# SECTION TITLE QUESTION Government Response 1 L.III.2.1.5.2 Oral Presentations RFP Section L.III.2.1.5.2 states “The offeror is required to submit ten paper copies of the briefing charts on the proposal due date.” There is no instruction on how this is delivered. Does the government want it as a separate attachment to Volume II Technical Original with the 10 copies in the attachment? Does thegovernment want a separate 3 ring binder with the 10 copies in it and treated as a separate volume, but not listed in RFP Table 2.2? Does the government also want an electronic copy of the Oral Presentation slides?
The oral presentation slides will be delivered as part of Volume II.
The government does not want 10 copies in 3 ring binders delivered separately. The oral presentation slides are to be delivered IAW with paragraph Section L, paragraph 2.3 Electronic Offers.
2 L.III.4.2.6.5 Bidders Library RFP Section L.III.4.2.6.5 states “Provide and present your method to achieve compliance with AFRLI 21-101 Logistics Maintenance Management (bidders library).” With the release of RFP, there was not a bidders library, no instruction on how to get bidders library, or release of the AFRLI21-101 document with the RFP. Will the government provide AFRLI21-101 and/or access to the Bidder’s Library?
The government will post the necessary documents in the bidders library on FBO with the next solicitation amendment.
3 L.III.7.1 Model Contract RFP Section L.III.7.1 states “. The offeror's proposal shall include an original signed copy of the Model Contract, and Sections A through K. This includes the following:” RFP Instruction only states to include Section A, B, and K. Are those the only sections the government wants in Volume V? Or do we include all Sections A through K in Volume V?
The government will change the wording in RFP Section L.III.7.1 to state that "The offeror's proposal shall include an original signed copy of the Model Contract, and Sections B and K."
4 L.5.4.1 Teaming Agreements RFP Section 5.4.1 states “A copy of the teaming or joint venture agreement for the contract must be provided with the contract documentation volume.” Yet in Volume V Contract Documentation, there is no instruction to include teaming agreements in this volume.
Can the government please clarify if you want a copy of all TAs for teaming for this solicitation? If so, what volume do you want them in and in what Section?
The government will add paragraph 7.1.5 to Section L-III which will read "If the offereor has proposed a Teaming/Joint Ventures as listed in paragraph 5.4.1, the offeror will include a copy of these in Volume V- Contract Documentation"
Combined Synopsis/Solicitation #FA9300‐15‐R‐001 (ASTROS) Questions and Answers Set #1 Page 1 of 5
5 L.5.3.1 Teaming Agreements In Section 5.3.1, it states “If a referenced contract was performed as part of a teaming or joint venture partnership, the offeror must thoroughly explain the relationship of each partner (e.g., managing partner under the contract submitted). For joint venture agreements, define the relationship as it relates to performance of the services by each of the partners. A copy of the team and/or joint venture agreement for the contract must be provided with the past performance volume. The joint venture agreement will not count toward established page count limitations.”
Please clarify what the government needs for each past performance contract in order to meet this requirement? Do we just need to explain what our work performed is on the contract if we are a subcontractor and not a prime?
The information the government is expecting in the Past performance area will be provided by inclusion of the joint venture agreement.
The joint venture agreement should throughly explain the relationship of the parties including roles and responsibilities and delineation of work product.
6 L.III 2.1.1 Model Contract, Point of Contact
Point of contact list Mr. Jeffory Mohan as the sole focal point for the acquisition but the SF 33 shows Joshua Vasquez as the CO. Will the SF 33 be updated to reflect Mr. Mohan?
Block #7 of the Standard Form 33 lists the point of contact who initiated the action in the Contract Writiing System. The Contracting Officer is listed in Block #26 of the form.
7 SF 33 DPAS Rating What is the DPAS Rating of “N”? Does the Government mean N/A? The government will update the DPAS rating on the SF33 to read DO-C9, which will be reflected in the award SF33.
8 L.2.4 Distribution In Section 2.4 it states (2.4 Distribution “Be sure to advise the Administrative Contracting Officer (ACO) and the Defense Contract Audit Agency (DCAA) for prime and subcontractors that the proposal is "For Official Use Only" and "Source Selection Information--See FAR 2.101 and FAR 3.104.”). There was no instruction to send copy of Volume IV to the ACO or DCAA. Can the Government clarify what is meant by “Advise ACO and DCAA”?
Should this be removed?
The ACO for this proposal is the same office as the procuring contracting office. There is no requirement to advise the Administrative Contracting Officer (ACO) and the Defense Contract Audit Agency (DCAA) for prime and subcontractors that the proposal is "For Official Use Only" and "Source Selection Information--See FAR 2.101 and FAR 3.104.” This statement will be removed in the next solictation amendment.

Some examples of Davis Bacon labor are construction related activities involve the first time (initial) build-up that include, but are not limited to: carpet laying/installation, post-construction clean-up, demolition, material fabrication, painting, piping/tubing, pouring concrete, steam/sandblast cleaning, trenching, electrical wiring, welding, as well as initial component buildup.

12 Award Fee Plan, Annex 2
Award-Fee Allocation by Evaluation Periods
Annex 2 contains a table which shows a 5% award fee percent. Are offerors directed to propose 5% award fee? In Cost Model, it states the following in instruction “9 - Award Fee Rate: Input your proposed Award Fee rate. The proposed rate can be up to but not exceeding 8.00%”
Recommendation: If government is going to direct award fee percentage, please provide the directed fee in Section L.III Atch 8, para 6.3.3.
That column of Annex 2 refers to the percent of the overall Award Fee (AF) which could be earned. There are 20 AF periods overall for the 10 year contract life, and for example if the total AF available covering those 20 AF periods was $100,000 then each AF period be $5,000.00.

If there is a charge, will the Government provide the costs so that offerors can include these charges in the cost volume cost model Attachment L-3?
This clause is for charging the contractor a rental fee for using GFP for non-governmental purposes. Since GFP in the ASTROS program is for governmental purposes, and the contractor will not use the ASTROS program GFP for non-governmental purposes, there will be no charges associated with the use of government property and as such, no cost will be provided for offereors to include in Attachment L-3.
