The following questions and discussions were received from Industry after Industry Day
1. Pg. 73 3.C Currently there are no External Evaluators shown, will there be any and if so would you please provide the POC, Company, e-mail and telephone #.

2. Pg. 1 Draft RFP included a SF 1449, but throughout the solicitation it calls for an SF33. Which will be required? SF33. SF 1449 language is removed.
3. Pg. 88 “5.e Small Business Participation Factor.” Small Business under the FAR clause 52.219-8, are exempt from the Small Business Plan Requirement. Per the Draft RFP, it appears that you require a plan whether the business is large or small. As a small business will we be required to meet the set aside goals? No, the clause refers to the Prime Contractors as the offerors required to meet Small Business goals.
4. Pg. 80 “5) Vol 4” Requirement to complete the following Section; Section G-Contract Administration Data, There is no input required by offeror as this section is WAWF information only with Government input. Section G is removed.
5. Is the Summary Section part of the page count?
The Summary Section is included in the Technical Volume page count.
6. Pg. 76 k) Says “target fee on cost plus incentive fee effort” and page 2 of 88 shows “cost plus fixed fee”. Which is correct?
The Government reviewed the requirement and will revise the RFP to state cost plus fixed fee.
7. Per the instruction you state that a WINZIP file is required on CD. As there is only 1 file per volume (CD), is this truly necessary?
The Government reviewed the requirement and the RFP provides the option to submit proposal information as a single zip file OR as individual documents in their native formats.
8. Pg. 84 1 Factor List 2 sub-factors technical and management, however there is no indication as to the weighting of these 2 sub-factors. Please provide sub-factor weighting.
The Government reviewed the document and will add the following sentence.
“Subfactor #1 is more important than Subfactor #2.”
9. Pg. 73 The Statement of Work for this solicitation is 35 pages (12 pages ATS-1 SOW). On page 74 c.1.a.i requires offerors to address each requirement defined in the SOW to be compliant… in the order as it appears. The 20 page limit will make it difficult to discuss the technical requirements and be compliant to all the new SOW requirements in ODCs, Security, Information Assurance, Safety, Environmental, etc.
Would the Government consider keeping the Technical Volume page limit as it was for ATS-1, 40 pages?
The Government reviewed the requirement and will increase the page limit to 40 pages.
10. Pg. 73 Manpower Charts are not defined. What is the definition of a manpower Chart?
The Government reviewed the document and will revise the statement to delete the reference to Manpower Charts. The statement will be revised as shown below.
* Small Business Subcontracting Plan, Quality Systems Plan, Proposal
Crosswalk, and Resumes are excluded from the page count.
11. Pg. 74. Key Point #2 Labor paragraph (a) It appears part of the sentence is missing.
The Government reviewed the document and will revise the document to add the following statement.
(2) KEY POINT #2: Labor – “The following information concerning the labor shall be provided”
