About this opportunity

The Indian Health Service, Albuquerque Area Indian Health Service (AAIHS), seeks exterior door replacement services at the Albuquerque Indian Health Center, with quotes due August 7, 2026 at 5:00 PM local time. The procurement is set-aside for Indian Small Business Economic Enterprises (ISBEE) under the Buy Indian Act, with a cascading tier structure: first tier to ISBEE firms that are small businesses, and second tier to all other small business concerns if insufficient competition or reasonably priced offers are received from the first tier. A single award will result. The solicitation is issued as RFQ 75H70726Q00072 under FAR Part 12 commercial items procedures.

Place of performance is Building 22 at the Albuquerque Indian Health Center, 801 Vassar Drive NE, Albuquerque, NM 87106. The NAICS code is 238290 (Other Building Equipment Contractors) with a small business size standard of $22 million. The contract type is firm-fixed-price for a base period of six months or less, with a period of performance of 45 calendar days from Notice to Proceed.

The work requires removal and replacement of an exterior door assembly with ADA-compliant automatic door operator and activation button. Scope includes asbestos abatement of exterior wall stucco containing 1–2% chrysotile (approximately 5,000 square feet identified), interior and exterior stucco and wall restoration, and finish matching. Building 22 contains lead-based paint on interior and exterior components; the contractor must comply with applicable lead-safe work practices. The contractor must submit a pre-construction project plan, asbestos abatement plan with air monitoring procedures, site-specific health and safety plan, and product data within ten calendar days of Notice to Proceed. Work must comply with the Architectural Barriers Act, OSHA standards, NFPA codes, and Davis-Bacon prevailing wage requirements (wage determination NM20260044, Mod #1, May 18, 2026). A minimum one-year warranty on labor and materials is required.

Quoters must submit three volumes: Volume 1 addressing technical qualifications and capability to perform all PWS requirements including asbestos abatement, door removal and installation, and accessibility work; Volume 2 documenting past performance on similar healthcare construction projects within the last five years; and Volume 3 with pricing valid for 90 days. Pricing must include three line items: exterior door and frame assembly (one each), asbestos abatement (50 square feet), and stucco/wall restoration and finish match (50 square feet). The contractor is responsible for all applicable Federal, State, Tribal, and local taxes, including New Mexico Gross Receipts Tax. Evaluation uses a best-value tradeoff approach prioritizing Technical Capability and Past Performance above Price.

Amendment 0001 (July 28, 2026) added a Building 22 report and Q&A. Amendment 0002 (August 6, 2026) added asbestos and lead survey reports. Contracting Officer: Stephanie Begay, (505) 256-6750, Stephanie.Begay3@ihs.gov. All vendors must have an active UEI number and be registered with sam.gov prior to award. Offerors must acknowledge receipt of Amendments 0001 and 0002 by the quote deadline or face offer rejection.
