstown, PA 15942) and be transported via NPS shuttle approximately 2 miles to the site. Late arrivals must complete the 2-mile hike independently and cannot drive to the site once the shuttle departs.
Base work includes rock scaling (3,528 square feet), rock bolting (17 anchors), fossil inventory (80 hours by a paleontologist meeting Paleontological Resources Preservation Act standards), void fill concrete (180 cubic yards), gunite application (2,310 square feet), perforated PVC drainage installation (approximately 2,500 linear feet), signposts, mobilization, and site access and safety setup. Optional items subject to funding availability are 3D scanning (60 hours) and bat house installation (two units suitable for Indiana, tri-colored, and northern long-eared bats). Mesh installation shall use Tecco G65/3 or equivalent.
Work is restricted annually between October 15 and May 15 to protect bat species. Site mobilization begins May 1, 2027; actual tunnel work runs May 16 through October 15, 2027, with limited punch list items and demobilization through October 31, 2027. Period of performance is November 9, 2026 through December 31, 2027. Work hours are 6 AM to 6 PM, Monday through Friday, excluding federal holidays.
Contractors must register under NAICS 237990 in SAM.gov Reps and Certs before proposal submission. A team leader must meet 23 CFR 650.509 tunnel inspection experience requirements. The procurement is firm-fixed price. Prevailing wage rates apply under Pennsylvania General Decision PA20260002 (effective July 30, 2026). Contractors must comply with OSHA 1926 Subpart G and maintain the pedestrian trail to pre-project conditions. The Government retains responsibility for snow removal on pedestrian trails within ALPO boundaries during project duration. The Limitations on Subcontracting clause (FAR 52.219-14) applies, requiring prime contractors and similarly situated small business subcontractors to perform at least 15 percent of total contract work, excluding material costs.
