Airfield & Heavy Duty Paving IDC Solicitation Number: FA4497-11-R-0007 Project Number: 111099 Contract Number:

SECTION 01000
GENERAL
1.1 SUMMARY OF WORK: Furnish all plant, equipment, supervision, labor, supplies, services, and materials required to accomplish the work indicated in these specifications, the related drawings and as otherwise set forth in the contract.
1.2 SUMMARY OF PROJECT: The project consists essentially of, but is not limited to, the construction of airfield and heavy duty asphalt and concrete pavements, including demolition and removal of same, and other miscellaneous appurtenances. Heavy duty pavements can be located on the airfield or off the airfield on the base side where conditions warrant. Examples of heavy duty pavement activities include, but are not limited to, large piping projects, crack and seating of concrete, large paving projects and base-wide striping projects.
1.3 WORK SCHEDULE:
1.3.1 Work shall be performed between 7:30 A.M. and 4:30 P.M. daily, Monday through Friday, excluding federal legal holidays as outlined by Public Law Number 98-144 (or days not worked on Dover Air Force Base due to the observance of such holidays). Unless otherwise specifically authorized herein or in writing by the Contracting Officer, the scheduling of work for times other than as set forth above, is not permitted.
1.4 POWER OUTAGES: Limited utility interruptions for hookups, and roadway closures will be permitted in accordance with a previously arranged schedule. The Contractor is responsible for notifying and coordinating all outages, interruptions, and closures with the Base Civil Engineer Construction Management Section at least 5 working days in advance of the proposed event.
1.5 CONTINUED OCCUPANCY:
1.5.1 The work to be performed is on an active facility. The Contractor shall coordinate all of his work operations with the Contracting Officer prior to start of work. The Government will schedule airfield closures for each work area as required.
1.5.2 It is important that the Contractor adhere to the approved schedule, weather permitting, as airfield closures must be coordinated in advance in accordance with the schedule. In the event that the schedule should be delayed, either by inclement weather or mechanical breakdown, the Contractor shall notify the Contracting Officer or his representative. The notification of delay in the schedule shall be confirmed by the Contractor in writing within 24 hours. Compliance with the minimum advance notice requirement shall be enforced for all notifications of delay by the Contractor.

1.5.3 It is the intention of the Government to close each work area to all aircraft or vehicular traffic during the dates scheduled for the work. The Government will restrict flying operations on adjacent airfield pavements to allow the Contractor access to the work area.
1.6 QUALITY CONTROL:
1.6.1 In addition to the requirements specified in the FAR clause "Inspection of Construction", the Contractor shall designate in writing, an individual responsible for managing the Contractor's inspection program. Such designation shall be made to the Contracting Officer prior to commencement of work on the job site.
1.6.2 The Government will require that work progress in stages when verification of the quantity, adequacy and/or accuracy of underlying work is necessary before follow-on work is allowed to start. When required by these specifications, such verifications shall be mandatory, and an allowance for these verifications shall be made in the Contractor's Contract Progress Schedule. The Contractor shall provide notification that work is ready for verification in accordance with the requirements outlined on the Mandatory Verification Schedule. Required mandatory verifications are as listed by the schedule.
1.7 CONTRACTOR COORDINATION AND COMMUNICATION: The contractor shall keep the Government abreast of all work activities on a routine basis. The Contractor shall coordinate the work of subcontractors and shall ensure the coordination of the work between the various trades. In many instances the contract drawings indicate only the general location and arrangement of equipment, fixtures, piping, conduit, or outlets and may not in all cases show, identify or detail all materials or components that are necessary, usual and customary for proper installation, connection or attachment. The Contractor shall study, examine and evaluate the contract drawings to establish the work, coordination, or materials required and necessary to provide a product complete in the usual and customary manner, and shall provide for all such requirements as though expressly detailed herein or on the drawings.
1.7.1. On a daily basis, the contractor shall call or email (preferred) the designated inspector of all work in-progress. Likewise the contractor will notify the inspector when there is no work in-progress (i.e. due to adverse weather conditions).
1.7.2. On a weekly basis, the contractor shall provide (email required) a written status report on all open Work Requests (projects) in the format attached to the end of this section, or in a format acceptable to the Contracting Officer. This report shall include projected activities for the following week, including planned project start-ups or Final Inspections. The contractor will continue to report the status of a project until Final Inspection, and all punch list items are completed.
1.7.3. Project Start-Up. In addition to notifying the Inspector, the contractor shall notify the facility manager of planned start-ups and potential disruption of daily operation, and keep them abreast of all activities which may affect them (i.e. blocked parking lot or driveway, etc.).

1.7.4. Basis of Payment. For the purpose of verifying quantities, the contractor shall obtain and maintain in his possession supplier invoices and delivery tickets for all material used on the project, and provide the Government copies upon request.
1.7.5. Partial Payments. The contractor may submit invoices for partial payments during the course of work on larger projects. All invoices must be coordinated with, and agreed upon by the Inspector, prior to submission. In the event of a dispute, a meeting will be held with the Contracting Officer for resolution.
1.7.5.1 When directed by the Contracting Officer, the contractor may also be required to submit a phasing plan for Government approval. The contractor’s proposed phasing plan will provide a logical progression of work with an incremental break out of project quantities verifiable by the Government. Each phase may also serve as logical point for making partial payments to the contractor.
1.7.6. Project Completion. Prior to submitting the Final Invoice for any project (Work Request), the contractor shall request a Final Inspection and the Government must “Accept” the work for the purpose in which it was intended. Acceptance (BOD - Beneficial Occupancy Date) may include minor punch list
1.8 SECURITY, SAFETY AND ACCIDENT PREVENTION:
1.8.1 General: The Contractor shall conform to base regulations and directives pertaining to security, safety, traffic, fire and personnel clearances, insofar as they pertain to the Contractor's activities as directed by the Contracting Officer. Compliance with current regulation AFR 127-101, Ground Accident Prevention Handbook and Public Law 91-156 Occupational Safety and Health Act Standards is mandatory.
1.8.2 Security: Restricted and Controlled Areas. Restricted and Controlled Areas on Dover AFB have a higher level of security and require additional entry authorization and procedures.
1.8.2.1 Restricted Area (RA). The contractor shall implement and comply with all local base procedures and those contained in AFI 31-101. The contractor will use one of the following methods to gain access and perform project work in the RA:
1.8.2.1.1 Unescorted Entry. This method of entry is the most preferred in which all the contractor’s work force personnel possess a valid RA Badge (Entry Control Card). The contractor must make every effort to obtain RA Badges (RAB) for all his personnel that will work in the RA. Suitability determinations are in accordance with AFI 31-501. The RAB will be prominently displayed at all times while working in the RA.

1.8.2.1.2 Escorted Entry. Contractor personnel possessing a RAB may escort other members of the work force that do not possess a RAB. Escorts are fully responsible for the whereabouts and actions of the individuals they are escorting. This method of entry is intended for smaller projects with limited elements of work and the escort may perform work so long as they can maintain positive surveillance and control of individuals they are escorting at all times.
1.8.2.1.3 Free Zone Monitors. On large projects where it is not practical or possible for the contractor to use the 2 above methods of entry (due to large area worked, large work force, use of subcontractors and delivery truck drivers without badges, etc.) the contractor will request a Free Zone and haul route be established, and will provide full time personnel with RAB to monitor the boundaries of these areas. These monitors are referred to as Immediate Visual Assessment (IVA) monitors and will read and comply with procedures for performing this task. The IVA will checkout a Government radio from SFS and maintain radio contact with SFS at all times. The IVA will be equipped with a vehicle and cell phone provided by the contractor. Since the IVA’s sole responsibility will be to monitor boundaries (they will not be permitted to perform any work) for security purposes the Government will pay for this service. Method and amount of payment will be negotiated and built into the contract.
1.8.2.2 Controlled Area (CA). Contractor personnel with a RAB are also authorized to enter and escort other contractor personnel in a CA. On larger projects in a CA, where the contractor will have personnel without RABs the contractor will gain authorization to work from the user/owner of the CA. Similar to the request for a Free Zone, the contractor will provide a work plan and schedule, sketch of the work location, and a list of personnel and vehicles for approval.
1.9.1.1 All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental installation shall abide by all security instructions and directives of Dover AFB. Employees are responsible for safeguarding all government property provided for contractor use.
1.9.1.2 At the close for each work period, government facilities, equipment and materials shall be secured, lights, heat and water turned off and all doors and window secured.
1.9.1.3 The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Investigation
(CBI).
1.9.1.4 Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and

01000-5 subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
1.9.1.5 The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
1.9.1.6 All contractors and subcontractors when working in a Controlled, Restricted or other sensitive areas must be escorted at all times. The military agency or unit responsible for the project or work is responsible for providing the escorts. The Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.
1.9.2 Contractor Badge Policies:
1.9.2.1 All requests for contractor badges will be submitted through the Base Contracting Squadron Office and/or the requesting agencies Base point of contact. The contractor must provide the name, date of birth, Social Secutiry number, driver’s liscense number and state of issue, for each individual requesting a contractor badge. The Contracting Squadron Office or Base point of contact will then fill out an Operational Risk Management Assessment Form (ORM) for the requesting agency and submit it to the Pass and Registrations section for approval IAW DAFBI 31-101. As a minimum the ORM will be submitted 72-hours prior to the requested date of employment.
1.9.2.2 All contactor employees who’ll be granted unescorted access to the installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the installation. Continued employment is contingent upon successful completion and favorable reporting of the criminal background check.
1.9.2.3 Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all old badges must be returned to Pass and Registration for destruction. Also before a new badge will be issued an ORM must be resubmitted to the Pass and Registration section for approval again. In the event a badge is lost or stolen, the badge holder must accomplish the Loss/Theft of Identification Worksheet and provide it to his/her supervisor. The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the 436th Contracting Squadron and 436th Security Forces Squadron and submit a new request for badge renewal per paragraph 1.9.2.1. before a new badge can be reissued.
1.9.2.4 Base Contracting Office or base point of contact will immediately notify Security Forces, Pass and Registration when a contractor’s employment has been terminated. The Agency Chief or Site Supervisors are responsible for notifying and returning the contractor’s badge to Pass and Registration when this occurs. At no time will a contractor contact Security Forces directly regarding badge denial; they need to contact the Contracting Squadron.

1.9.3 Installation Access:
1.9.3.1 The contractor shall obtain personal contractor identification badges for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Dover AFB from Pass and Registration, for the duration of the contract. Employees are only permitted to enter the installation during the date and time periods indicted on their contractor badge.
1.9.3.2 Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the installation. All vehicles entering the installation or sensitive areas are subject to search. Any refusal or non consent by an employee will result in termination of their Base access and immediate confiscation of this access badge.
1.9.3.3 During Force Protection Condition (FPCON) Normal and Alpha, personnel without Base issued badges must be sponsored onto the installation.
1.9.3.4 During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.
1.9.3.5 During Higher FPCONs (Charlie and Delta) the Base will curtail non-essential operations/functions; access by Non-Essential Contractors will be suspended as the direction of the Installation Commander.
1.8.3 Safety:
1.8.3.1 For the protection of Government personnel and property, the Contractor shall comply with the following minimum safety requirements while performing work under this contract. These requirements are additional to and do not replace the standards promulgated by the Department of Labor under the Occupational Safety and Health Act (OSHA). In the event of a conflict between the OSHA Standards and these requirements, the most stringent shall apply.
1.8.3.2 The Contractor, before starting work, shall request a briefing from the Base Operations Officer and the Safety Office. The briefing will review safety requirements and cover any additional local safety precautions related to the work under this contract. All Contractor vehicle operators, before driving on the flight line, shall obtain special instructions on standard flight line traffic controls and become familiar with the particular hazards involved.
1.8.3.3 Severe Weather Warning Requirements: When notified by the Contracting Officer, the Government Inspector, or the Base Operations Officer that a severe weather warning alert has been issued for the area in which the contract is being executed, the Contractor shall immediately take necessary action to tie down and secure all materials on the job site that could become missiles as a result of strong surface winds, thunderstorms, etc. This

01000-7 requirement also includes all nonregular working periods such as nights, Saturdays, Sundays, and holidays.
1.8.3.4 Fire Prevention: Contractor's operations and personnel shall comply with the requirements of the Base Fire Prevention Standards and the Base Fire Chief.
1.8.4 Accident Prevention:
1.8.4.1 Vehicle Operations: The following standards shall be observed at all times when operating vehicles on the flight line. Careful attention and strict adherence to these precautions will prevent accidental damage to aircraft and possible injury to both flight and ground personnel.
1.8.4.2 Vehicles shall not be driven within 50 feet of an aircraft or under any part of an aircraft. Vehicles shall not be backed or driven forward in the immediate direction of any aircraft within 50 feet, nor shall a vehicle be driven within 50 feet of aircraft fueling or defueling operation. When parked on the flight line, vehicles and all equipment mounted on wheels, which do not have integral braking systems, shall be chocked when left unattended. Vehicles left unattended and parked on the flight line shall be left unlocked with keys in the ignition system.
1.8.4.3 Under no circumstances shall vehicles be allowed to stand in front of, or be driven into, the path of taxiing aircraft. No vehicle will be parked or driven closer than 25 feet in front or 200 feet to the rear of any aircraft when engines are in operation or about to be put in operation.
1.8.4.4 Vehicle operators shall obey the flightline speed limits set by local officials. In no case shall vehicles be operated in excess of 15 MPH on aircraft parking aprons and 40 MPH on taxiways and runways.
1.8.4.5 Vehicle operations on the flight line or airfield are under the control of tower personnel. Control tower radio instructions shall be observed and obeyed by vehicle operators at all times while performing work on the airfield. The Contractor shall assign the Government furnished radio to one of his personnel on the airfield whose responsibility shall be to maintain contact with control tower personnel and coordinate all Contractor movement on the airfield.
1.8.4.6 Before airfield operations, vehicle operators shall insure that all equipment carried on their vehicles is properly stowed and secured and that the vehicles are inspected for objects that could damage aircraft. After vehicles are operated on unpaved surfaces, operators shall stop when reaching the airfield pavement and remove any rocks that are wedged between the tires or treads.

1.8.4.7 Parking of Equipment: At the end of each day's work the contractor shall move all of his equipment to an area designated on the drawings or by the Contracting Officer for overnight parking.
1.8.4.8 Traffic Control Devices: The Contractor shall be responsible for providing all signaling, lighting, safety devices and airfield barricades in the immediate work area conforming to the provisions of the Manual of Uniform Traffic Control Devices (OSHA Standards 1926.201 and 1926.202). Airfield barricades shall be supplied by the contractor and erected at the commencement of work. The barricades shall be placed in areas of aircraft movement. Barricades shall not be removed until so directed by the Contracting Officer or his designated representative. Traffic cones or other similar devices may be used to control vehicular traffic only.
1.8.4.8.1 Airfield Barricades: Barricades shall consist of reflective orange and white painted timbers, barrels, or similar devices as may be approved by the Contracting Officer, spaced at 50 feet on center, with two amber-yellow lights on each barricade. Reflective stripes shall be 6 to 12 inches wide. Timbers shall be 12 by 12 inches minimum, 10 feet long, solid wood or sand filled plywood boxes, barrels shall be 2 feet minimum high. All barricades shall be either anchored or of sufficient mass to retain an established position where they are placed, in all types of weather conditions. Flashing lights shall be at least 5 candelas effective intensity and flash at a rate of 55 to 75 flashes per minute. Continuous burning lights must have an effective intensity of 10 candelas.
1.9 MATERIAL AND EQUIPMENT DISPOSAL, GENERAL:
1.9.1 Salvable Materials: The following procedures apply to identified salvable materials.
The Contractor shall exercise reasonable care in the removal of items designated as salvable so as to protect and preserve the existing condition. Items shall be collected and turned-in to the Recycling Center/Scrapyard (Blg 650) on Dover Air Force Base. The Contractor is responsible for preparing items for turn-in (including segregating and palletizing), and for loading, transporting, and off-loading items at the Recycling Center/Scrapyard facility. The following additional provisions apply:
1.9.1.1 The Contractor shall provide an itemized listing for salvable items to the Construction Element Inspector at least three working days prior to the day the items are scheduled to be turned in. This listing will be used by the Government to prepare the necessary turn-in documents for the Contractor. The Contractor shall include quantities on the listing for all salvable materials and the estimated tonnage for scrap metal being turned
in. No items will be accepted by the Recycling Center/Scrapyard from the Contractor unless they are accompanied by the prepared turn-in document.
1.9.1.2 The Recycling Center/Scrapyard may refuse to accept materials that are not appropriately prepared for turn-in.

a. Scrap metal must be separated and segregated as ferrous metals, brass/bronze, copper and aluminum.
b. Pipe must be cut in lengths not to exceed 20 feet.
c. Materials for turn-in that are loaded in an orderly manner on pallets, with the pallets situated to be accessible for handling by forklift, will be off-loaded by the Recycling Center/Scrapyard. Government furnished pallets will be available for pickup at the Recycling Center/Scrapyard.
d. Materials that are not acceptably "palletized" shall be off-loaded by the Contractor at the location designated by the Recycling Center/Scrapyard and stacked in a manner stipulated by the Recycling Center/Scrapyard.
1.9.1.3 Unless otherwise stipulated herein or by the Contracting Officer, salvable items normally will include the following:
a. Light Fixtures - All fluorescent tubes, mercury vapor, metal halide and HP sodium lamps shall be collected into a box or drum and turned in to CEV at Bldg 1306, Thursdays, 0800-1000 hrs. All ballasts and capacitors not specifically stating PCB-Free shall be collected and turned in to CEV at Bldg 1306. The removal of any transformers shall be coordinated through CEV to determine the PCB content and the appropriate disposal mechanism.
b. Electric panels, enclosed switches and similar items.
c. Items of electrically powered equipment including fans, motors, refrigeration/air conditioning units or system components, pumps, water heaters, and similar items of equipment.
d. Valves, regulators, heat exchangers, unit heaters, converters, and similar items of heating or heating system components.
e. Doors, windows, door closers, lock sets, and similar type items unless specifically identified as exempt.
f. Scrap metal including cast iron and steel pipe and pipe fittings, copper pipe and wire, aluminum sheet metal and wire.
g. All mercury thermostats shall be turned into CEV in a manner similar to paragraph 1.9.1.3a. above.
1.9.1.4 Items designated for turn-in to the Recycling Center/Scrapyard that contain or have been coated or covered with materials that are, or which could become, hazardous if spilled

01000-10 or disturbed in handling, (such as items containing asbestos; and fuel/waste storage tanks), shall be cleaned to remove all such hazardous or potentially hazardous materials prior to turn-in. Cleaning shall be accomplished in accordance with all applicable local, state and federal regulations. Residue from cleaning operation will be collected and disposed of by the Contractor in accordance with all local, state and federal regulations.
1.9.1.5 Turn-in's must be coordinated with the Recycling Center/Scrapyard representative.
Hours of the Recycling Center/Scrapyard operation will be specified at the pre-construction meeting.
1.9.1.6 Advance coordination is required when use of the Recycling Center/Scrapyard forklift is contemplated for off-loading. Failure to make advance coordination may result in delayed off-loading due to the waiting required for a forklift to become available for such use.
1.9.1.7 The Recycling Center/Scrapyard area is a controlled access facility. It is required that all persons desiring entry to the facility sign-in at the Recycling Center/Scrapyard office.
1.9.2 Hazardous Materials: Materials classified as hazardous by federal or state environmental rules, regulations, or laws, shall be handled and processed for disposal in accordance with those rules, regulations, or laws. The contractor shall submit a list of all hazardous materials used on the project along with a Material Safety Data Sheet (MSDS).
These materials must be approved prior to being brought on to the Base. On a quarterly basis the contractor shall submit a report documenting the quantities of hazardous materials used on the Base. The Contractor is responsible for all such materials that are residue from Contractor furnished supplies and materials which were brought to the job site by the Contractor, and for any such materials identified herein or by the drawings. For the disposal of any existing hazardous waste removed from Base facilities, contact CEV for signing all associated manifests.
1.9.3 The Contractor is responsible for the collection and disposal of all debris, rubble, residue and waste material generated in the performance of work under this contract. All such materials shall be removed from Dover Air Force Base by the Contractor, recycled and/or disposed of in a State approved permitted landfill. The contractor shall recycle concrete, untreated wood and other demolition debris as required by Executive Order 13101. The Contractor is not permitted to deposit any such materials in base trash collection containers or at any on-base location without prior approval of the Contracting Officer. The Contractor is responsible for remediation and/or reimbursement of the base for any spills caused by him, his personnel and/or his equipment.
1.9.4 The Contractor shall develop and submit for approval a Health and Safety Plan (HSP) in conformance with the requirements of U.S. Environmental Protection Agency (EPA) guidelines and comply with all regulations, including Occupational Safety and Health

Administration (OSHA) standards (29 Code of Federal Regulations (CFR) 1910 and 1926).
All on-site personnel must have appropriate personal protective equipment (PPE) for the specific job. At a minimum, personnel should have the following equipment:
a. Hard hat.
b. Safety shoes.
c. Gloves.
d. Goggles/safety glasses.
e. Hearing protection, if appropriate.
f. Respiratory protection, if appropriate (with fit test).
g. Other equipment as specified by the approved Health and Safety Plan.
1.10 ENVIRONMENTAL PROTECTION: For the purpose of this specification, environmental pollution is defined as the presence of chemical, physical, or biological elements or agents which adversely affect human health or welfare; unfavorably alter ecological balances of importance to human life; affect other species of importance to man;
or degrade the utility of the environment for aesthetic and recreational purposes. The control of environmental pollution requires consideration of air, water, and land, and involves noise, solid-waste management and management of radiant energy and radioactive materials, as well as pollutants.
1.10.1 Applicable Regulations: In order to prevent and to provide for abatement and control of any environmental pollution arising from the construction activities of the Contractor and his subcontractors in the performance of this contract, they shall comply with the applicable Federal, State, and local laws and regulations concerning environmental pollution control and abatement in effect on the date of the invitation for bids.
1.10.2 Protection of Land Resources: It is intended the land resources within the project boundaries of work required under this contract be preserved in their present condition or be restored to a condition after completion of construction that will appear to be natural and not detract from the appearance of the project. Insofar as possible, the Contractor shall confine his activities to areas defined by the plans and specifications.
1.10.2.1 Restoration of Landscape Damage: Any landscape feature scarred or damaged by the Contractor's equipment or operations shall be restored as nearly as possible to its original condition at the Contractor's expense. The Contracting Officer will decide what method of restoration shall be used.
1.10.2.2 Post-Construction Cleanup or Obliteration: The Contractor shall obliterate all signs of temporary construction facilities such as haul roads, work areas, structures, foundations of temporary structures, stockpiles of excess or waste materials, or any vestiges of construction resulting from this contract as directed by the Contracting Officer.

1.10.3 Protection of Water Resources: The Contractor shall not pollute surface or groundwater with fuels, oils, bitumen, calcium chloride, painting materials, acids, or other harmful materials. It is the responsibility of the Contractor to investigate and comply with all applicable Federal, State, and local laws and regulations concerning pollution of surface and groundwater. All work under this contract shall be performed in such a manner that objectionable conditions will not be created in surface or groundwater through or adjacent to the project area.
1.10.3.1 Spillages: At all times during the contract, special measures shall be taken to prevent paints, chemicals, fuels, oils, grease, etc., from being spilled and particularly from entering surface or groundwater. In the event of a paint, fuel, oil, or chemical spill the Contractor shall immediately take containment measures to prevent the spill from migrating or entering the base drainage system. The Contractor shall clean contaminated areas and containerize and dispose spill residue in accordance with applicable Federal, State, and local laws and regulations. Spill residue shall be disposed of off base. All spills shall be reported as soon as possible to the Contracting Officer.
1.10.3.2 Disposal: Disposal (such as discharge, deposit, dumping, spilling, leaking, or placing) of any materials, wastes, effluents, trash, garbage, oil, grease, paints, chemicals, etc., in areas other than specified shall be subject to the approval of the Contracting Officer or his designated representative. If any waste material is dumped in unauthorized areas, the Contractor shall remove the material and restore the area to the conditions of the adjacent undisturbed area. Contaminated ground shall be excavated, disposed of as directed by the Contracting Officer or his designated representative, and replaced with suitable fill material, compacted and finished with topsoil and seeded, all at the expense of the Contractor.
1.10.4 Protection of Fish and Wildlife: The Contractor shall at all times perform all work and take such steps required to prevent any interference or disturbance to fish and wildlife.
The Contractor shall not be permitted to alter water flow or otherwise disturb native habitat adjacent to the project area which in the opinion of the Contracting Officer or his designated representative, are critical to fish or wildlife. Fouling or pollution of water shall not be permitted.
1.10.5 Hazardous Material: The Contractor shall comply with all Federal, State, and local laws and regulations pertaining to the protection of the environment and emission of hazardous pollutants in the performance of this contract. The Contractor shall also provide a copy to the Contracting Officer of all correspondence with Federal, State, and local pollution control authorities.
1.10.6 Truck Hauling on Base: The Contractor shall be responsible for the covering of open bodied vehicles transporting any materials likely to create air pollution or become debris while on base. Approved alternate means may be employed to achieve the same results as covering.

1.10.7 Clean-up: All excess materials, waste, and debris generated by the work shall be removed from the work area at the end of each work day and shall be removed from the base and disposed of by the Contractor at the end of the job. Clean-up of the entire job site shall be accomplished not less than once a week. It shall be the responsibility of the Contractor to assure proper loading of all vehicles used for transport of materials and construction debris. Any spillage shall be recovered and disposed of off-base. All paper, wrappings, cardboard, etc., shall be placed in tightly closed metal containers. All clean-up activities shall be accomplished by the Contractor at no additional cost to the Government.
1.11 UTILITY SERVICES:
1.11.1 As outlined in FAR Clause "52.236-14 Availability and Use of Utility Services", electric and gas utility service for Contractor-furnished office or storage facilities and for actual construction activities will be charged to the contractor at the current rate prescribed by Air Force regulation. The service connection, including all materials and labor, to the nearest utility source, including appropriate metering for the specific utility shall be provided by the contractor. The Government will make the final connection to the electric source. The contractor must provide billing information to the project inspector who will prepare a Contractor Utility Connection Worksheet for the contractor’s signature which will serve as the source document for billing of utility service. At the completion of the project a Contractor Utility Disconnection Worksheet will be processed in a similar manner to terminate billing for utility service.
. Contractor is responsible for all costs associated with telephone service. Telephone service will not be Government furnished.
1.11.2 Any temporary connections or lines that may be required shall be installed, maintained, and removed by the Contractor at his own expense, and in a manner satisfactory to the Contracting Officer or his designated representative. Removal of such connection or lines shall be accomplished prior to final acceptance of the work.
1.11.3 Government toilet facilities will not be available for use by contractor or sub-contractor personnel.
1.12 RADIOACTIVE MATERIAL ACCESS REQUIREMENTS:
1.12.1 The 436 AMDS/SGPB Bioenvironmental Engineering is the Dover AFB Radioactive Material Access Authority.
1.12.2 The contractor shall not store radioactive material on Dover AFB. The contractor shall remove radioactive material from Dover AFB each day.
1.12.3 Contractor use of radioactive material on Dover AFB must be approved in advance.
At least 30 days in advance of material being brought onto Dover AFB, the contractor shall submit the following information to the Base Contracting Officer for approval by the Base Radiation Protection Officer.

1.13 GOVERNMENT FURNISHED MATERIALS AND SERVICES:
1.13.1 The Contractor will be furnished an adequate open paved area at no cost for his equipment and material storage. The Contractor shall store or place materials and equipment only in areas specifically approved by the Contracting Officer. The Contractor shall be responsible for the receipt, unloading, security, and handling of his equipment and materials.
1.13.2 Water will be furnished to the Contractor at no cost from a designated fire hydrant.
The Contractor shall install a gate valve on the fire hydrant tap so the Government can turn the hydrant on and leave it on during the performance of the contract. The Contractor shall furnish all equipment, material, and labor necessary to obtain and deliver water from the designated fire hydrant to the area(s) of work.
1.13.3 Communications capability between the Contractor and the control tower will be furnished by the Government. A radio will be furnished by the Government for the Contractor's use while working on the airfield; however, the radio shall be returned by the Contractor at the end of each work day.
1.14 CONTRACTOR FURNISHED ITEMS AND SERVICES:
1.14.1 Except for those things specifically stated to be Government furnished, the Contractor shall furnish all other necessary items and all services to perform all operations required by this specification.
1.14.2 The Contractor shall provide a fully qualified on-site project manager who shall be responsible for the performance of the work. The name of this person and all alternates shall be designated in writing to the Contracting Officer. The project manager shall have full authority to act for the Contractor. The project manager shall be on-site during all hours that work is being performed.
1.15 MANUFACTURER'S INSTALLATION INSTRUCTIONS: Manufacturer's instructions pertaining to the use or installation of products, materials, or equipment used or installed in the prosecution of work under this contract, whether furnished as a normal, usual or customary practice of the manufacturer or if furnished in response to a requirement stipulated herein, form a part of these specifications as though specifically set forth herein. In the event of conflict between the specifications or drawings and manufacturers' instructions, the Contractor shall bring such conflict to the attention of the Contracting Officer for resolution before proceeding with the work involved.

1.16.1 Specifications: The document titled "Delaware Standard Specifications, Specifications for Road and Bridge Construction" and “Supplemental Specifications” (latest editions as of the date of this contract), hereinafter referred to as the Standard Specifications, shall govern the work performed as required by this specification or as shown on the drawings, and form a part of this specification or the drawings to the extent indicated by the references thereto. For the purposes of this project, all references to the "Director", "Inspector", or "Engineer" in the Standard Specifications shall be construed to mean "Contracting Officer". In the event of conflict between this specification or the drawings and the Standard Specifications, this specification or the drawings shall govern.
1.16.2 Standards: The document titled "Delaware Erosion and Sediment Control Handbook" (available on-line), hereinafter referred to as the Delaware Handbook, shall govern the work performed as required by this specification or as shown on the drawings, and form a part of this specification or the drawings to the extent indicated by the references thereto. In the event of conflict between this specification or the drawings and the Delaware Handbook, this specification or the drawings shall govern.
1.16.3 Drawings: The document titled "The State of Delaware Department of Transportation Standards" (latest edition as of the date of this contract), hereinafter referred to as the Standard Drawings, shall govern the work performed as required by this specification or as shown on the drawings, and form a part of this specification or the drawings to the extent indicated by the references thereto. In the event of conflict between this specification or the drawings and the Standard Drawings, this specification or the drawings shall govern.
1.17 AS-BUILT DRAWINGS: The Contractor shall maintain and keep current one set of drawings which shall be annotated in red pencil to show all as-built construction. These as-built drawings shall be submitted to the Contracting Officer at Final Inspection. The as-built drawings shall clearly and accurately depict any deviations or changes to both existing and new construction from that which is indicated on the construction drawings.
1.17.1 As-Built Data: The Contractor shall enter specific as-built data on the drawings. This as-built data may include information such as pavement elevations and locations of underground utilities.
1.17.2 Government Review: Time allowed for Government review of the as-built drawings will be, exclusive of day of receipt by the Contracting Officer and the day of return, 10 working days. Government comments and reasons in the event of disapproval will be in writing.
1.18 WORK CLEARANCE REQUEST FOR EARTHWORK:
1.18.1 Approval of an AF Form 103, Work Clearance Request, is required to be obtained from the Government prior to initiating any ground disturbing activity on the site. The contractor shall follow the procedure as indicated below.

1.18.1.1 The contractor shall submit to the Government Inspector the Work Clearance Request no earlier than 10 and no later than 7 working days prior to any proposed ground disturbing activity. The contractor shall obtain from the Government Inspector a blank copy of the Work Clearance Request and shall complete the form with the necessary information.
1.18.1.2 The contractor shall contact Miss Utility and obtain a Miss Utility Ticket Number and include that information on the submitted form. The Government Inspector will provide the contractor with the Miss Utility grid map page number, grid coordinates, and nearest intersection information.
NOTE: It is the responsibility of the contractor to coordinate with, and obtain clearance from, Miss Utility (phone 1-800-282-8555) for utility services not owned by Dover AFB (i.e. Chesapeake Utility’s steel gas lines, Verizon communication lines, Comcast Cablevision lines, and Kent County sanitary sewer lines). Call Miss Utility prior to submitting the request to the Government Inspector. Adequately describe the exact location and type of excavation work involved to Miss Utility in lieu of, perhaps, just the job title. The Government process makes this communication solely the responsibility of the contractor.
1.18.1.3 The contractor shall submit the completed form to the Government Inspector for processing within Base Civil Engineering for Government owned utilities. The contractor shall return the completed form along with an 8.5” x 11” site map showing limits of proposed excavation and the surrounding existing facilities to the Government Inspector.
The Government Inspector will notify the contractor when the Work Clearance Request has been approved and is ready to be picked-up.
1.18.1.4 The contractor shall mark proposed excavation locations in the field in white paint prior to submission of the Work Clearance Request. Paint markings must be within 18 inches of the proposed excavation. If the location of excavation changes the Work Clearance Request process for the new locations must be reaccomplished and reapproved.
The contractor is responsible for protecting the utility markings made by the Government and/or Miss Utility. If the utility markings disappear or become unreadable, all work will stop until all remarking has been accomplished. Remarking may require collection of remarking cost to be paid by the contractor. A new Work Clearance Request must be processed to obtain new markings. The contracror may wish to submit Work Clearance Requests incrementally depending upon the extent of site work in order to avoid having to resubmit or maintain multiple markings. Dover Air Force Base issued Work Clearance Requests will expire 30 days after approval. Contractor shall comply with all Miss Utility permit renewal requirements.
1.18.1.5 In the event any damage occurs to a utility, notify the Government Inspector immediately.

1.19 FIRE PROTECTION DURING CONSTRUCTION: During the performance of on-site construction activities, the contractor shall comply with all requirements of the Army Corps of Engineering Manual (EM), EM 385-1-1, “Safety and Health Requirements Manual”, NFPA 241, “Safeguarding Construction, Alteration, and Demolition Operations”, Dover Air Force Base Instruction DAFBI 32-2001, and all Air Force, AMC, OSHA, CFR, regulations and directives.
1.19.1 Supervisors shall brief all personnel under their direction on fire prevention practices in accordance with the above documents.
1.19.2 The supervisor shall attend a contractor’s briefing on fire safety prior to any work.
This is normally conducted at the pre-construction meeting.
1.19.3 Post fire reporting procedures and emergency phone numbers in a conspicuous location.
1.20 KENT COUNTY SEWER IMPACT FEES/PERMITS
1.20.1 The sanitary sewer collection and local transmission system on Dover Air Force Base is owned and maintained by Kent County, Delaware. All work, as shown on the contract drawings and required by the contract specifications, associated with the sanitary sewer collection and local transmission system is subject to permitting and inspection by the Kent County Public Works Department in accordance with Kent County Code, Chapters 128 and 180, as amended, and will be conducted in accordance with the related Kent County Public Works Department sewer construction permit. This project has been assessed an Equivalent Dwelling Unit (EDU) count of XXXXXXX and has an estimated Impact Fee of $XXXXXXXXX and Inspection Fee of $XXXXXXX. Current fees are published on the Kent County Public Works Department website and are subject to periodic adjustment.
1.20.2 The contractor shall obtain a Sewer Permit for all new construction or a Sewer Abandonment Permit for all demolition work associated with the sanitary sewer collection and local transmission system, as applicable, from the Kent County Public Works Department (302-744-2430). The contractor shall submit to the Kent County Public Works Department the necessary application documents and make payment of required fees in order to obtain the necessary permits associated with the connection, modification, abandonment, or demolition of the sanitary sewer collection and local transmission system, in accordance with Kent County Code, Chapter 128 and 180, as amended.
1.20.3 The contractor shall submit copies of the obtained permits to the Contracting Officer for approval. No construction activities on the sanitary sewer collection and local transmission system shall be performed by the contractor until the necessary permits have been obtained by the contractor and submitted to the Government for approval.

1.20.4 The contractor shall make all notifications to the Kent County Public Works Department as required by the County’s permit regarding required inspections of the work by the County.
1.20.5 The Contractor shall notify the Government Inspector a minimum of 24 hours in advance of all work on the sanitary sewer collection and local transmission system. This is a Mandatory Verification contract requirement as required by the respective contract schedule.
1.21 CONSTRUCTION WATER USAGE FROM FIRE HYDRANTS
1.21.1 Contractors shall not connect to any fire hydrant on Dover Air Force Base without prior authorization from the Contracting Officer or designated representative.
