About this file

This is a Questions and Answers document for federal contract solicitation FA480027Q0001 regarding Airfield Lighting Computer System (ALCMS) maintenance and support services. The incumbent contractor is ADB SafeGate under previous contract FA480023P0109. The installed system consists of ADB SafeGate ALCMS equipment with ACE distributed control components, including 2 computer workstations, 1 touchscreen, 28 ACE controllers, 26 constant current regulators (CCRs), and 17 lighting circuits. The system was installed in April 2019 and currently has no known deficiencies, recurring failures, or obsolete components. The system is actively supported by the original equipment manufacturer with available software/firmware updates, replacement parts, and proprietary diagnostic tools.

Key contractual requirements include: factory certification on the installed ALCMS is mandatory for contractor technicians; the contractor must independently obtain OEM software licenses and diagnostic tools as the system is proprietary; semi-annual inspections with contractor-determined duration based on system configuration; two annual 2-day (48-hour) service calls where the contractor must be on-site with travel time included within the 48-hour window; and two Government personnel will observe maintenance and review findings, though hands-on training is not required during each inspection. Separate contract line items (CLINs) address travel/labor costs and a $2,500 parts/materials allocation. Partner arrangements and joint ventures are permitted with past performance references from proposed subcontractors performing technical work. Pre-award site visits are available per the Addendum to 52.212-1 Instructions to Offerors on page 36.
