This document is Amendment 0001 to a Federal Acquisition Regulation (FAR) Part 12 commercial acquisition solicitation issued by the Department of Defense, Fort Riley, Kansas, for the supply of aggregate stone materials. The amendment, effective November 2, 2026, extends the response deadline from November 8, 2026 at 12:00 AM Central Standard Time to November 13, 2026 at 6:00 PM Central Daylight Time, and updates the Statement of Work and payment processing instructions. The Contracting Officer has been updated to MSG Yao Bagoudou (email: yao.bagoudou.mil@army.mil), with Contract Specialist Miranda Wright (miranda.s.wright2.civ@army.mil) as the point of contact. The resulting contract will be a Firm-Fixed-Price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) Requirements Contract with a base period plus four option years and a potential six-month extension.

Offerors must submit complete, firm-fixed-price quotations on the provided Pricing Worksheet that include pricing for all four required aggregate material types: AB-3 (Aggregate Base Type 3), SA-1 (Select/Stabilized Aggregate), SS-5 (Screened/Special Sand), and FA-3 (Fill Sand), with FOB Destination delivery to Fort Riley, Kansas locations. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach using three factors: Technical Capability (meet 10-calendar-day advance delivery notice and supply all four aggregate types), Price (completeness, arithmetic accuracy, and reasonableness), and Past Performance (queried from CPARS, SPRS, and SAM.gov databases). Offerors must demonstrate active System for Award Management (SAM) registration with NAICS code 212321 (Construction Sand and Gravel Mining) and hold quotation prices firm for 90 calendar days. The amendment also modifies DFARS clause 252.232-7006 (Wide Area WorkFlow Payment Instructions, January 2023) and adds DFARS 252.244-7000 (Subcontracts for Commercial Products or Commercial Services, November 2023) and FAR 52.217-5 (Evaluation of Options, February 2026 Deviation).

ADDENDUM TO FAR CLAUSE 52.212-2 -- EVALUATION -- COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES

EVALUATION AND BASIS FOR AWARD

1. Overview of Governing Procedures

This acquisition is solicited under FAR Part 12, Acquisition of Commercial Products and Commercial Services. The Government will utilize the Lowest Price Technically Acceptable (LPTA) source selection process in accordance with FAR 15.101-2. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. Tradeoffs between price and non-price factors are not permitted. One award will be made to the responsible offeror whose proposal conforms to all solicitation terms and conditions, meets all technical requirements, has acceptable past performance, and offers the lowest total evaluated price to the Government.

2. Evaluation Process and Basis for Award

Proposals will be evaluated on the following three evaluation factors:

Factor 1: Technical Capability Factor 2: Past Performance Factor 3: Price

The selection process will follow these evaluation rules:

Technical Acceptability: Non-price factors (Technical Capability and Past Performance) will be evaluated on an Acceptable / Unacceptable basis. Proposals must be rated Acceptable in Factor 1 and Acceptable or Neutral in Factor 2 to be eligible for award.

Lowest Price: Among those offerors determined to be technically acceptable and responsible, award will be made to the offeror with the lowest Total Evaluated Price (TEP).

No Ranking of Non-Price Factors: Proposals will not be ranked by non-price factors; no additional credit or preference will be given for exceeding minimum requirements.

3. Award Without Discussions

In accordance with FAR 52.212-1, the Government intends to evaluate proposals and award a contract without conducting clarifications or discussions. Therefore, the offeror's initial proposal should contain the offeror's best terms from a price, technical, and past performance standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary in the best interest of the Government.

EVALUATION FACTORS

Factor 1: Technical Capability

The Government will evaluate the offeror's Capabilities Statement to assess whether the proposal satisfies all requirements outlined in the Statement of Work (SOW). The evaluation will determine whether the offeror demonstrates:

1. Feasible logistics, hauling capacity, and supply chain readiness to meet the 3-to-5-day advance delivery notice timeframe.

2. Ability to deliver all four required types of aggregate materials:

AB-3 (Aggregate Base Type 3) SA-1 (Select/Stabilized Aggregate) SS-5 (Screened/Special Sand) FA-3 (Fill Sand)

3. Capability to deliver directly to designated Fort Riley, Kansas locations under FOB Destination terms.

Technical Capability will be evaluated on a pass/fail basis using the ratings established in Table 1- 1 below:

R a ti n g

Description

A c c e p t a b l e

Proposal clearly meets the minimum requirements of the solicitation. The Capabilities Statement demonstrates adequate logistics, hauling capacity, supply chain readiness, and delivery compliance for all four required aggregate types (AB-3, SA-1, SS-5, and FA-3) to designated Fort Riley delivery locations within the required 3-to-5-day advance notice timeframe.

U n a c c e p t a b l e

Proposal fails to clearly meet the minimum requirements of the solicitation. The Capabilities Statement is missing, incomplete, fails to address one or more aggregate types, or fails to demonstrate sufficient hauling/delivery capacity within the required delivery timeframe.

Proposals evaluated as Unacceptable are ineligible for award.

Factor 2: Past Performance

The past performance evaluation will assess the offeror's record of relevant and recent contract performance to determine whether the offeror has demonstrated acceptable performance reliability.

In accordance with FAR 12.206, and FAR 15.101-2, the Government will query the Contractor Performance Assessment Reporting System (CPARS), the Supplier Performance Risk System (SPRS), and SAM.gov to review past performance and integrity records on relevant Federal and commercial contracts. No past performance submission is required from offerors.

Past Performance will be assigned an adjectival rating in accordance with Table 1-2 below:

R at in g

Description

A c c e pt

Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

a bl e

U n a c c e pt a bl e

Based on the offeror's performance record, the Government does not have a reasonable expectation that the offeror will successfully perform the required effort due to significant, uncorrected performance deficiencies.

N e ut ra l

The offeror lacks a record of relevant past performance or performance information is not available. In accordance with FAR 15.305(a)(2)(iv), an offeror without a record of relevant past performance may not be evaluated favorably or unfavorably and will be assigned a rating of "Neutral," which is treated as .Acceptable

Note: A rating of or is required in Factor 2 to be eligible for award.Acceptable Neutral

Factor 3: Price

Price will not be assigned an adjectival rating. In accordance with the simplified procedures for commercial acquisitions authorized under FAR 12.201-1, the Government will evaluate firm-fixed-price quotes submitted on the Attachment "Pricing Worksheet" using the commercial price analysis policies of FAR 12.209 and the evaluation techniques described in FAR 15.404-1 to determine that proposed prices are fair and reasonable, complete, and mathematically balanced.

(1) Total Evaluated Price (TEP) Calculation

The Total Evaluated Price used for the determination of price reasonableness will be calculated as the sum of all Contract Line Item Numbers (CLINs) for the Base Period plus all Option Periods (Option Years 1 through 4), combined with the price for the potential six-month extension of services evaluated in accordance with FAR Clause 52.217-8.

(2) FAR 52.217-8 Evaluation

To evaluate the pricing for the option to extend services under FAR Clause 52.217-8, the Government will add one-half (50%) of the offeror's proposed pricing for the final option period (Option Year 4) to the offeror's overall total proposed price. Offerors are not required to enter pricing for the six-month extension period on the bid schedule.

(3) Requirements Contract Framework

In accordance with FAR 16.503, the quantities listed in the solicitation and the pricing worksheet are estimates established for evaluation and solicitation purposes only. These estimated quantities do not represent a guarantee of purchase, and actual ordered quantities may vary based on the operational needs of Fort Riley.

ADDENDUM TO FAR CLAUSE 52.212-2 -- EVALUATION -- COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES

EVALUATION AND BASIS FOR AWARD

1. Overview of Governing Procedures

This acquisition is solicited under the authority of FAR Part 12 (Acquisition of Commercial Products and Commercial Services) in conjunction with FAR Part 13 (Simplified Acquisition Procedures).

The Government will utilize the Lowest Price Technically Acceptable (LPTA) source selection process in accordance with FAR 13.106-2 and DFARS 215.101-2-70. Award will be made on the basis of the lowest evaluated price among quotations meeting or exceeding the acceptability standards for non-price factors. Tradeoffs between price and non-price factors are not permitted.

One award will be made to the responsible offeror (quoter) whose quotation conforms to all solicitation terms and conditions, is rated Acceptable under all non-price factors, and offers the lowest total evaluated price (TEP) to the Government.

2. Evaluation Process and Basis for Award

Quotations will be evaluated on the following three evaluation factors:

Factor 1: Technical Capability Factor 2: Price Factor 3: Past Performance

1.

2.

3.

The selection process will follow these evaluation rules:

Technical and Past Performance Acceptability: Non-price factors (Technical Capability and Past Performance) will be evaluated on an Acceptable / Unacceptable basis. Quotations must be rated Acceptable in Factor 1 and Acceptable (or Neutral) in Factor 3 to be eligible for award.

Lowest Price: Among those offerors determined to be acceptable under all non-price factors and responsible in accordance with FAR Subpart 9.1, award will be made to the offeror submitting the lowest Total Evaluated Price (TEP).

No Ranking of Non-Price Factors: Quotations will not be comparatively ranked by non-price factors; no additional credit or preference will be given for exceeding minimum solicitation requirements.

3. Award Without Discussions

In accordance with FAR 52.212-1 and FAR 13.106-2(b), the Government intends to evaluate quotations and issue a contract award without conducting exchanges with offerors. Therefore, the offeror's initial quotation should contain the offeror's best terms from both a price and technical standpoint. However, the Government reserves the right to conduct clarifications or exchanges if the Contracting Officer determines them to be necessary and in the best interest of the Government.

EVALUATION FACTORS

Factor 1: Technical Capability

The Government will evaluate the offeror's Capabilities Statement to assess whether the quotation satisfies all requirements outlined in the Statement of Work (SOW). Specifically, the evaluation will determine whether the offeror clearly demonstrates:

1. Feasible logistics, hauling capacity, and supply chain readiness to meet the 10 calendar day advance delivery notice timeframe.

2. Ability to supply and deliver all four required types of aggregate materials specified in the SOW:

AB-3 (Aggregate Base Type 3) SA-1 (Select/Stabilized Aggregate) SS-5 (Screened/Special Sand) FA-3 (Fill Sand)

3. Capability to deliver materials directly to the designated Fort Riley, Kansas locations under FOB Destination terms.

Technical Capability will be evaluated on a pass/fail basis using the ratings established in Table 1- 1 below:

R a ti n g

Description

A c c e p t a b l e

Quotation clearly meets or exceeds all stated technical and delivery requirements of the solicitation. The Capabilities Statement demonstrates adequate logistics, hauling capacity, supply chain readiness, and delivery compliance for all four required aggregate types (AB- 3, SA-1, SS-5, and FA-3) to designated Fort Riley delivery locations within the required 10 calendar day advance notice timeframe.

U n a c c e p t a b l e

Quotation fails to clearly meet the minimum requirements of the solicitation. The Capabilities Statement is missing, incomplete, fails to address one or more required aggregate types, or fails to demonstrate sufficient logistics/hauling capacity within the required delivery timeframe. Any quotation receiving a rating of Unacceptable is ineligible for award.

Factor 2: Price

Price will not be assigned an adjectival rating. In accordance with FAR 12.209 and FAR 13.106-3(a), the

Government will evaluate the firm-fixed-price quotation submitted on the attached "Pricing Worksheet" for completeness, arithmetic accuracy, and price reasonableness.

(1) Total Evaluated Price (TEP) Calculation

The Total Evaluated Price used for the determination of price reasonableness will be calculated as the sum of all Contract Line Item Numbers (CLINs) for the Base Period plus all Option Periods (Option Years

1 through 4), combined with the price for the potential six-month extension of services evaluated in accordance with FAR Clause 52.217-8.

Offerors are not required to enter pricing for the six-month extension period on the "Pricing Worksheet".

(3) Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract Framework

In accordance with FAR 16.504 (Indefinite-Quantity Contracts) and FAR Clause 52.216-22 ( Indefinite Quantity), the contract resulting from this solicitation will be a Firm-Fixed-Price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract.

The quantities listed in the solicitation, Schedule of Supplies, and Pricing Worksheet are estimated quantities only and are established strictly for quotation evaluation and competitive pricing purposes. These estimated quantities do not constitute a representation, warranty, or guarantee by the Government that such quantities will be ordered.

The Government's legal obligation under the resulting contract is strictly limited to ordering the guaranteed contract minimum quantity/amount set forth in the contract schedule. Delivery or performance shall be made only as authorized by task or delivery orders issued in accordance with FAR Clause 52.216-18 (Ordering). The maximum aggregate quantity or dollar value of supplies ordered across the entire contract ordering period shall not exceed the stated contract maximum ceiling.

Factor 3: Past Performance

R at in g

Description

A c c e pt a bl e

Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Note: A rating of or is required in Factor 3 to be eligible for award.Acceptable Neutral
