Statement of Work Summary: Relocate Air Compressors/Shed Buildout
This Statement of Work (SOW) describes construction and relocation services for the U.S. Naval Research Laboratory (NRL) in Washington, DC, Building 65, dated September 11, 2026. The primary objective is to relocate two existing air compressors from mechanical room 026B to a new outside metal shed structure, including all associated utility extensions and infrastructure installation.
The contractor must deliver a complete metal shed (approximately 10' x 21' with single-sloped roof) housing the compressors, featuring an 8-inch concrete slab (4000 PSI), insulated walls and ceilings, entry double doors (6' x 7' opening with 1-hour fire rating), a 13,300 CFM variable-speed exhaust fan with thermostat, two intake louvers with bird screens, electric unit heater, minimum two GFCI receptacles, fire alarm system integration with Building 65, LED lighting (interior and exterior with photocell), and color matching to Building 65. Utility extensions include rigid galvanized conduit for exterior Siemens Building Automation System wiring and 480V power connections (final 24" connections using flexible metal PVC-coated liquid-tight conduit), a 3-inch copper compressed air piping extension, a new 208V-120V panel board, proper air filtration and automatic condensation removal systems, and above-ground utility runs. The contractor must provide a construction-phasing plan ensuring one compressor remains operational at all times, with air compressor outages limited to weekends only requiring 30-day advance notice. The work requires compliance with UFC, UFGS, NEC, NFPA, NEMA, ASHRAE, ANSI, and ASTM standards, as well as OSHA 29 CFR 1926, EM-385-1-1, and all federal, state, and local safety and environmental regulations. Key deliverables include shop drawings, design submittals, asbestos/lead testing and remediation planning, waste management documentation, operations and maintenance data, and warranty information for all installed systems and components.
