DUE TO FISCAL YEAR CHANGE, THE SOLICITATION NUMBER WAS CHANGED AND ANY SUBSEQUENT POSTINGS AND CORRESPONDENCES REGARDING ATS-2 MAY BE FOUND UNDER THIS NEW SOLICITATION NUMBER.

The Targets Management Office (TMO) located at Redstone Arsenal, AL, reports to the Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS) in Orlando, FL. TMO's mission is to provide all types of aerial target systems for the US Army, other Department of Defense (DOD) customers, and foreign clients. Efforts to accomplish this mission include acquisition of aerial targets, aerial target subsystems, ground support equipment and spares, flight operations, training and planning; and modification to existing aerial target systems to meet evolving requirements for research and development, test, and training support. The proposed five-year Indefinite Delivery, Indefinite Quantity acquisition will be solicited on a full and open competitive basis.
TMO is looking for contractors who can support test and training requirements for Research, Development, Test and Evaluation (RDT&E), production and provision of materials, technical flight and field support, and logistical support for aerial target programs managed by the TMO. Research, design, development, production, technical flight and field support, and logistical support are required for aerial target systems, aerial target subsystems, and components located within the aerial target as well as ground support equipment and control/testing systems external to the aerial target.
This is a request for Information to be used for market analysis only. No contract will be awarded on a basis of responses to this notice. However, responses will be used to determine the appropriate strategy for a future acquisition. The NAICS code is 336411, 336412, and 336413. Request interested current or potential vendors notify TMO with their capabilities or brochures by 29 July 2016. All information provided will be kept as vendor proprietary. Questions regarding this announcement shall be submitted in writing via email to the Contract Specialist at temica.d.pride.civ@mail.mil. Verbal requests for information will NOT be honored. Any questions regarding announcement made after 3:00 p.m. CST, Friday, July 29, 2016, will NOT be addressed.

Due to the fiscal year change, Solicitation W31P4Q-16-R-0128 has been re-numbered to W31P4Q-17-R-0004 and all future correspondences and documents will be provided as such.
The ATS-2 DRAFT Statement of Work and CLIN Structure are provided as attachments for industry review and comment. A full DRAFT RFP will be published for review and comment in the near future.
Questions and comments should be directed, IN WRITING, to the Contracting Officer, Mr. Llane McGee at llane.c.mcgee.civ@mail.mil no later than close of business 26 January 2017.
Responses to all questions and comments received will be made public by posting on FBO.
