23 June 2011 MEMORANDUM FOR Prospective Offerors

SUBJECT: FA4497-11-R-0007, Airfield & Heavy Duty Pavements IDC at Dover Air Force Base, Delaware

1. The following questions were asked by prospective offerors and are answered by this office:

QUESTION: 1. Are there drawings for this project? Or at least a work location sketch.

ANSWER: There are no drawings for this project at the moment. As delivery orders are issued drawings will be made available for the areas of work at that time.

QUESTION: 2. Is there any provisions for mobilization for each delivery order?

ANSWER: It should be built into your contract line item pricing.

QUESTION: 3. The solicitation is requiring a subcontracting plan if you are not a small business and your offer exceeds $1 million. Are there any specific requirements or forms this needs to be submitted on?

ANSWER: Yes, please reference contract clause Federal Acquistion Regulaton 52.219-9, Small Business Subcontracting Plan.

QUESTION: 4. There are many items in the specifications with measurement of payment sections for bid items that are not in the solicitation. Are these items going to be added by amendment or added as a change order to the contract after award?

a. Butt Joints

b. Remove existing aircraft tie downs

c. Vegetation removal in cracks

d. Pavement edging

e. Type G Borrow

f. Excavation of contaminated soil

g. Select material sub-base course

h. borrow for backfill of trenches

i. Thin bonded concrete overlays

j. Manhole types 1-5

k. Additional depth for inlets & manholes

l. crack filling bituminous pavements

ANSWER: Question refers to items that were removed on purpose to lower the number of contract line items (CLINS). All these items are redundant, not needed or have been combined with other line items. For instance, butt joints are covered by the sawcutting CLINs.

QUESTION: 5. The pre-proposal conference minutes from June 14 indicate that there are three amendments. FedBizOpps also shows three amendments. However, the file called Amendment 3 is actually amendment 2. The file called Amendment 2 does not contain Standard Form 30 to amend/modify the contract. Am I correct to assume that only 2 amendments actually exist?

ANSWER: There are 4 amendments that have presently been attached with an SF30 and need to be accepted on your proposal. There is also an updated solicitation that was posted in order to remove the draft stamp off the original solicitation. In addition to that there was an updated ‘Sample Survey Cover Letter’ that was posted to the FedBizOpps solicitation. It did not have an attached SF30. Here are the present amendments with an explanation of what they are for.

Amendment 1 is to identify the unit of issue for several of the CLINs. All of CLINs affected are addressed in the attached SF30.

Amendment 2 was to identify the updated list of CLINs that will be affected by an economic price adjustment.

Amendment 3 was to incorporate clause 52.225-11 Alternate I, clause 52.225-12 Alternate II, and to add a table of contents for the specifications as an attachment.

Amendment 4 was to identify previous amendments that had not been addressed in an SF30 and to clarify a conformed copy of the solicitation was placed on FBO following amendment 4.

QUESTION: 6. Amendment 2 (as shown on Standard Form 30) changes pages of the solicitation that have blanks to be filled in as part of our price response. However, the pages with revised information have not been issued to replace the original solicitation pages. The pages in question include but are not limited to the 160 - 162. The amendment pages are not formatted correctly to simply replace the original solicitation pages. Are you going to replace the solicitation pages?

ANSWER: This amendment is shown as amendment 2 above. It was done to correct the line items that pertain to the economic price adjustment. In order to do that the CLINs had to be corrected at the bottom of section B, as well as in the economic price adjustment portion of section H. I am posting a conformed solicitation document. The page numbers are to be the same. Only the affected CLINs have changed from this amendment.
