About this file
This document is a presentation from the U.S. Department of Homeland Security (DHS) Office of Procurement Operations for an Industry Engagement Event held on August 25, 2026, regarding the DHS AIR Boeing 737-700 Aircraft Configuration Upfit and Operations & Maintenance Support contract opportunity.
The requirement calls for a contractor to design, manufacture, integrate, install, test, certify, operate, and maintain four Boeing 737-700 aircraft in support of DHS AIR missions. Key deliverables include ensuring each aircraft is fully mission-ready, airworthy and FAA-compliant, properly configured for approved DHS missions, and supported by complete certification and maintenance documentation. The contractor must provide effective program management, perform all engineering and certification activities for aircraft upfit and airworthiness approval, deliver two design configurations to support Congressional Delegation (CODEL) and Senior Executive travel, provide comprehensive operations and maintenance support for all four aircraft, manage day-to-day flight line support activities, and manage aircraft fuel requirements for all authorized flight operations. The aircraft will operate under public state use parameters rather than FAA Part 121 passenger rules.
Evaluation will be based on two factors: Factor 1—Demonstrated Technical Experience (comprising five sub-elements addressing quality control and certifications, upfit and engineering capability, maintenance and logistics planning, pilot provisioning and flight operations, and safety management approach) and Factor 2—Price. Offerors must complete all required firm-fixed-prices and firm-fixed-unit-prices in the RFP Schedule, Exhibit A (Scheduled O&M Catalog), Exhibit B (Unscheduled Maintenance Catalog), and the attached Pricing Template. The final RFP released August 26, 2026, with vendor questions due August 27, government responses August 28, proposals due September 3, and contract award anticipated September 11, 2026. Security clearances will be required for executive aircraft operations; no clearances are expected for CODEL aircraft. The government will not provide ground support equipment or maintenance tooling; the contractor must source all custom 737 tooling. Aircraft currently undergoing long-term maintenance in Louisiana will be flyable upon completion, and the contractor may relocate them to an alternate Maintenance, Repair, and Overhaul (MRO) facility. FAA certification will be conducted directly under the contractor's Supplemental Type Certificate (STC) without additional DHS certification beyond FAA requirements.

10 Minute Break
Selected Questions from Industry Day
Question 1: Will these operate under FAA Part 121 passenger rules or under a DHS Air program/Public/State Use parameters?
Response: We will be operating under the public state use parameters.
Question 2: What level of security clearance will be required to operate these aircraft?
Response: There will be a security clearance required for the executive airplanes. We will put that clearance in the final RFP. There should be no clearance expected for the CODEL aircraft required.
Question 3: Will any specialized ground support equipment (GSE) or maintenance tooling be transferred to the contractor as Government-Furnished Property (GFP) for the heavy maintenance phase, or must the contractor completely source all custom 737 tooling?
Response: We will not be providing GSE for maintenance phase.
Selected Questions from Industry Day
Question 4: These aircraft have been in long term maintenance under an incumbent in Louisiana.
Are they flyable so a contractor can relocate them to an alternate MRO facility?
Response: Yes, they are flyable or will be as they roll off the maintenance line.
Question 5: Will configuration be FAA certified directly under contractor's STC or will DHS be involved in approvals?
Response: DHS will not do additional certification beyond the FAA certification under contractors
STC.
