This Operating Instruction (OI) implements Air Force Policy Directive (AFPD) 32-70, Environmental Quality and AFI 32-7086, Hazardous Materials Management. This OI DOES NOT apply to the Propulsion Directorate located at Wright Patterson Air Force Base, OH. The purpose of this supplement is to provide environmental, security, safety, and purchasing requirements for the entire process of HM acquisition via commercial carriers; i.e., FEDEX, UPS, DHL, Yellow Freight at RZ-W, Edwards AFB. This OI provides guidance in ordering research chemicals or other Hazardous Materials (HM) and sets forth guidelines for HM transport and delivery for all Propulsion Directorate (RZ) facilities at Edwards Air Force Base (EAFB), CA. All government and contractor personnel working within RZ facilities located at EAFB shall comply with the guidelines and policies set forth in this instruction. Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF IMT 847, Recommendation for Change of Publications;
route AF IMT 847s from the field through the appropriate functional chain of command. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with AFMAN 33-363, Management of Records, and disposed of in accordance with the Air Force Records Disposition Schedule (RDS) located at https://afrims.amc.af.mil/. The use of the name or mark of any specific manufacturer, commercial product, commodity, or service in this publication does not imply endorsement by the Air Force.
SUMMARY OF REVISIONS:

1.0. INTRODUCTION:
1.1. This supplement identifies the approved process to allow incoming HM shipments by commercial carriers.
1.2. All HM shipped to AFRL must have an approved HM license. The HM license AF
Form 3952, Chemical Hazardous Material Request/Authorization, is obtained through the RZ-W HM Pharmacy.
1.3. All incoming HM will be delivered to Logistics Material Control Activity (LMCA) Building 8460.
2.0. LIMITATIONS OF THIS SUPPLEMENT:
2.1. This supplement is limited to commercial carriers that transport HM that are shipped per the Code of Federal Regulation (CFR) 49 to RZ-W, Edwards AFB.
2.2. This supplement is not approved for use for Class 1, Division 1-6 explosives or any other hazardous energetic materials, Department of Transportation (DOT) Classes 2 through 9 that will be used for propulsion of rocket motors, missiles, or other related devices per AFMAN 91-201, Explosive Safety Standards.
2.3. This supplement is not approved for single ingredients that are intended to be formulated into a propellant, explosive or explosive initiating device.
3.0. RESTRICTIONS:
3.1. If this supplement is not followed, the incoming HM carrier and the HM will be denied access to RZ-W.
3.2. HM are not allowed to be shipped to RZ-W without an approved current HM license.
3.3. If the HM is delivered to RZ-W without a valid HM license and approved Purchase Request (PR) through LMCA, the package will be reported as a suspect item to RZ-W Security Forces. Security Forces will take over and follow their established protocol.
4.0. PROCEDURES:
4.1. OBTAINING AN HM LICENSE:
4.1.1. All HM shipped to RZ-W must have an approved HM license. The HM license AF Form 3952 is obtained through the RZ-W HM Pharmacy.
4.1.2. Any organization wanting to purchase HM requires an approved HM license.
4.1.3. The HM license request will be coordinated through the RZ-W HM Pharmacy. The RZ-W Pharmacy has electronic copies of all HM Licenses either in

HMMS or the 3952 database.
4.1.4. Once the HM license request has been approved, the RZ-W HM Pharmacy will use the number assigned to each license.
4.1.5. The RZ-W HM Pharmacy will inform the requester that the HM license has been approved.
4.1.6. The requester will review the HM license for all restrictions that apply.
4.1.7. The requester will provide the organization’s buyer the approved HM license number.
4.2. HM PURCHASE REQUEST:
4.2.1. Once the approved HM license is obtained from the RZ-W Pharmacy, the requester will submit their purchase request to the Pharmacy for approval. The purchase request must have the following information:
4.2.1.1. The manufacturer’s Material Safety Data Sheet (MSDS) must be attached to the purchase request.
4.2.1.2. The manufacturer identified on the approved HM license must be the same as that on the purchase request except for items approved by the Pharmacy.
4.2.1.3. The vendor and carrier.
4.2.1.4. The delivery date.
4.2.1.5. RZ-W delivery point Bldg 8460 (LMCA), unless an alternate location has been approved.
4.2.1.6. Name, branch and duty phone of the person receiving the item.
4.3. LMCA REVIEW:
4.3.1. The requestor must provide a copy of their approved HM license, MSDS and purchase request to LMCA.
4.3.2. If all items are in compliance, LMCA will validate the purchase request.
The following information must be annotated on the purchase request package:
4.3.2.1. Pharmacy approval

4.3.2.3. Vendor and carrier
4.3.2.4. Delivery date
4.3.2.5. Quantity
4.3.2.6. Manufacturer
4.3.3. LMCA will provide the warehouse personnel a copy of the HM license package.
4.3.4. LMCA will maintain copies of all processed requests and related messages on file until the shipment is complete.
4.4. ORDERING OF THE HM:
4.4.1. The HM ordered must be from the vendor listed on the purchase request.
4.4.2. The buyer ordering the HM will notify the carrier that the HM will be shipped to RZ-W delivery point Bldg 8460 (LMCA).
4.4.3. The buyer will notify the vendor of AFRL delivery hours (0730-1530).
4.4.4. If the vendor changes the carrier, the buyer must notify LMCA immediately.
4.4.5. If the HM manufacturer is not the same as that reflected on the HM license, the HM cannot be ordered unless the change was approved by the Pharmacy.
4.4.6. It is the duty of the buyer to notify LMCA of the delivery date and of any changes to the information contained in the HM purchase request package.
4.4.7. If the HM order is canceled, the buyer will notify LMCA.
4.5. DELIVERY OF HM TO LMCA:
4.5.1. LMCA Material Handling Unit (MHU) is notified when the HM commercial delivery vehicle has arrived at the RZ-W Main gate.
4.5.2. Once LMCA MHU is notified of the HM delivery vehicle at the RZ-W Main gate, they will dispatch a person to meet the vehicle and escort them back to LMCA or the alternate destination as approved by the LMCA Chief.
4.5.3. LMCA will validate that the carrier and the HM are the same as those listed on the purchase request before off-loading the HM at either LMCA or the alternate destination as approved by LMCA MHU.

4.5.4. If there are any discrepancies between the purchase request listed carrier and the HM that arrived at LMCA, the HM requestor and RZ-W HM Pharmacy will be notified and the shipment may be refused.
4.5.5. If the discrepancy is the wrong carrier or amount of HM, LMCA MHU will request that the buyer determine the cause of the discrepancy, correct the paperwork to reflect the true HM carrier or amount and ensure the discrepancy is not repeated for future orders.
4.5.6. If the discrepancy is the wrong HM, LMCA may refuse the shipment.
4.6. PICKING UP THE HM FROM FACILITY 8460 (LMCA) OR THE
ALTERNATE DESTINATION AS APPROVED BY THE LMCA CHIEF:
4.6.1. LMCA MHU will notify the organization that their HM has arrived and is ready for pickup. The Pharmacy will also be notified that HM has arrived.
4.6.2. Privately Owned Vehicles are not allowed to transport HM.
4.6.3. The HM requestor or designated representative will go to LMCA or the alternate destination as approved by the LMCA Chief to sign for and pick up the item immediately.
4.6.4. The HM must be taken to the RZ-W Pharmacy to be entered into the HM Management System (HMMS) or to their representative for Cispro tracking if they used the 3952 database.
4.6.5. If the HM is not picked up by 1500 hours, LMCA MHU will request the RZ-W Pharmacy transport the HM from LMCA or the alternate destination as approved by the LMCA Chief and store it at the Pharmacy before the end of the day.
4.6.6. The Pharmacy manager will notify the organization that they have the HM.
4.7. CONFLICT WITH INSTRUCTIONS/REGULATIONS. If a conflict arises with this supplement and any other instruction and or regulation, the more stringent guideline will apply until resolved by the RZ-W Chief of Security and the RZ-W Chief of Facilities Operations, ESOH.
