About this opportunity

The Naval Research Laboratory (NRL), Department of the Navy, seeks Firm-Fixed-Price quotes to relocate two air compressors from Building 65 mechanical room 026B to a new exterior metal shed, with quotes due November 4, 2026 at 2:00 PM EST under Amendment 0006. No set-aside applies; Amendment 0003 removed the small business restriction and the Set Aside line reads "No Set-Aside Used." Billy W. Castleberry is the contracting officer, and Deane Grimes (deane.m.grimes.civ@us.navy.mil, 202-923-1555) is the primary contact.

Place of performance is NRL Building 65 in Washington, DC 20375. A mandatory site visit is required before submitting a quote, scheduled for October 7, 2026 at 9:30 AM EDT. Visitors must notify NRL Contracts at least two days in advance, and Amendment 0004 accepts subcontractor attendance.

Scope covers the relocation of two Sullair Senergy 3700 rotary screw compressors and construction of a new pre-engineered metal shed or equivalent enclosure, approximately 10' x 21', on an 8-inch concrete slab. Work also includes an exhaust fan, electric unit heater, compressed air piping, condensate lines with heat tracing and insulation, a 208V/120V panelboard, fire alarm extension, and site restoration. Amendment 0004 specifies 2-inch copper piping with brazed or soldered joints per UFGS 22 15 26, superseding the SOW's 3-inch copper. Penetrations require a 2-hour minimum firestop system. One compressor must remain operational at all times, and outages are limited to weekends with 30-day advance notice. Work must comply with UFC, UFGS, NEC, NFPA, OSHA 29 CFR 1926, and EM-385-1-1, and Davis-Bacon Wage Determination DC20260002 applies. Performance begins upon award, with the final schedule set after kickoff. A separate Contract Line Item covers metal building fabrication to support progress payments.

Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology. Technical acceptability (Volume I, maximum 25 pages) and past performance (Volume II, up to three references from the prior 36 months) are assessed pass/fail sequentially before price. Volume III contains the complete Firm-Fixed-Price pricing schedule. Quotes are submitted electronically in three separate volumes. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors, and the PSC is Z2JZ.
