About this file

This is an AGL Standard Trip Report documenting a Preventive Maintenance Activity (PMA) performed by ADB Safegate at Langley Air Force Base (LFI) from April 13-24, 2026.

The PMA was completed successfully with several findings and resolutions. Customer-initiated findings included intermittent failures of 08 Strobe Lights when 08 Approach Lights were activated, requiring manual power cycling at the runway end; an operational limitation in the Taxiway Lighting Page that lacks step selection options available on the Runway Lighting Page, causing taxiway lights to default to maximum intensity and creating airfield visibility disparity; a suspected bad capacitor in the Circuit 08 Approach CCR; and a request for clarification regarding whether Strobe light activation must be dependent on Approach light activation or can be separated for independent operation. ADB-initiated troubleshooting resolved the 08 Strobe issue by identifying an incorrect Step 1 activation in the ALCMS Portal, resetting the circuit to Step 0, and verifying proper operation. Additional maintenance included replacing a PAPI position 2 bulb on the Approach 26 side and replacing and verifying time-in-a-can (TIC) components for each active circuit per customer request, establishing backup TIC units for future use. All network devices were inspected, connectivity verified across all nodes, and full operational control returned to ATC with no pending alarms. The only outstanding matter is a Project Change Request regarding Taxiway touchscreen capabilities to enable step selection (Steps 1, 2, 3) consistent with Runway controls, with the regional sales director assigned to manage this modification moving forward.

Field observations and findings

Onsite to perform the 2026 PMA. ADB noticed no current/existing alarms in the ALCMS upon arrival. Consulted with the customer for any details on past failures or concerns since ADB’s previous visit.

Customer initiated findings.

08 Strobe Lights intermittently do not flash when 08 Approach Lights are activated. Causing personnel to physically go to end of RWY in the airfield to cycle power to activate the 08 Strobes. This does not happen on the opposite end of the RWY for 26 Approach or Strobes.

The Taxiway Lighting Page does not allow for an option of step selection similar to that of the Runway Lighting Page. This causes the TWY lights to always automatically jump to the highest step thus creating a visible intensity disparity in the airfield between the two.

Circuit 08 Approach CCR believed to have bad caps.

Asking for clarity on order of operation in sequence from Approach to Strobe lights activation. Strobe lights cannot be independently activated. Approach lights MUST be activated in order for Strobes to activate. Customer is inquiring if this is by design or can be separated in the project for independent usage.

ADB initiated findings and results.

After some troubleshooting it was found that the 08 Strobe was actually activated in Step 1 in the ALCMS Portal. This perhaps is what was causing the conflict in communication when receiving the command through the touchscreen graphics page. Once this was found, the 08 Strobe circuit was taken back to its normal condition of Step 0 and UNLOCKED and De-Registered. After doing so, the 08 Strobe began to operate properly and after several tests we could not duplicate the error we had received upon arrival.

Replaced bulb in PAPI position 2 on Approach 26 side. Issue is resolved.

Customer ordered a new set of TIC (time-in-a-can) for each active circuit prior to ADB arrival. Per customer’s request replaced and verified each active circuit with the newly sent TICs and will use the previously existing ones as a spare backup for their respective circuit. Each active circuit CCR has a verified and functioning TIC as well as a backup TIC for future use. This matter is resolved.

Inspected all network devices and verified connectivity across all nodes. Nothing to report on the ALCMS. No alarms left or pending in the ALCMS on the day of leaving site. Full operational control was returned to ATC.

3. Conclusion

Conclusions and Recommendations

The PMA was completed successfully. The only remaining pending matter is that of a Project Change request in regards to the Taxiway touchscreen capabilities. As it stands now, the TWY is only able to be in the OFF position or the highest position. The steps are not available as they are in the Runway. Looking into adding the ability to change the TWY to steps 1, 2, 3. The regional sales director has been notified and will take charge for this project change moving forward.
