About this opportunity
The Naval Surface Warfare Center, Carderock Division (NSWCCD), under Naval Sea Systems Command, seeks quotes for the procurement, delivery, and turn-key installation of a replacement pump on York Chiller No. 1 in Building 157, with quotes due November 6, 2026 at 9:00 AM EDT. The procurement is brand-name restricted to Johnson Controls, the original equipment manufacturer, under full and open competition with no set-aside used.
The restriction rests on Johnson Controls' proprietary ownership of the York hardware, firmware, and source code, and on the pump serving as a direct replacement for equipment now isolated to run on Pump No. 2, creating a single point of failure for the Building 13 Server Rooms. The attached brand-name justification states the procurement remains open to all Johnson Controls authorized technicians. Quoters must be certified Johnson Controls technicians or representatives, and work must be performed by OEM-certified personnel to preserve warranties and licensing terms. The required model is YLAA0080SJ46X, serial SEMM-609950.
The notice lists the place of performance as Westlake, MD 20817, while the attachment summary places installation at NSWCCD in Bethesda, Maryland. Installation must be completed on or before December 18, 2026. Delivery is accepted Monday through Friday, 7:00 AM to 5:00 PM local time, with no acceptance on federal holidays.
Quotes and technical capability statements go by email to Contract Specialist Joseph Estrella, with Contracting Officer Greg Finke copied. Pricing must be all-inclusive with no additional CLINs for shipping, and quotes must include FOB Destination terms, a CAGE code, a point of contact, a GSA contract number if applicable, and a business size certification. Per the attachment summary, the Government anticipates a single firm-fixed-price purchase order, and no award value is stated. Questions are due at 3:00 PM, three days after issuance, with responses posted to SAM.gov. The notice names no evaluation criteria and no incumbent.
