Quality Assurance Surveillance Plan (QASP) Summary

This Quality Assurance Surveillance Plan defines the Government's monitoring methodology for contractor performance and compliance with the Performance Work Statement (PWS). The plan establishes comprehensive surveillance methods including 100% inspection for critical activities (asbestos abatement, clearance, and final installation), periodic inspections for ongoing work, document review of submittals and reports, and direct observation of work activities. The Government will employ these methods continuously throughout the project execution.

The QASP specifies seven performance objectives with associated standards, metrics, and surveillance frequencies. Asbestos abatement must achieve full regulatory compliance with zero violations through continuous 100% inspection and document review, with work stoppage and rework as remedies for non-compliance. Clearance documentation must be provided prior to construction with 100% document review at each event. Installation work requires code-compliant installation with no deficiencies verified through 100% ongoing inspection. Accessibility must meet ABA/AS compliance standards with final inspection/testing, door performance must operate smoothly with final testing, and safety requires zero tolerance for incidents or violations with continuous observation. Documentation must be 100% complete and timely with ongoing review. Project acceptance occurs only when all work is completed in accordance with the PWS, all deficiencies are corrected, all documentation is submitted and approved, and final inspection confirms compliance. Failure to meet standards may result in re-performance at no additional cost, withholding of payment, work stoppage, or removal of personnel, with all deficiencies requiring correction prior to Government acceptance.
