Amendment 0004 to RFQ N0017326Q1905

This is Amendment 0004 to a Request for Quotation (RFQ) issued by the Naval Research Laboratory (NRL), an agency of the Department of the Navy, dated 14 September 2026. The amendment extends the offer due date from 16 October 2026 to 28 October 2026 at 2:00 PM EDT and provides Government responses to 27 questions submitted by offerors, along with additional photographs and technical drawings. The primary purpose is to address clarifications regarding project scope, schedule, design requirements, and technical specifications for work at NRL Building 65, Room 026B in Washington, DC.

The solicitation seeks a complete relocation and installation of air compressor equipment and associated mechanical, electrical, plumbing, and fire alarm systems in a new pre-engineered metal building or equivalent enclosure. Key deliverables include construction and installation of the shed structure, relocation of existing compressors, installation of isolation valves, compressed air piping (2-inch copper to match existing field conditions), condensate lines with heat tracing and insulation, electrical panelboard installation (208V/120V), fire alarm system extension, and all necessary site restoration. The Government clarified that performance begins upon contract award with final schedule agreed post-kickoff, permits a separate Contract Line Item for metal building fabrication to accommodate progress payments, accepts subcontractor site visit attendance, requires heat tracing and insulation on exterior condensate lines, mandates a 2-hour minimum firestop system for penetrations, and specifies that compressed air piping must use brazed/soldered joints matching existing conditions per UFGS 22 15 26. The acquisition is now full and open (no longer a small business set-aside), competed on a Firm-Fixed-Price basis, with all work resulting in a complete and usable facility. Offerors must submit quotes in three separate volumes: Volume I (Technical Approach and Capabilities, maximum 25 pages), Volume II (Past Performance from contracts within 36 months, up to 3 references), and Volume III (Complete Firm-Fixed-Price pricing schedule). The wage determination applicable is Davis-Bacon Act WD #: DC20260002. Five new attachments were added containing additional photographs, electrical, fire protection, mechanical, and plumbing drawings for Building P275 at NRL.

SUMMARY OF CHANGES

Section A - Solicitation/Contract Form

The following changes have been made:

INFORMATION FROM TO

Response Due Date 16 Oct 2026 28 Oct 2026

N0017326Q19050004

Section A [Mod Specific] - Mod Specific

Miscellaneous text in this section has been modified to:

1. Schedule versus metal building lead time. The SOW invokes UFGS 13 34 19, Metal Building Systems. A pre-engineered metal building supplier has advised us that shop drawings and fabrication alone run five to six months, before contract execution and before the building can be ordered. Section F shows a period of performance of 30 September to 4 December 2026 - a start date that has already passed and a completion roughly eight weeks after any realistic award. Does the Government intend the completion date to run from award, and if so what duration?

Alternatively, will the Government accept a prefabricated equipment enclosure meeting the same performance requirements in place of a Section 13 34 19 metal building system? That substitution would materially shorten delivery.

Government Response: Yes, the Government intends period of performance to begin upon contract award. Final schedule will be agreed upon post kick off meeting.

2. Payment and contract financing. The RFQ states no contract financing is available and the total evaluated price is paid upon final invoice. Metal building suppliers require progress payments to release fabrication. Will the Government consider progress payments, or a separately priced CLIN for the building, so the fabrication deposit is not carried for the full period of performance?

Government Response: The Government will allow quoters to establish a separate CLIN for the metal building fabrication.

3. Does the attendance by the offeror's proposed subcontractor satisfy the site visit requirement?

Government Response: Yes, attendee by the offeror's proposed subcontractor satisfies the site visit requirement.

4. Compressed air line size. The SOW specifies 3 copper compressed-air piping. Drawing M101, detail 4, shows 2 pipe. Please confirm which governs.

Government Response: Pipe extension should match what is on the field. Size in the SOW is in error.

5. Attachment 3. The SOW directs offerors to "Attachments 2 and 3 for proposed conceptual layout, and NRL Building 65 reference drawing."

Section J lists only Attachments 01 and 02. Please issue the Building 65 reference drawing.

Government Response: Electrical, mechanical, fire and plumbing drawings are provided.

6. Asbestos and lead. SOW paragraph 5 requires the contractor to test for asbestos and lead-containing material and to include remediation in the construction plan. No survey is included. Does NRL hold an existing survey for Building 65 Room 026B and the exterior work area? If not, how should remediation of undetermined quantities be priced under a firm-fixed-price CLIN?

Government Response: The building was fully stripped down for a complete building renovation. The contractor is encouraged to sample test around the limited construction boundary. If asbestos or lead is found through testing after award, remediation would be handled through a modification.

7. Set-aside. Amendment 0003 states the acquisition is now full and open, but Section I still incorporates FAR 52.219-6 and Section L.1 still reads "100% small business set-aside." Please confirm which governs.

Government Response: Reference to FAR 52.219-6 in Section L has been removed.

8. Wage determination. No wage determination is attached. Please confirm whether FAR 52.222-6 applies, and if so issue the applicable determination.

Government Response: Yes, the wage determination information is Davis-Bacon Act WD #: DC20260002.

9. Continuous operation. The SOW states "One Compressor has to be operational all the time" and limits relocation outages to weekends with a 30-day advance request. Both compressors were observed shut down during the site visit this morning. Please confirm whether continuous operation of one unit is in fact required throughout performance, or whether a full shutdown window is available. This single answer drives the phasing plan and a substantial part of the price.

Government Response: One compressor is required to be operational though out the relocation process.

10. Compressed air line size. The existing line was observed in the field to be 2, which agrees with drawing M101 detail 4 and conflicts with the SOW's "3 copper." Please confirm whether the Government requires new 3 piping, or a like-for-like 2 replacement matching existing.

Government Response: Pipe extension should match what is on the field. Size in the SOW is in error.

11. Piping joint method. No piping specification or joint method is stated. For compressed air at 125 PSI working pressure, will the Government accept press-fit copper connections (e.g. ProPress) rated for the service, or are brazed/soldered joints required? Please also identify the governing piping specification.

Government Response: Should match existing Joins (brazed/soldered) as noted on photos. UFGS 22 15 26

12. Condensate line freeze protection. Drawing M101 routes condensate from the new exterior shed back to the filtration system at Room 026B. The SOW requires "automatic condensation removal from air tanks" but contains no freeze-protection requirement. An uninsulated exterior condensate line in this climate will freeze and fail regardless of pitch. Does the Government require heat tracing and insulation on the exterior condensate run, and is its design the contractor's responsibility?

Government Response: Yes, the contractor shall provide heat tracing and insulation, and the contractor is responsible for the final design.

13. Fire alarm scope. The SOW requires a fire alarm system per UFC 3-600-001 and NFPA 72 "connected to Building 65 fire alarm system." Please clarify: (a) is a new standalone panel required in the shed, or an extension of the existing Building 65 system; (b) where is the existing fire alarm control panel and the intended tie-in point; (c) what is the approximate routing distance from the shed to that point; and (d) who performs and witnesses the acceptance test.

Government Response: Contractor shall provide an extension from B65 to the new shed. Contractor will determine the required distance. System tests will be coordinated with Navy Fire Inspector and Base Fire Alarm Contractor.

14. Electrical source. The SOW requires a new 208V/120V panelboard in the shed, sized per NEC, but does not identify the source. Please identify the feeding panel in Building 65, confirm available spare capacity, identify the point of connection, and advise whether an electrical one-line or panel schedule can be provided.

Government Response: Electrical drawings are provided.

15. Room 026B after removal. UFGS 02 41 00, Demolition, is listed as applicable, but no demolition scope is described. What work does the Government require in Room 026B once the compressors are removed - removal of existing pads and foundations, capping or removal of abandoned piping and conduit, floor patching, and finish restoration?

Government Response: Core drilling of the wall or any other alteration method is considered demolition for the SOW. The contractor shall restore (finish and paint) the wall to match the original condition. The contractor shall remove any debris. The existing concrete pad will stay in place.

16. Penetration sealing. The SOW requires that "all penetration to Building 65 shall be properly sealed and match existing conditions." Are any of the required penetrations through fire-rated assemblies, and if so is a listed firestop system required?

Government Response: A minimum of a 2 hrs firestopping system is required.

17. Existing loads. Please provide existing loads and manufacturer / model # / serial # for existing panels MP65 and MR65.

Government Response: Contractor will survey panels after award.

18. Design disciplines. Please confirm what professional engineering design disciplines and submittals are required for this project.

Government Response: The contractor shall determine all structural, mechanical, electrical, civil and architectural design disciplines and submittals in order to provide a complete and usable system free of defects upon work completion.

19. Shed Door Rating. The SOW calls for a 1-hour rated door assembly for the shed but does not require the shed perimeter walls or roof to be rated. Please confirm that only the door assembly needs to be a 1-hour rated assembly.

Government Response: SOW calls for a minimum 1-hour rated door shed assembly; however, the contractor shall confirm the final rating requirement in coordination with the shed perimeter walls fire rating requirement.

20. Preventative Maintenance. Please provide copies of Preventative Maintenance reports for the existing air compressors.

Government Response: Maintenance is done via 3rd party contractor and unavailable for distribution.

21. Function Check. Will the compressors be function checked prior to relocation to verify proper existing operation?

Government Response: Contractor shall perform a function check.

22. Full Outage. To install the valves to isolate one compressor from the other, we will need a full outage. Will that be allowed?

Government Response: Outage is allowed and shall be coordinated with NRL for scheduling. (Weekends are preferred with sufficient notice)

23. Compressor restart. Is NRL facilities going to provide support to get the compressors back online after relocation or is it the contractor's responsibility to get the manufacturer Rep involved?

Government Response: This will be the contractor's responsibility.

24. Fire alarm as-built plans. Please provide a copy of the existing fire alarm system as-built plans, to include location and spare capacity of all booster panels.

Government Response: As-built plans have not been provided; the contractor shall conduct a field survey post award.

25. Device requirement. Please confirm which of the following devices should be included inside the new metal building and connected to the existing FA system in Building 65:

a. smoke detector

b. heat detector

c. manual pull station

d. interior visual alarm device

e. interior audible alarm device

f. exterior visual alarm device

g. exterior audible alarm device

Government Response: The contract shall follow UFC requirements.

26. Past performance. Can the past performance period be increased to include projects completed within 48 months from the issue and date of this

RFQ?

Government Response: No, past performance period remains 36 months, but offerors are allowed to include additional past performance, if desired.

27. Past performance. Can sub-contractor past performance be utilized for Factor 2 evaluation?

Government Response: Yes, subcontractor past performance may be utilized when supporting the prime.
