About this opportunity

The Department of Homeland Security's Office of Procurement Operations issued a combined synopsis and solicitation (RFP 70RDA326R00000003) on August 26, 2026, for Aircraft Configuration Upfit and Operations & Maintenance Support, with proposals due September 16, 2026, at 10:00 a.m. Eastern Time. This is a full and open competition under NAICS 336411 (Aircraft Manufacturing); no set-aside applies.

DHS seeks a contractor to design, integrate, install, test, and certify complete interior upfits for four Boeing 737-700 aircraft designated for Congressional Delegation and Senior Federal travel, then operate and maintain the fleet for a base period through September 27, 2027, plus four optional one-year extensions through September 27, 2031. The contract uses hybrid Firm-Fixed-Unit-Price and Firm-Fixed-Price structures across multiple contract line items: CLIN 0001 covers aircraft upfit and missionization with offeror-submitted unit prices; CLIN 0002 establishes a Not-To-Exceed ceiling of $37,094,533.00 for scheduled operations and maintenance (base year); CLIN 0003 sets an NTE of $1,380,000.00 for unscheduled line maintenance with a $2,500.00 minimum guarantee; and CLIN 0004 caps over-and-above heavy repairs at $7,290,000.00 NTE (base year). Optional period CLINs escalate annually, with total contract value across base and all options approximately $71.8 million.

Two aircraft require Congressional Delegation configuration with crew rest seating, VIP groupings, removable conference tables, and Starshield/Starlink communications. Two require Executive configuration with Distinguished Visitor cabins, dual satellite systems, and multi-level security network printers. The contractor must maintain FAA 14 CFR Part 145 repair station certification or equivalent (AS9100 or ISO 9001), provide three qualified pilots (two Captains/one First Officer) and three flight attendants per aircraft with appropriate FAA certifications and security clearances (Secret minimum for Congressional, Top Secret for Executive), manage aircraft operations for a notional 500 flight hours annually per aircraft, and comply with all FAA regulations and DHS security requirements.

Proposals must be submitted in three volumes: Volume I (Administrative/General, no page limit) including signed SF 1449, cover letter, SAM representations, and DD Form 254 demonstrating active Top Secret Facility Clearance; Volume II (Technical Proposal, 20-page limit) addressing quality control certifications, upfit and engineering capability with preliminary drawings and integrated master schedule, maintenance and logistics planning with two-hour Aircraft on Ground response capability, pilot provisioning and flight operations, and safety management approach; and Volume III (Price Proposal, no page limit) with completed pricing for all CLINs using Exhibits A (Scheduled O&M Catalog) and B (Unscheduled Maintenance Catalog) plus Government-provided Excel pricing template.

The Government will conduct tradeoff source selection with Demonstrated Technical Experience (Factor 1) significantly more important than Price (Factor 2), assigning confidence ratings of High, Some, or Low. Award will be made to the responsible offeror whose proposal represents best value. Proposals with significantly unbalanced line item pricing may be rejected. Amendment 3, effective September 9, 2026, extended the proposal due date from September 8 to September 16, 2026, and corrected Not-To-Exceed values for CLINs 0002, 0003, and 0004 in the SF 1449, RFP, and Performance Work Statement. Contracting Officer: Jonathan Igwebueze (jonathan.igwebueze@hq.dhs.gov); Contract Specialist: S. Andrew Whittaker (stephen.whittaker@hq.dhs.gov).
