About this opportunity

The U.S. Coast Guard, a component of the Department of Homeland Security, seeks paint services for its HC-144 aircraft under Request for Quotation 70Z03827QL0000005, to be awarded as an Indefinite Delivery Requirements contract, with quotations due November 23, 2026 at 4:00 p.m. Eastern Time. No set-aside is used, and the notice states no sole-source intent. Amendment A0001 moved the question deadline to October 27, 2026, which has passed; the original November 2 date no longer applies.

The contractor must be an FAA-certified Part 145 repair center with onsite de-paint and paint facilities, an environmentally controlled paint facility, and direct access to an active runway capable of accommodating CN-235 aircraft for fly-in/fly-out delivery only. The notice lists Elizabeth City, NC 27909 as the place of performance, and inspection and acceptance occur at the contractor's site. The Contracting Officer sits at the Aviation Logistics Center in Elizabeth City. The estimated quantity is approximately 18 HC-144 (CN-235 series 300M) aircraft, and all quantities are estimates. The USCG selects Option 1 (scuff sand and paint the external fuselage within 16 days after receipt) or Option 2 (de-paint metallic structures before Programmed Depot Maintenance within 10 days, then paint within 17 days after PDM) before aircraft delivery. Amendment A0002 adds C-130 verbiage to PWS Section 2.0, Sub-Section 2.2, and Note 3. ISO-9000-2001 or AS9100 quality compliance is required under the PWS, and ISO/AS9100 and FAA Part 145 certificates are preferred with initial proposals. The contractor is the sole generator for hazardous waste manifests, furnishes paint removers, cleaners, and pretreatments, and must provide paint warranties on standard commercial terms with its quotation. The USCG does not have access to Airbus manuals, which Airbus Defense will not sell to third parties. Schedule delays caused by USCG operational requirements carry no monetary compensation.

The period of performance is one base year plus four one-year options, with a total duration not to exceed five years. Offerors must price each of the five one-year option periods to be considered for award. No award ceiling is stated. The small business size standard is $40 million, and the NAICS code is 488190.

Evaluation uses four non-price factors in order of importance: Technical Acceptability, Past Performance, Delivery, and Price. Technical Acceptability requires PWS compliance and the Option 1 and Option 2 timelines. Past Performance and Delivery must each rate Superior or Satisfactory to be eligible for award. Non-price factors combined carry more weight than price. Amendment A0001 made Attachment 4, the Past Performance Questionnaire, a requirement, and offerors must supply customer points of contact for USCG evaluators. The Q&A names King Aerospace Commercial Corporation as the incumbent.

Quotations go by email to Steven.A.Goodwin@uscg.mil, with 70Z03827QL0000005 in the subject line.
