INDUSTRY QUESTIONS

INDUSTRY DAY

SET 3

The following questions and discussions were captured at the Aerial Target Systems – 2 (ATS-2) Industry day, held on 21 March 2017 at the corporate offices of Intrepid, Inc.

4) “Is ATS-2 open for aerial target use by other services such as Navy and Air Force? Are there any restrictions on the use by other services or agencies?”

Yes, the ATS-2 vehicle is open to other Department of Defense (DOD) services, Government agencies and foreign military sales (FMS) Customers with aerial target requirements.

5) “Can you acquire jet targets under the ATS-2 IDIQ?”

Yes, the ATS-2 can be used to acquire jet targets. Should the Government or FMS Customer have a requirement to acquire jet targets, the ATS-2 Task Order will include a statement of work (SOW) and Performance Specification.

5a) “Can you conduct R&D and developmental work under ATS-2?”

Yes, the ATS-2 can be to conduct aerial target related research and development efforts.

5b) “Is there a potential to conduct jet target R&D (e.g. MQM-107 replacement) under this contract as well as ASAP contract? Is there an overlap?”

No, there is no overlap, the MQM-107 Replacement is a separate contract effort.

6) “The Basic Accreditation Manual (BAM) referenced in PWS 9.0 is 6 yrs. old and out of date. Recommend revision of PWS 9.0 Information Assurance requirements to remove BAM reference. (Contact Connie Meyer, PEO STRI, ITTS/TMO for more info)”

The Government reviewed the Statement of Work and has revised paragraph 9.0 to eliminate obsolete references. The new paragraph is listed below:

“The Contractor shall provide Information Assurance system-level support functions IAW provisions in the following documentation and references: DoDD 8500.01, National Institute of Standards and Technology (NIST) Special Publications (SP) 800-53 and/or the DOD Unified Capabilities (UC) Approved Product List (APL), DoDI 8580.1, DoDI 8510.01 Risk Management Framework (RMF) for DOD Information Technology, CNSSI 1253, DoDD 8570.01, DoD 8570.01-M, AR 25-2, AR 25-1 and Army Best Business Practices, the acquisition life cycle requirements of DoDD 5000.01 and DoDI 5000.02, Federal Information System Management Act (FISMA) security requirements, Appendix III of OMB A- 130, to include the configuring systems to Security Technical Implementation Guides (STIGs) compliance, patch management, Information Assurance Vulnerability Management (IAVM), performing ACAS/Nessus and SCAP Scans for system, AR 380- 5 and National Institute of Standards and Technology Special Publication (NIST SP) 800-37, Guide to Applying the RMF To Federal Information Systems, National Security Telecommunications and Information Systems Security Policy (NSTISSP), No. 11 with revisions, "National Policy Governing the Acquisition of Information Assurance (IA) and IA- enabled information Technology Product,” DoDD 8500.01E, and cyclical support to remediate or mitigate known critical issues, and other Information Assurance functions as required.

7) “The ATS 2 effort has a higher dollar value ceiling than the current ATS IDIQ contract? Is there a reason for this?”

Yes, the ATS IDIQ contract has grown in popularity with TMO’s customers. In addition, the Government has received inquiries; but no actual requirements or funding; concerning the acquisition of several high value targets.

8) “How long are Task Order’s out for bid?”

Task Order response times vary with the complexity of the task. Simple task orders, such as acquiring commercial off-the-shelf hardware; to illustrate a Sagetech Mode 3 Transponder; may have a response time of two weeks. More complex task orders will have longer response times.

9) “Is the Government’s approach the same as the original Aerial IDIQ’s with the Government requesting a capability briefing as part of the initial award?”

Yes, this approach helps the Government better understand the capabilities of each prime contractor or contractor team.

10) “When does the Government expect to release the Final RFP?”

The Government estimates the final RFP will be released in three and four weeks.

11) “Will the Government accept additional questions on the RFP after today?”

Yes, the Government will accept additional questions and comments after today.
