About this file
This document is CLIN 0002 Exhibit A, which establishes a Scheduled Operations & Maintenance (O&M) Catalog with Firm-Fixed-Unit-Prices (FFUP) for maintaining a Boeing 737–700 fleet. The rates cover all direct labor, indirect costs, standard tooling, routine consumables, and profit necessary to maintain the aircraft in fully airworthy and dispatch-ready condition.
The contract employs a hybrid billing model across three rate categories. Time-Based Units include Item M-01 (Aircraft Monthly Readiness Support), which provides dedicated flight line staffing including three qualified pilots per aircraft, program management, secure hangar space, ground support equipment, daily pre/post-flight checks, routine maintenance, and pre-mission aircraft preparation and cabin configuration for a baseline of four VIP missions monthly. Item M-02 covers Secure Comms Subscription as a flat monthly fee for in-flight connectivity including Wi-Fi, satellite communications, and voice services. Both items are invoiced once per active aircraft monthly, with proration available on a 30-day basis for partial months. Usage-Based Units include Item U-01 (Comprehensive Flight Hour Rate), a fully burdened per-flight-hour price encompassing aircraft wear-and-tear, all aviation fuel (Jet-A), routine fluids, phase check labor accumulation, and routine replacement of brake assemblies, tires, and landing gear servicing; and Item U-02 (Mission Specialist/Cabin Attendant Surcharge), billed per day of assignment including travel days. Heavy Scheduled Inspections (Event-Based) are separately billed for major FAA-mandated maintenance: Item E-01 (A-Check Inspection every 400–600 flight hours), Item E-02 (Annual Airworthiness Inspection), Item E-03 (C-Check Heavy Maintenance Visit every 24–36 months, excluding out-of-scope structural repairs under CLIN 0004), Item E-04 (24-Month Avionics Certifications per FAA 91.411 and 91.413), and Item E-05 (Engine Borescope & Compressor Wash). Major engine overhauls and hot section inspections are explicitly excluded and negotiated separately under CLIN 0004 as Firm-Fixed-Price Over & Above actions.

Section 1 — CLIN 0002 — Exhibit A: Scheduled Operations & Maintenance
(O&M) Catalog
This exhibit establishes the Firm-Fixed-Unit-Prices (FFUP) for scheduled maintenance and continuous flight line operations support under CLIN
0002 for the Boeing 737–700 fleet. The rates below are fully burdened, firm-fixed prices inclusive of all direct labor, indirect costs, standard tooling, routine consumables (e.g., oil, grease, safety wire), and profit necessary to maintain the aircraft in a fully airworthy and dispatch-ready condition. The Government utilizes a hybrid Scheduled O&M model. The Contractor shall bill against this CLIN using a combination of Time-
Based Units (Monthly Readiness), Usage-Based Units (Flight Hours/Cycles & Mission Support), and Heavy Scheduled Inspections (Event-Based) as defined in the sections below.
Section 1: Time-Based Units (Monthly Readiness & Support)
The following table defines the fixed monthly rate required to maintain baseline operational readiness for each aircraft. This rate applies regardless of how many hours the aircraft actually flies during the calendar month. It covers dedicated maintenance staffing, daily pre-flight/post-flight inspections, routine washing/cleaning, towing, and standard calendar-driven maintenance events.
Item ID Description / Parameters Unit of Issue Base Year Rate
Option 1 Rate
Option 2 Rate
Option 3 Rate
Option 4 Rate
M-01 Aircraft Monthly Readiness Support Baseline fixed price for dedicated flight line staffing (including three (3) qualified pilots per aircraft), program management, secure hangar space, Ground Support Equipment (GSE), daily pre/post-flight checks, routine washing/cleaning, maintenance records management, and standard calendar-driven inspections.
Note: This rate must also inclusively cover all pre-mission aircraft preparation, cabin configuration, and security coordination (Assume a baseline of 4 VIP missions per month, per plane).
Per Aircraft, Per Month
M-02 Secure Comms Subscription Flat monthly fee for the provision of secure and non-secure in-flight connectivity, including Wi-Fi, satellite communications data plans, and voice services for passengers.
Per Aircraft, Per Month
The Contractor shall invoice one (1) unit of Item M-01, Monthly Readiness Support, and one (1) unit of Item M-02, Secure Comms Subscription, per active aircraft at the conclusion of each 30-day monthly billing period.
Partial Month Proration: For any calendar month in which an aircraft’s operations and maintenance (O&M) Period of Performance does not encompass the entire month, the Contractor shall prorate the M-01 and M-02 firm-fixed-unit-prices. Proration shall be calculated on a standardized 30-day month basis. The Contractor shall divide the applicable monthly rate by thirty (30) to derive a daily rate, and multiply that daily rate by the total number of calendar days the aircraft was in an active O&M status.
Section 2: Usage-Based Units (Flight Hours & Mission Support)
The following table defines the fixed unit rates tied directly to aircraft usage.
Item ID Description / Parameters Unit of Issue Base Year Rate
Option 1 Rate
Option 2 Rate
Option 3 Rate
Option 4 Rate
U-01 Comprehensive Flight Hour (FH) Rate Fully burdened price per flight hour encompassing all accelerated aircraft wear-and-tear and all aviation fuel. This single rate must inclusively cover all aviation fuel (Jet-A) required for missions, routine fluid top-offs, labor accumulation toward phase checks, and all landing cycle degradation (including the routine replacement of brake assemblies, tires, and landing gear strut servicing based on normal operational tempo).
Per Flight Hour (FH)
U-02 Mission Specialist/Cabin Attendant Surcharge Price per day for the provision of a dedicated Mission Specialist or Cabin Attendant to support executive/delegation passengers. This rate is applicable for each day the specialist is assigned to a mission, including travel days.
Per Day
Billing Protocol: The Contractor shall record the official aircraft flight logs. At the conclusion of each month, the Contractor shall invoice the exact number of Flight Hours (U-01) and Mission Days (U-02) executed, multiplied by the fixed unit rates above.
Section 3: Heavy Scheduled Inspections (Event-Based, Per Aircraft)
The following table defines the fixed unit rates for major, highly predictable FAA-mandated inspection intervals. Because these events require significant, distinct blocks of labor and dedicated hangar time, they are billed as separate, standalone events rather than being amortized into the monthly readiness rate.
Item ID Description / Parameters Unit of Issue Base Year Rate
Option 1 Rate
Option 2 Rate
Option 3 Rate
Option 4 Rate
E-01 A-Check Inspection Comprehensive scheduled inspection typically occurring every 400 — 600 flight hours as defined by the Boeing 737 Maintenance Planning Document (MPD).
Per Event
(EA)
E-02 Annual Airworthiness Inspection Comprehensive 12-month calendar-driven inspection verifying overall structural integrity, safety equipment, and FAA regulatory compliance.
E-03 C-Check (Heavy Maintenance Visit) Major structural and systems inspection governed by the Boeing 737 MPD, typically occurring every 24–36 months. Note: Excludes out-of-scope structural repairs discovered during the check, which shall fall under CLIN 0004.
E-04 24-Month Avionics Certifications Perform FAA-mandated testing and certification of the Altimeter/Pitot-Static System (FAA 91.411) and Transponder (FAA 91.413).
E-05 Engine Borescope & Compressor Wash Scheduled internal borescope inspection of both engines and a full engine compressor wash to restore EGT margins.
Note on Engine Overhauls: Major Engine Overhauls and Hot Section Inspections (HSI) are explicitly excluded from this catalog. Due to the high volatility of internal engine component conditions, these events shall be negotiated as Firm-Fixed-Price Over & Above (O&A) actions under CLIN
0004 when they become due based on the aircraft’s maintenance program.
Billing Protocol: The Contractor shall notify the COR prior to the induction of an aircraft for a heavy scheduled inspection. Upon successful completion of the inspection and return to service, the Contractor shall invoice one (1) unit of the applicable Event.
