About this file

This file is an exhibit that defines complexity tiers for unscheduled maintenance cataloging under CLIN 0003 of the Aircraft Configuration Upfit and Operations & Maintenance Support contract. The document serves as a classification framework for categorizing maintenance tasks and work items by complexity level, which directly supports the operations and maintenance requirements outlined in the broader DHS solicitation 70RDA326R00000003. The complexity tier structure establishes performance standards and organizational parameters for how contractors should catalog, track, and manage unscheduled maintenance activities throughout the contract period. This exhibit functions as a technical specification tool that ensures consistency and clarity in maintenance categorization across the contract's execution, enabling the government to effectively monitor contractor performance against defined complexity baselines and associated labor or resource requirements for each tier level.

Section 1 — CLIN 0003 — Exhibit B: Unscheduled Maintenance Catalog Tiers This exhibit establishes the Firm-Fixed-Unit-Prices (FFUP) for unscheduled maintenance and squawk resolution under CLIN 0003 for the Boeing 737-700 aircraft. All rates listed below are fully burdened, firm-fixed prices inclusive of all direct labor, indirect costs, standard tooling, replacement parts, materials, and profit necessary to complete the specified maintenance action. Important Note: These FFUP rates are fully inclusive; no separate billing for parts or materials is permitted for actions covered under this CLIN.

Unscheduled Maintenance Catalog Tiers For all unscheduled maintenance actions or squawks, the work shall be categorized into one of the following complexity tiers based on estimated labor hours. The Government Contracting Officer’s Representative (COR) and the Contractor must bilaterally agree upon the appropriate tier assignment prior to the commencement of work. The Contractor shall bill the exact fixed unit rate for the agreed-upon tier.

Item ID
Tier level
Description / Parameters
Base Year Rate
Option 1 Rate
Option 2 Rate
Option 3 Rate
Option 4 Rate
T-01
Minor Repair (Tier 1)
Unscheduled maintenance requiring minimal troubleshooting and under 2 hours of estimated labor (e.g., bulb swaps, minor sensor cleaning, standard panel sealing, simple safety wire replacement).
T-02
Moderate Repair (Tier 2)
Intermediate troubleshooting requiring between 2 to 6 hours of estimated labor (e.g., rigging control cables, intermediate wiring repairs, standard actuator or pump swaps).
T-03
Major Repair (Tier 3)
Heavy troubleshooting requiring between 6 to 20 hours of estimated labor (e.g., landing gear alignment, extensive electrical systems troubleshooting, heavy engine accessory swaps).

Note on Exceedances & Parts Thresholds Labor Exceedance: Any unlisted unscheduled maintenance action reasonably estimated to exceed 20 hours of labor, or requiring heavy structural repair not covered by the tiers above, falls outside the scope of CLIN 0003 and must be submitted as a Firm-Fixed-Price proposal under the Over & Above (O&A) provisions of CLIN 0004.

Parts Cost Threshold Exceedance: While the FFUP rates in this exhibit are fully inclusive of parts and materials, the Government recognizes the volatility of heavy airframe component pricing. Any single unscheduled maintenance discrepancy where the actual, documented, verifiable wholesale cost of the required replacement part(s) exceeds $2,500.00 shall not be billed under CLIN 0003. The Contractor must stop work, notify the COR, and submit the repair as an Over & Above (O&A) proposal under CLIN 0004.

Off-Station AOG Travel: The CLIN 0003 Tier rates do not include travel expenses. If an unscheduled maintenance event requires personnel to travel away from the Contractor’s primary facility (Aircraft on Ground – AOG), the travel portion of the repair shall be submitted as a Firm-Fixed-Price proposal under the Over & Above (O&A) provisions of CLIN 0004. Travel costs shall be priced in accordance with the Federal Travel Regulation (FTR).
