About this file
This file is a Questions and Answers (Q&A) document for federal contract solicitation W911RX27QA002, issued by the U.S. Army to procure aggregate materials for military installation use. The solicitation is a total small business set-aside under NAICS 212321 (mining), structured as a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base period plus four option years. The Government will evaluate options for award and anticipates a potential 6-month extension. The contract minimum is $2,000.00 at basic award, with no guaranteed annual quantities beyond this minimum; individual task orders are estimated at 1,200 to 1,400 tons depending on mission requirements and will be fully funded upon issuance using appropriate fiscal year appropriations. Aggregate materials must be sourced from small business-owned quarries with no SBA class waiver available.
The solicitation includes four contract line items (CLINs): CLIN 0003 (SA-1 crushed stone/gravel conforming to KDOT Division 1100, Sections 1104/1111 with 2.0–3.0 inch maximum top size and Plasticity Index between 4 and 12); CLIN 0005 (FA-3 Fill Sand meeting standard FA-3 gradation with ≤5.0% passing No. 200 sieve on a washed basis, maximum 6% delivered moisture); SS-5 (Fine Aggregate with complete gradation envelope from No. 4 through No. 200, acceptable as clean natural sand or manufactured sand from crushed limestone with ≤5.0% No. 200 pass and minimum Sand Equivalent of 45); and AB-3 (Road Base). Deliveries occur at three installation points (MPRC, Range 18, and Main Post) with operational hours of 0730–1600 Monday through Thursday and 0730–1430 on non-RDO Fridays; the only acceptable gate for commercial haulers is the 12th Street gate. Delivery must commence within 10 days of task order signature with 10-day advance notice required. Laboratory certification from either in-house or third-party accredited laboratories is acceptable with one certification per material source before initial delivery; physical samples are not required during evaluation. The submission deadline is 6:00 PM Central Daylight Time on November 13, 2026, with an anticipated January 1, 2027 contract start date. Payment terms are Net 30 on delivery completion via WAWF only, with no advance or progress payments permitted.

1. SOW Section 2.1 and Section L refer to FA-3 Fill Sand, while SOW Section 3.3 reproduces an FA-1 curve with general FA-3 tolerances. Please clarify the controlling sieve limits for CLIN 0005, including the higher No. 100 and No. 200 sieve tolerances.
ANS: SOW Section 3.3 is amended to remove the FA-1 baseline curve. CLIN 0005 shall conform strictly to Standard FA-3 Fill Sand gradation (3/8 in.: 100%, No. 4:
97±3%, No. 8: 80±15%, No. 16: 50±20%, No. 50: 25±15%, and minus No. 200 not to exceed 5.0% on a washed basis).
2. The SOW lacks complete gradation requirements for SS-5 (beyond "100% passing No. 4 sieve"). Please provide the complete sieve requirements (percent passing, including No. 200 limits) and confirm whether SS-5 must be natural sand or can be crushed limestone screenings.

ANS: SS-5 Material and Gradation Clarification:
Fine Aggregate SS-5 shall conform to the complete gradation envelope specified in the table above. SS-5 may consist of clean, washed natural sand, or manufactured sand produced from crushed limestone screenings. If crushed limestone screenings are utilized, the contractor must provide certified laboratory test results demonstrating a washed No. 200 sieve pass of ≤ 5.0% and a minimum Sand Equivalent (SE) value of 45.
3. Please provide the specific gradation parameters or the KDOT (Kansas Department of Transportation) standard reference section that applies to SA-1.
ANS: SA-1 Aggregate Compliance: All material supplied under CLIN 0003 (SA-1) must consist of 100% crushed stone or crushed gravel conforming to the physical quality requirements of KDOT Division 1100, Section 1104 / Section 1111
The contractor shall submit washed sieve analysis reports (AASHTO T 27/T 11) and Plasticity Index (PI) certifications verifying a PI strictly between 4 and 12 from an accredited laboratory prior to initial delivery.
4. For AB-3 (Road Base), will the Government accept material meeting Missouri DOT (MoDOT) Type 5 specifications as an equal alternative to KDOT Section 1104?
ANS: No, the MoDOT Type 5 specification is not an equal alternative.
5. Will physical material samples be required during the evaluation phase to determine technical acceptability, or is laboratory certification documentation sufficient?
ANS: Laboratory Certification is sufficient
6. Since this is a total small business set-aside under a mining NAICS, the nonmanufacturer rule (13 CFR 121.406) applies. Does the Government anticipate requiring the aggregate to be sourced from a small business-owned quarry, or does a Small Business Administration (SBA) class waiver apply to these materials?
ANS: There is no SBA class waiver for NAICS 212321, the requirement must source aggregate materials from a small business-owned quarry
7. SOW paragraph 2.1 requires AASHTO/ASTM lab certification. Will the Government accept certifications issued by the producing quarry’s in-house laboratory, or does it require independent, third-party laboratory testing?
ANS: In-house Laboratory results are acceptable
8. Is one laboratory certification per material source sufficient before the initial delivery (with re-certification only if the source/quarry changes), or is certification required for every individual material lot/delivery order?
ANS: One laboratory certification per material source before initial delivery is acceptable
9. The solicitation documents contain conflicting terms, referencing both a "Requirements Contract" and FAR 52.216-22 "Indefinite Quantity". Please clarify the governing contract type for this award.
ANS: The contract will be awarded as a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ), Base plus four option periods
10. Please confirm whether there is a guaranteed annual or contract-minimum quantity, and provide the typical/expected size of individual task orders.
ANS: While individual task orders remain subject to the order limitations set forth in FAR 52.216-19 (including the $2,000.00 minimum order threshold), this is an indefinite-delivery contract where specific order placement is based on actual Government needs. Consequently, beyond the guaranteed contract-minimum of $2,000.00 identified in the SOW and Special Contract Requirements (applicable only to the Base Period), the Government does not guarantee annual or maximum quantities. Typical individual task orders are estimated to be approximately 1,200 to 1,400 tons depending on actual mission requirements, and will be subject to the updated 10-day advance delivery notice.
11. Is this requirement anticipated as a one-time purchase, a seasonal purchase, or a multi-year recurring contract with option periods?
ANS: This will be a base plus four option year FFP / IDIQ contract.
12. Combined page 113 indicates the Government will evaluate the base year, four option years, and a 6-month extension (under FAR 52.217-8). However, Section M also lists FAR 52.217-3 (Evaluation Exclusive of Options). Please confirm the exact evaluation method to be used for award.
ANS: 52.217-3 has been removed and replaced with FAR 52.217-5 (Evaluation of Options) the Government plans to evaluate the options for award
13. A primary regional supplier does not support FAR Net 30 payment terms (demanding a 30% advance on acceptance / 70% before delivery for orders >500 tons) and will only price Option Years (2028-2031) at the start of each period. Will the Government amend the solicitation to allow progress/advance payments and index-linked price adjustments for option years?
ANS: No, we only process payments into WAWF when deliveries are complete
14. The SOW lists two Main Post delivery sites (Public Works Yard NE Corner, and north of Bldg 318 Salt Barn), but the pricing workbook lists only one "Main Post" pricing line per material. Please confirm if a single flat haul rate should be proposed for Main Post, or how the anticipated tonnage will be split between these two delivery points.
ANS: When we have a requirement we will submit a Task order. We will clarify where on Main Post the Aggregate will go. Only SS-5 will go to the Public Works Yard NE Corner and Only Sand will go North of Bldg 318 Salt Barn) If the contractor wants to propose a single flat haul rate to Main Post we would not have a problem as these 2 sites are close to each other, different aggregates, however.
15. To ensure hauling subcontractors can calculate accurate transit times and fuel costs, can the Government provide exact street addresses or GPS grid coordinates for the Range 18 and MPRC drop-off points?
ANS: We can provide this information if required (GPS grid coordinates will not be be provided).
16. The Special Contract Requirements (Sec 9.2) cite the 12th Street or Estes Gates, while the "Important Delivery Information" section cites 12th Street or Parker Gates.
Please clarify which gates apply to commercial aggregate haulers.
ANS: The only acceptable gate for commercial haulers is the 12th Street gate.
17. The Special Contract Requirements (Sec 9.2) cite weekday operational hours of 05:00 to 19:00, while the "Important Delivery Information" section cites 05:00 to 18:00. Please clarify the correct hours for aggregate deliveries.
ANS: Hours of aggregate deliveries are 0730 to 1600 Monday thru Thursday, 0730 to 1430 on Non-RDO Fridays.
18. Approximately how many distinct delivery points are anticipated on base, and will the Government provide the specific installation credentialing, rapid gate access, or escort requirements with the final RFQ?
ANS: There are 3 distinct delivery points, MPRC, Range 18, and Main Post. Access can be resolved when required
19. Beyond standard FAR and SBA limitations on subcontracting, are there any agency-specific or base-specific limitations regarding subcontracting out the hauling and delivery portion of this contract?
ANS: No, there are no additional agency or base specific limitations.
20. May a qualified small-business prime use committed quarry suppliers and independently contracted carriers for material production, certification and trucking while retaining prime responsibility? Is there a specific manufacturing/nonmanufacturer or own-quarry requirement?
ANS: The aggregate materials must be sourced from a small business-owned quarry
21. For the requirement to commence delivery within five business days of a call order, are partial/truckload deliveries permitted and are any additional installation gate/escort approvals required beyond 24-hour advance delivery coordination?
ANS: We will only want deliveries to begin once the Task Order is signed by the contractor. If the call order begins 10 days after the task order is signed, then deliveries can begin if coordination has been made with the Road and Grounds department or with the Supply Supervisor. We have guidelines on times we are open and we must make sure an operator is at the site to push piles as they come in and to receive invoices. No additions to installation gate/escort approvals.
22. SA-1: Please identify the controlling written gradation/size standard for the SA-1 line
(CLIN 0003), including whether a 3-inch D50 under KDOT Table 1114-2 is required.
Would 4-inch D50 ditch liner be acceptable, or must the product satisfy the stated 3-inch D50 requirement precisely?
ANS: CLIN 0003 (SA-1) Specification: Material must consist of 100% crushed stone or crushed gravel conforming to the physical quality requirements of KDOT Division 1100, Section 1104 / Section 1111 (uncrushed sand-gravel is prohibited).
To ensure the aggregate achieves the required 95% to 100% compaction density, the material must be well-graded down to fines in accordance with the following parameters:
• Maximum Top Size: 2.0 to 3.0 inches (100% passing).
• Gradation Distribution: Well-graded distribution containing intermediate aggregates (3/4" and 3/8"), sand-size matrix (No. 4), and a Plasticity Index (PI) strictly between 4 and 12 (requiring cohesive No. 200 mineral dust).
Open-graded riprap or ditch liner under KDOT Section 1114 is not acceptable.
23. Sand: For CLIN 0005, does the Army require natural fill sand FA-3, another grade, or an identified KDOT/ASTM standard? Please confirm the mandatory sieve, moisture, and purity tolerances.
ANS: For CLIN 0005, the contractor shall provide natural fill sand conforming to FA-3 in accordance with KDOT Division 1100 (Section 1107 Aggregates for Backfill). Sieve gradation must meet standard FA-3 specifications with no more than 5% passing the No. 200 sieve. Material must be clean, free from organic impurities and clay balls, and maintain delivered moisture not exceeding 6%. Certified laboratory gradation and purity test results must be submitted to and approved by the Contracting Officer / DPW prior to the first delivery.
24. Substitutions and sourcing: May the contractor use different compliant quarry sources for separate CLINs? Will any alternative gradations be considered only following a formal solicitation amendment or written Contracting Officer approval?
ANS: Yes, the contractor may use different compliant quarry sources for separate CLINs. Alternative gradations are only possible following a formal amendment and Contracting Officer approval.
25. The Special Contract Requirements request access forms ten days before initial performance while the SOW requires delivery commencement within five business days after an order; how should a newly approved delivery driver meet both provisions?
Ans: The delivery commencement has been updated to ten (10) days.
26. The posted Statement of Work (SOW) is headed with solicitation number W911RX- 26-Q-A032. Please confirm that this is the correct, controlling SOW for the current solicitation W911RX27QA002.
Ans: W911RX27QA002 is the correct Solicitation number and the corrected Statement of Work has been added.
27. The solicitation cover page indicates a closing time of November 8, 2026, at 12:00 AM CDT, while the SAM.gov notice records November 8, 2026, at 12:00 AM (00:00) CST (UTC-6). Please clarify:
o The exact date, time, and time zone that govern submission.
o Whether "12:00 AM" refers to the beginning (00:01) or the end of November 8.
Ans: The solicitation submission deadline has been extended. Submissions must be submitted no later than 6:00 PM Central Daylight Time (CDT) on 13 November 2026.
28. The solicitation instructions require submission of a completed, signed SF1449 and reference Block 8. However, the form itself is not present in the 114-page combined solicitation attachment. Please provide the standalone SF1449 form or clarify where it is located.
Ans: The proposal shall be submitted on the Combined Synopsis / Solicitation.
29. Please confirm whether the Government expects this requirement to be fully funded prior to the anticipated January 1, 2027 start date.
Ans: As an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract, this requirement is not funded in its entirety at basic contract award. In accordance with federal fiscal law and FAR Part 16, the Government is only required to obligate funds to cover the guaranteed contract minimum ($2,000.00) at the time of basic award.
However, as individual Task Orders (TOs) or Delivery Orders (DOs) are subsequently placed, each order will be fully funded at the time of issuance using the appropriate fiscal year appropriations.
