Amendment #10 (04 Sept 2015) to Combined Synopsis/Solicitation #FA9300-15-R-0001
This amendment is to address the Oral Presentation to be conducted in accordance with Section L of the Combined Synopsis/Solicitation. The Government will schedule Oral Presentations in an as yet undetermined order, to be held at a yet to be determined time on the 21st, 22nd or 23rd of September 2015 at AFRL/RQ-West, Edwards AFB. Upon receipt of a proposal, the Government will immediately notify the offeror of their scheduled day and time for their Oral Presentation.
Additionally, this amendment also addresses a question received from a potential offeror regarding the Oral Presentations. Therefore, Question and Answers Set #7 is provided with this amendment.
Guidelines for the Oral Presentation can be found in the original Combined Synopsis/Solicitation. Unless otherwise noted herein or within one of the previous amendments, the Combined Synopsis/Solicitation remains unchanged and in full force and effect.

This amendment is to address/provide the following items based on Questions and Answers (Q&As) received from potential offerors:
1. Provide Question & Answer Set #6
2. Provide updated Page #13 to Combined Synopsis/Solicitation Attachment #8, "Section L - Part III: Proposal Preparation Instructions (PPI) and Information to Offerors (ITO)"
3. Provide updated Page #7 to Combined Synopsis/Solicitation Attachment #9, "Evaluation Criteria & Factors For Award"
Additionally, this amendment rescinds information provided in Combined Synopsis/Solicitation Amendment #8 pertaining to scheduling of offerors Oral Presentations. The Information provided in Combined Synopsis/Solicitation Amendment #8 is hereby rescinded in its entirety. Oral Presentations will be scheduled IAW the guidelines provided in Section L Paragraph L.2.1.5.2.

Amendment #2 (04 Aug 2015) to Combined Synopsis/Solicitation #FA9300-15-R-0001:
This amendment is to address additional details on the ASTROS Site Visit to be held 14 Aug 2015. Unless otherwise noted herein, the information contained in the original FBO Combined Synopsis/Solicitation post (as well as Amendment #1) is still applicable.
SITE VISIT PARTICIPATION: Participation in the 14 Aug 2015 Site Visit is not mandatory.
SITE VISIT EXPECTATIONS: The ASTROS site visit will be similar to the Industry Day bus tour held July 2014. This visit will be conducted as a scripted windshield tour to ensure the same information is provided to each interested party. All attendees will remain within the guide vehicle, as current/on-going testing is being conducted at the different AFRL locations which prohibit walking tours. No photography is permitted at any point on the Site Visit. All questions concerning the Site Visit will need to be submitted through AFTC/PZR Contracting point of contact (POC) provided below. Additional ground rules will be provided the day of the Site Visit upon checking and meeting the Government POC. The anticipated Site Visit tour length will be one hour or less.
ATTENDEE CANCELATION(S): If at any point a(n) attendee(s) wishes to cancel their participation in the Site Visit, please contact the Government POC to notify him of the person(s) who wish to be removed from the attendee list.

Amendment #1 (03 Aug 2015) to Combined Synopsis/Solicitation #FA9300-15-R-0001:
This amendment is to address additional details on the ASTROS Site Visit to be held 14 Aug 2015. The following Sections from the original notice are hereby updated/added and supersede any prior information.
ACCESS TO THE FACILITY: The AFRL/RQ-W facility is restricted to approved visitors only. In order to attend the Site Visit, visitors must complete and return a Visitor's Pre-Announcement Notification by 4:00pm PDT Friday 07 August 2015 in order to allow adequate time to process the notification and grant access to the facility.
INFORMATION TO BE PROVIDED TO THE GOVERNMENT: Please note that the number of personnel from each company attending the Site Visit is restricted to a maximum of 3 individuals. All attendees must be US citizens or permanent residents. All requestors need to submit the PDF document titled "Visitor's Pre-Announcement Notification TEMP Modified 28 Jul 2014," which is provided with Amendment #1 to this Combined Synopsis/Solicitation. All attendees are required to complete and submit the following sections of the form; "FROM," "...employed by," and sections "a" thru "d" of the form. Any attendees who have previously submitted requests to the Government to attend the Site Visit are required to complete/submit the form as well.
GOVERNMENT POINT OF CONTACT: Please provide the above information by email to Mr. Joshua Vasquez, joshua.vasquez.5@us.af.mil, no later than 4:00pm PDT on 07 August 2015. Access to AFRL/Edwards AFB may be denied to any individual not listed as a scheduled attendee. All individuals entering Edwards AFB must be in possession of a valid US Photo ID.
FURTHER INFORMATION: The Government will respond to attendee requests with additional information once the required PDF form has been submitted to the above mentioned POC.

ASTROS Site Visit:
GENERAL INFORMATION: The Air Force Research Laboratory, Propulsion Directorate (AFRL/RQ-W), Edwards AFB, CA is hosting a site visit for the Aerospace Systems Technical Research and Operations Services (ASTROS) requirement. The site visit is scheduled for 14 August 2015 at the AFRL Rocket Science Center (RSC) Building 8424 Edwards AFB, CA 93524.
ACCESS TO THE FACILITY: The AFRL/RQ-W facility is restricted to approved visitors only.
