About this opportunity
The Federal Aviation Administration (FAA) is seeking a satellite telecommunications contractor to provide space segment services for the Alaskan Satellite Telecommunications Infrastructure (ASTI) program, which supports inter-facility communications for Air Traffic Control operations. The solicitation requires a contractor to provide C-band and KU-band transponder services across two satellites, covering Alaska, the Aleutian Islands, and additional sites in Oregon, Oklahoma, and Russia. Offerors must demonstrate past performance with contracts valued at $2M+ per year providing transponder space and 24/7 technical support, with proposals due by February 4, 2025 at 2:00 PM EST. The evaluation will use a best-value trade-off approach, with Technical factors being more important than Price, and Past Performance evaluated on an Acceptable/Unacceptable basis. Technical evaluation will focus on ASTI technical specifications, space segment selection and transition approach, and satellite space segment plan management.
The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) type with a base period of two years and eight additional one-year option periods, totaling a potential 10-year performance timeline. There are no specific set-aside designations for this procurement, making it a full and open competition under NAICS code 517410 for Satellite Telecommunications. The current incumbent contract is DTFAWA-13-D-00015, which uses satellites SES-22, Galaxy 37, and Horizon 4. The place of performance includes multiple locations in Alaska, with primary operations centered in Fairbanks, and additional sites in Seattle, Oklahoma City, and Anadyr, Russia. The contractor will be required to provide multiple transponder configurations, including full and quarter C-band transponders, CONUS coverage, and KU-band services, with specific technical requirements for satellite coverage, signal strength, and communication capabilities.
