About this file
These are construction drawings for the Stabilize Staple Bend Tunnel project at Allegheny Portage Railroad National Historic Site (ALPO) in Cambria County, Pennsylvania. The project, identified as Drawing No. 423 and PMIS/PKG No. 196450, consists of 10 sheets of detailed construction specifications prepared by Great West Engineering (Helena, MT) as prime contractor and Tetra Tech (Ennis, MT) as geotechnical consultant. The drawings include a cover sheet, staging plan, site layout, proposed and existing mitigation plans for four tunnel sections (Stations 1+00 to 8+00), rock bolt and shoring post location and detail plans, and entrance photographs.
The project scope involves stabilization of an approximately 900-foot historic tunnel through rock bolting, shoring posts, void fill concrete, wall stabilization with mesh and gunite, and French drainage systems. Key technical specifications include installation of 17 proposed rock bolts (10-30 feet in length at 10-degree angles from horizontal) at various stations, existing rock bolt preservation, shoring post installation as needed per project specifications, void fill concrete using 2000 PSI concrete, and perforated PVC drainage piping. The drawings document existing conditions including masonry lining, sandstone walls, coal seams, and subsurface geology. Project staging areas are identified at both north and south portals with specific requirements for equipment placement, safety barriers, environmental protection (including bat exclusion measures and paleontological resource monitoring), and site maintenance. The National Park Service, Denver Service Center is the federal client overseeing this Department of Interior project.

1. CONTRACTOR SHALL ESTABLISH SAFETY BARRIERS FOR PEDESTRIANS AND EMPLOYEES BASED ON STAGING AREA LOCATIONS.
2. CONTRACTOR SHALL ESTABLISH AN EMERGENCY ACTION PLAN MEETING AREA.
3. ALL EQUIPMENT AND MATERIALS PLACEMENT SHALL BE COORDINATED WITH AND APPROVED BY THE CO.CONTRACTOR SHALL KEEP ALL CONSTRUCTION EQUIPMENT, STAGING, AND MATERIALS AWAY FROM STAPLE BEND TRAIL AREA EXCEPT WHEN IN USE WITHIN THE TUNNEL.CONTRACTOR SHALL PROTECT LAWN AND NEARBY VEGETATION THROUGH PRIOR APPROVED SITE MOBILIZATION PLAN.
4. CONTRACTOR SHALL KEEP STAGING AREA CLEAN AND MATERIALS ORGANIZED AS DEFINED IN SPECIFICATION 017419 .
5. THE NEAREST BATHROOM FACILITIES ARE LOCATED AT THE STAPLE BEND TRAILHEAD.
6. IF STAGING IS REQUIRED AT BOTH ENDS OF THE TUNNEL, CONTRACTOR SHALL ESTABLISH COMMUNICATIONS THROUGHOUT TO ENSURE BOTH AREAS ARE MAINTAINED AND SAFETY IS ESTABLISHED THROUGHOUT THE CONSTRUCTION PROJECT.
7. IF PALEONTOLOGICAL RESOURCES ARE FOUND DURING CONSTRUCTION, WORK SHALL BE REDIRECTED TO ANOTHER AREA NEARBY SO THAT THE FIND MAY BE ASSESSED FOR SIGNIFICANCE. CONSTRUCTION MONITORS SHALL NOTIFY THE COMPANY AND THE ONSITE CONSTRUCTION MONITORING COORDINATOR. AS PART OF THE MONITORING PROCEDURES, A PALEONTOLOGIST APPROVED BY THE NPS WITH REGIONAL EXPERIENCE SHALL THEN BE CONTACTED TO ASSESS THE SIGNIFICANCE OF THE FIND AND TO RECOMMEND ADDITIONAL MITIGATION MEASURES IF NECESSARY. THE PALEONTOLOGIST SHALL BE PAID HOURLY AND RETAINED BY THE CONTRACTOR TO PERFORM INSPECTION OF THE EXCAVATION AND TO SET A WORKING SETBACK DISTANCE.
8. SEVERAL BAT SPECIES ARE LISTED AS ENDANGERED IN THE AREA OF CONSTRUCTION. BAT EXCLUSION MEASURES WILL BE REQUIRED PRIOR TO START OF CONSTRUCTION WHERE A DEVICE IS INSTALLED ALLOWING BATS TO EXIT BUT NOT ENTER. ALL AREAS SHALL BE CHECKED TO ENSURE THERE ARE NO BATS PRESENT PRIOR TO PREPARATION AND CLOSURE OF ANY VOID SPACES. SEASONAL RESTRICTIONS WILL BE IN PLACE DURING THE CONSTRUCTION, AND WILL BE DEFINED BY NPS CONTRACT.
