The project consists essentially of, but is not limited to, the construction of airfield and heavy duty asphalt and concrete pavements, including demolition and removal of same, and other miscellaneous appurtenances. Heavy duty pavements can be located on the airfield or off the airfield on the base side where conditions warrant. Examples of heavy duty pavement activities include, but are not limited to, large piping projects, crack and seating of concrete, large paving projects and base-wide striping projects on Dover Air Force Base, Delaware.
The performance period for this project will be one (1) initial year and three (3) option years. The project magnitude is between $1,000,000 and $5,000,000 for the base year. Each option year has a project magnitude between $1,000,000 and $5,000,000.
The North American Industry Classification System (NAICS) code is 237310 with a size standard of $33,500,000 million dollars. The approximate issue date will be 27 May 2011 with an approximate response date of 28 June 2011.
This solicitation is a Request for Proposal (RFP) and is issued on an unrestricted basis to all firms. All offers will be evaluated utilizing Best Value Procedures. All responsive offers will be considered by the agency.
All firms must be registered with the Central Contractor Registration (CCR) in order to receive award. Information to register can be found on the Internet at http://www.ccr.gov/ or telephone 1-888-227-2423.
This solicitation will result in a firm-fixed price requirements type contract. The performance period is 365-calendar days.
The entire solicitation, including the specifications, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.eps.gov.
The solicitation can be accessed by following the links on the FedBizOpps website to: Vendors / Citizens - Find Opportunities, then search the solicitation number FA4497-11-R-0007. Paper copies will not be available.
Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.

5352.201-9101 -- OMBUDSMAN (APR 2010)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM or AFISRA ombudsmen, Mr. Michael R. (d) The ombudsman has no authority to render a decision that binds the agency.
