Statement of Work Summary
This Statement of Work (SOW) defines requirements for a single-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for the procurement, hauling, and delivery of aggregate stone materials to multiple Directorate of Public Works sites at a military installation. The contract comprises a twelve-month Base Period, four consecutive twelve-month Option Periods, and an optional six-month extension. Individual delivery orders are historically estimated between 1,200 and 1,400 tons but will fluctuate based on operational demand with no guaranteed annual or per-order minimums. The Government's sole minimum purchasing obligation is $2,000.00 during the Base Period, with an aggregate ordering ceiling not exceeding $4,500,000.00 across all ordering periods and authorized extensions. This is a 100% total small business set-aside, requiring compliance with the Nonmanufacturer Rule (13 CFR § 121.406) that all aggregate materials be mined, quarried, or produced by a small business-owned quarry.
Four material types are required: AB-3 Aggregate Base (KDOT Section 1104) for heavy-duty tactical vehicle lanes; SA-1 Select Aggregate (KDOT Division 1100, Sections 1104/1111) with plasticity index between 4 and 12 for subgrade stabilization; SS-5 Screened/Special Sand for pipe bedding and utility trenches, deliverable only to Main Post Public Works Yard; and FA-3 Fill Sand for trench backfill and winter traction operations, deliverable only to Main Post North of Building 318 Salt Barn. All materials must conform to laboratory certifications (AASHTO or ASTM standards) per material source before initial delivery, with in-house quarry laboratory results acceptable and re-certification required only when the material source changes. Deliveries to three designated locations—Tank Gunnery Range South, Tank Gunnery Range North, Main Post Public Works Yard, and Main Post North of Building 318 Salt Barn—must occur Monday through Thursday between 0730 and 1600 hours, or Friday 0730 to 1430 hours on non-RDO days, with 24-hour advance notice required. All loads require certified weight tickets from state-certified public weighers, secure tarping for sand materials, and tight-bed vehicles to prevent material loss. Commercial aggregate haulers are restricted exclusively to the 12th Street Gate, and deliveries will not be accepted via Estes Gate, Henry Gate, or Parker Gate. The contractor is responsible for verifying load capacity of all bridges and culverts and bears sole expense for any resulting damage from weight limit violations. Invoices must be submitted electronically to the Supply Department with proof of delivery documentation, and payments are processed exclusively through Wide Area Workflow (WAWF) following complete and verified delivery; advance payments and progress payments are strictly prohibited, and option year pricing is fixed with no index-linked adjustments authorized.

1.STATEMENT OF WORK (SOW)
1.1 This Statement of Work (SOW) defines the requirements for the procurement, hauling, and delivery of various aggregate stone materials to multiple Directorate of Public Works sites. The primary objective is to maintain tactical trails, base road infrastructure, and erosion control measures essential for sustained mission readiness.
This contract is a single-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for aggregate materials, comprising a twelve-month Base Period, four (4) consecutive twelve-month Option Periods exercisable pursuant to FAR 52.217-9, and an optional extension not to exceed six (6) months pursuant to FAR 52.217-8. Deliveries shall be authorized exclusively through individual delivery orders issued on an as-needed basis to meet installation mission requirements. While individual delivery orders are historically estimated to range between 1,200 and 1,400 tons, actual quantities will fluctuate based on operational demand, and no annual or per-order minimums are guaranteed. Pursuant to FAR 52.216-22, the Government’s sole minimum purchasing obligation is a cumulative amount of $2,000.00, applicable exclusively to the Base Period, while the aggregate ordering ceiling across all ordering periods, authorized extensions, and surge requirements shall not exceed $4,500,000.00. As this procurement is a 100% total small business set-aside, the Contractor must comply with the Nonmanufacturer Rule (13 CFR § 121.406 and FAR 52.219-33), requiring that all aggregate materials furnished under this contract be mined, quarried, or produced by a small business-owned quarry.

6. Material Description and Unit Price per Ton.
7. Consolidated total of Net Weight from attached weight tickets.
8. Proof of Delivery (POD) signed by the receiving Site Manager or designated representative.
7. Delivery Vehicle Requirements: Aggregate & Sand
7.1 Vehicle Selection (BLUF)
The contractor is responsible for selecting and deploying vehicles that are compatible with both the material type (to prevent segregation/loss) and the specific delivery site terrain (e.g., paved depot vs. off-road tactical range). All vehicles must be "tight bed" to prevent material leakage during transit on public and military roadways.
7.2 Vehicle Type Matrix
Vehicle Type Capacity (Approx.)
Best Mission Application
Standard Dump Truck (Tri-Axle)
15 – 18 Tons Versatile: Best for tight delivery zones, motor pools, and small-scale utility repairs. Allows for "tailgate spreading."
End Dump Semi- Trailer
22 – 26 Tons Bulk Delivery: Best for high-volume stockpiling at Main Supply Depots. Requires high overhead clearance (25-30 ft) for tipping.
7.3 Operational Constraints & Requirements
1. Load Integrity (Tarping): All loads of Sand and SS-5 must be securely tarped from the point of origin to the delivery site to prevent wind-blown dust and moisture changes.
2. Bed Cleanliness: To maintain the Quality Control of "Washed Sand" or specialized SS-5, beds must be thoroughly cleaned of any previous debris, mud, or larger aggregates (like Rip-Rap) before loading.
3. Leakage Prevention: Vehicles must have secure, well-sealing tailgates. Any vehicle found leaking "fines" or sand onto public or installation roads will be turned away and may lead to a safety violation.
8. Site Access Safety & Bridge Protocols
8.1 Site Access Safety
• Overhead Hazards: End dumps are strictly prohibited from tipping near low-hanging power lines, communication cables, or inside maintenance bays.
• Off-Road Capability: For deliveries to Tank Gunnery Range South (Range 18) and Tank Gunnery Range North (MPRC), vehicles must be equipped with high-clearance axles.
The Government is not responsible for towing contractor vehicles that become stuck due to improper equipment selection.
• Weight Limits: The contractor must ensure the vehicle's "Gross Vehicle Weight" (GVW) does not exceed the load ratings for bridges or culverts leading to the delivery point.
8.2 Bridge and Culvert Weight Limit Protocols
• Typical Maximum Gross Vehicle Weight (GVW): 80,000 lbs (40 Tons) for standard
5-axle tractor-trailers.
• Axle Limits: Generally, 20,000 lbs for a single axle and 34,000 lbs for a tandem axle.
• Military Load Classification (MLC): Some bridges may be marked with MLC circles (e.g., "MLC 40" or "MLC 70"). The contractor must ensure their vehicle's equivalent MLC does not exceed the posted limit.
• Posted Limits: The contractor is strictly prohibited from crossing any bridge or culvert with a posted weight limit lower than the vehicle's current GVW.
8.3 Weight Compliance
Structural Load Limits
• "The Contractor shall be responsible for verifying the load capacity of all bridges, culverts, and improved/unimproved surfaces along the delivery route."
• "Prior to commencement of work, the Contractor may request a 'Haul Route Approval' from the Contracting Officer's Representative (COR) or Installation DPW."
• "Damage to any bridge, culvert, or roadway resulting from the Contractor's failure to adhere to posted weight limits or engineering load ratings shall be repaired at the Contractor's sole expense."
