Work is performed at Langley AFB, Virginia 23665. Technicians must hold factory certification on the installed ALCMS, and the contractor must independently obtain OEM software licenses and diagnostic tools for this proprietary system. All contractor personnel must meet security clearance requirements and English language proficiency. The Q&A identifies ADB SafeGate as the incumbent under contract FA480023P0109.

The base period runs November 30, 2026 through November 29, 2027, with four one-year options through November 29, 2031. Pricing is firm fixed price, and Service Contract Act wage rates apply. Parts and materials carry a $2,500 allocation, and repairs at or above $2,500 require Contracting Officer approval, with three quotes required for non-proprietary items. No award ceiling is stated.

Evaluation considers price, technical capabilities, and past performance, with technical and past performance rated acceptable or unacceptable. Each of three volumes (Price, Technical, and Past Performance) is limited to 10 pages, and the Technical executive summary may not exceed 1 page. Past performance requires at least two references for similar work within the past five years, and subcontractor references count when partners perform technical work.
