Combined Synopsis/Solicitation #FA9300‐15‐R‐001 (ASTROS) Questions and Answers Set #2
# SECTION TITLE QUESTION Government Response 25 General The questions & Answers to the draft ASTROS RFP posted on
3/9/15 indicated that the Government would include FAR Clause 52.250-1 Indemnification Under Public Law 85-804 in the final RFP.
In reviewing the final RFP it does not appear that FAR 52.250-1 was included. Will the Government be including FAR 52.250-1 with an amendment to the final RFP?
This clause and Alt I to it were mistakenly left out of the Combined Synopsis/Solicitation and will both be included. This change will be reflected in the contract award.
26 PWS 3.1.5 Performance Work Statement
PWS 3.1.5 states “The contractor shall obtain/maintain the appropriate security clearance for all efforts IAW DD254.” Are proposed subcontractors required to have an existing clearance at proposal submittal or may they obtain the required security clearance after award?
Contractor and subcontractor must have all clearances required by the DD254 prior to award/start of contract.
27 Section I Contract Clauses AFFARS 5352.209-9000 Organizational Conflict of Interest Alternate I (Oct 2010) (a)(2)(i). In looking at the PWS it does not appear that the Offeror will be developing specifications for items to be sourced in competitive bids. Is this clause applicable to this solicitation?
If this clause is applicable, would the govt. please provide examples of such scenarios as it pertains to ASTROS?
This answer supersedes the answer provided by the Government to #16 of Q&A Set #1, provided on FBO 13 Aug 2015 via Amendment #3 to the Combined Synopsis/Solicitation.

5352.209-9000 Organizational Conflict of Interest (Oct 2010);
